About this file

This document is a Questions and Answers (Q&A) attachment for a Request for Quotation (RFQ) for an X-Ray Diffractometer solicited by the National Institute of Standards and Technology (NIST). The Q&A addresses technical specifications and clarifications for potential bidders, including confirmation of acceptable monochromator types (Johann and Johannsson, with Johannsson preferred), validation of optional parts and alternative bids, and technical details about instrument requirements such as step size (0.001 degree), slit configurations, radiation safety for glass windows, and hardware component recognition.

The solicitation (NB643080-25-01731) is for a X-Ray Diffractometer to be used in Gaithersburg, with an updated response date of 9/5/2025. The procurement will follow Federal Acquisition Circular 2025-05 and is not subject to formal source selection procedures in FAR Part 15. The Q&A document provides critical technical clarifications that potential vendors can use to refine their quotation, addressing specific instrument design, measurement capabilities, and compliance requirements for the proposed X-Ray Diffractometer.

1Final RFQ1(I)(V)Is it possible to quote optional parts, that can be choosen by the acquirer to extend the capabilities of the offered instrument? Are alternative bids allowed (as in FAR 52.204-22)?Yes and Yes.
2Numbering of the volumes for Past Performance and Experience is different on page 2 and 3 ("II" vs "III" and vice versa). Please specify the correct numbers to avoid a formal error when submitting the quotation.Corrected. Attached Revised RFQ.
6Table2nd blockWe understand that the use of a monochromator is a strong preference. To be precise, please confirm acceptance of "Johann"-type as well as "Johannsson"-type monochromators.Johann as well as Johannsson monochromators are acceptable for this prefence. Of the two, Johannson is preferred.
9(X) and followingWe understand that the provisions of FAR 52.212-3 are to be completed and included with the offer. We further understand from page 4, Volume 4, that FAR 52.225-6 and FAR 52.225-18 are to be completed and provided as well. Are there any other documents to be completed and provided at the time of submitting the quotation based on clauses (XI) to (XIII) and the FAR and other clauses mentioned therein? No.
12I.3) b.Please confirm that incident and receiving slits are omissible if there is no technical need, i.e. in case the bidder can demonstrate that the geometry of the beam is such that the beam does not even need such conditioning.Yes, if the bidder can demonstrate that these slits are not required.
2I.4)In 4) c. i. Minimum step size, please confirm the value to be 0.001°, we get the impression that the additional "0" may be a typo.0.001 degree step size.
2SoWPlease check suitability of NIST standard reference material SRM 1976b (or ist successor) for transmission / Debye Scherrer measurements. According to our knowledge, this SRM consists of a sintered alumina disc with 2.2 mm thickness. Same applies to page 4, section II. Acceptance Requirements.yes, this SRM is irrelevant for transmission. Si or LaB6 would be appropriate.
2I.1)Please confirm that "continuously" refers to the fact that any setting can be be freely set at the intended value for each measurement by the software, not that "continous" refers to a continues change of these value during a measurement.Yes, continuously for settings, not an actual continuous change
3I.7) c.Please confirm that the requested large tempered glass windows don't necessarily need be "leaded" as long as radiation safety is ensured by other glass materials.Glass windows must ensure radiation safety, don't have to be leaded
3I.9) a.Please confirm that recognization of hardware components may alternatively be performed by user input.Yes, confirmed.
