About this file
This is a Notice of Intent to Sole Source a commercial supply contract from the National Institute of Standards and Technology (NIST) Material Measurements Lab, Center for Neutron Research (NCNR). NIST intends to procure two portable tritium air monitors on a sole source basis from Mirion Technologies under FAR Part 12.102-1(a), using a Firm Fixed Price contract type. The procurement is identified as Notice ID NB610010-26-02238. The portable monitors are required to enable real-time detection and measurement of airborne tritium concentrations in areas where fixed monitoring systems do not provide continuous surveillance, particularly during non-routine operations, maintenance activities, and leak investigations at a approximately 20 megawatt test reactor facility.
The required deliverables include two portable tritium monitors equipped with 600 cubic centimeter ionization chambers with manual gamma compensation, four external alarm beacons, two transport cases, two shoulder straps, three different lengths of silicone hose sets (5 meters, 10 meters, and 25 meters each), training, one-year annual maintenance, and one-year extended warranty with FOB Destination delivery. Technical specifications require 30 kilobecquerels per cubic meter sensitivity, real-time display, integrated data logging, configurable alarms, touchscreen interface, 6-kilogram weight with external 24-volt power supply, and gamma compensation capability. Interested firms must submit responses by September 1, 2026, at 1:00 p.m. Eastern Time demonstrating capability through technical documentation, brochures, manuals, demonstration videos, customer references, and company information to Contract Specialist Ranae Armstrong at ranae.armstrong@nist.gov with a copy to Contracting Officer Don Collie at Donald.collie@nist.gov. Questions must be submitted by August 27, 2026, at 12:00 p.m. Eastern Time via email only.

Notice of Intent to Sole Source Commercial Supply Contract Type: Firm Fixed Price Title: Portable Tritium Air Monitor Notice ID Number: NB610010-26-02238
PURPOSE
This is a notice of intent the Acquisition Management Division (AMD) at the National Institute of Standards and Technology Material Measurements Lab, Center for Neutron Research (NCNR) intends to procure a quantity of two (2) tritium air monitors on a sole source basis with Mirion Technologies using FAR Part 12.102-1(a), Restricting Competition.
This notice shall not be construed as a Request for Quote. Respondents are advised that the U.S. Government will not pay for information or administrative costs incurred in the response to this notice. All costs associated with responding to the notice will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFQ or other solicitation (if any are issued). This is a notice of intent to sole source, not a pre-solicitation notice. There is no formal solicitation available at this time. No award will be made as a result of this notice. Respondents will not be notified of the results of this notice, or results of information submitted.
BACKGROUND
NCNR Technical Specifications require that tritium concentrations be maintained within established limits and that releases be kept As Low As Is Practicable (ALAP). While fixed building and stack monitoring systems provide continuous effluent surveillance, the SAR requires enhanced monitoring during non-routine operations and activities with the potential to increase tritium releases. To support implementation of the radiation safety program, portable tritium monitors are required to enable monitoring in areas where airborne tritium may be present. Particularly during activities with the potential for release. The monitors shall provide continuous data logging, audible and visual alarms, and be easily portable to support flexible deployment.
The portable tritium monitor will supplement installed systems by enabling localized, real-time assessment in areas not continuously monitored, including during maintenance, system evolutions, and leak investigations. This capability supports early detection of tritium migration, timely corrective actions, and verification of containment integrity. It will also be used to corroborate fixed monitor performance and grab sample analyses, ensuring reliable and defensible monitoring data.
