About this file

This Statement of Work (SOW) details the replacement of Uninterruptible Power Supply (UPS) systems at the National Institute of Standards and Technology (NIST) Advance Measurement Laboratory (AML) complex in Gaithersburg, Maryland. The project requires replacing four existing 100 KVA Yellow power UPS units in Buildings 215, 216, 217, and 218, with an optional replacement of a 200 KVA Green power UPS in Building 219. The contractor must provide a turnkey service including field investigation, shop drawings, installation planning, equipment specifications, new equipment provision, equipment removal, and installation of fully functional new UPS systems.

Key requirements include providing 93PM UPS systems with specific technical specifications, maintaining existing system functionality, conducting comprehensive testing and commissioning, and adhering to strict safety and security protocols. The project has a 550-calendar day period of performance, with detailed requirements for submittals, badging, safety plans, and compliance with national electrical and safety standards. The contractor must provide all necessary documentation, including shop drawings, equipment catalogs, operation manuals, and as-built record drawings, with multiple review and approval stages throughout the project lifecycle.

STATEMENT OF WORK

Construction Services for

Advance Measurement Laboratory Uninterruptable Supply System Replacement

I. BACKGROUND INFORMATION

The National Institute of Standard and Technology (NIST) is a non-regulatory federal agency of the Department of Commerce. NIST’s goal is to promote innovation by advancing measurement science, standard, and technology. The NIST Advance Measurement Laboratory (AML) complex is the most technologically advanced research facility in the world. The AML complex has five separate wings for five buildings. To protect the expensive scientific research equipment from power disturbances and potential downtime in the laboratories, on-line static uninterruptible power supply (UPS) units were installed in each building of the AML complex.

Where short term and long electrical outage protection is required, UPS with generator backup power is provided. The generator UPS system for Yellow power distribution is set up with five primary UPS units (for five buildings) and one redundant unit in an isolated redundant configuration. In addition, there is another set up for Green Power distribution with five primary UPS units and one redundant unit without generator backup. Refer to Attachment 01 AML drawing for power distribution.

NIST has been in the process to replace aging UPS system at AML complex. For Green power UPS systems, four of six UPS units have been replaced. For Yellow power UPS generator systems, two of six UPS system were replaced.

NIST has a requirement to replace four (4) remaining primary Yellow UPS units at Buildings 215, 216, 217, and 218. All four remaining primary Yellow power UPS units were installed in 2011. In addition, as an option, NIST has a requirement to replace the UPS unit for Green power UPS at Building 219.

It is recommended that the new replacement UPS units shall have the same UPS configuration with the newly installed UPS systems at the AML complex. The drawings and specifications for newly installed UPS system are available for reference.

As-built AML drawings and specifications are available, however, they are for reference only.

Field verification is required.

PLACE OF PERFORMANCE

NIST Gaithersburg Campus 100 Bureau Drive Gaithersburg, MD 20899

Regular Business Hours Regular business hours are Monday through Friday 7:00 AM to 5:00 PM Mountain Time, excluding Federal holidays and NIST closures.
