About this file
The document is a Questions and Answers (Q&A) file for a National Institute of Standards and Technology (NIST) solicitation (NB640000-25-01781) for a large format printer/cutter. Key details include NIST's requirement for a minimum 54" printer/cutter capable of producing specialized radioactive labels on high-performance vinyl materials that can withstand extreme temperatures. The solicitation will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis, with NIST preferring complete offers but potentially accepting partial offers if all technically acceptable quotes are partial.
The anticipated award timeline may extend to September, depending on quote reviews and internal approvals. The contract will be firm-fixed-price, with offerors required to submit their best and final pricing, as no subsequent revisions will be permitted. NIST specifically wants to continue using VersaWorks software and maintain the current printing configuration. The printer procurement includes comprehensive support services such as installation, user training, preventive maintenance, and on-site repair, with a warranty offering unlimited service calls and potential extended maintenance options.

Questions and Answers - Revised
1. Does NIST require a Min. 54” Printer or a Min. 54” Printer/Cutter?
NIST requires a Min. 54” Printer/Cutter
2. By what date does NIST expect they can select a vendor and issue an award?
The anticipated award timeline is dependent on the quotes received. Should additional internal approvals be required, the award may be delayed until September. Please note that this will be a firm-fixed-price contract; therefore, offerors must ensure that their submitted pricing represents their best and final offer, as revisions to pricing will not be permitted after submission.
3. Is NIST accepting partial offers?
This requirement will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis. While NIST’s preference is to receive complete offers covering all CLINs, partial offers may be considered. However, award on a partial offer will only be made if all other technically acceptable quotes received are also partial in nature. Offerors are encouraged to submit quotations to the best of their ability in accordance with the solicitation requirements.
4. Are you printing now with an older printer already running Versaworks, and want to stay on that RIP with the new printer? Or are you not yet using Versaworks, and are wanting to ensure the new printer comes with it to start using?
NIST is currently printing on an old printer that uses VersaWorks software and want to stay with the software.
5. Could we have a copy of the current NIST label color template?
We do not have a specific template to provide, but attached is an example label.
