About this file

This document is an evaluation rubric for Phase-1 Eligibility Screening and White Paper Evaluation for the TRUAS II Increment Demonstration Event. The rubric establishes thirteen eligibility criteria with assigned point values and relative weights totaling 100 points, used to assess Unmanned Aircraft Systems (UAS) submissions.

The evaluation criteria prioritize company country of origin (25 points), requiring approval status; gross take-off weight with cargo payload under 350 pounds (11 points); reported range capabilities with 100-pound and 150-pound payloads, each valued at 9 points; and maximum payload capacity of 150 pounds or greater (9 points). Additional technical requirements include automated launch and recovery capability (2 points), GPS waypoint navigation (2 points), ability to achieve 50 knots indicated airspeed (5 points), and operational capability in winds and crosswinds up to 20 knots (5 points). Procurement considerations include single production system unit cost under $1 million (9 points) and preference for heavy fuel or hybrid power sources over gasoline or battery systems (5 points). Submitting systems must also demonstrate command and control link frequencies and radio models documentation (2 points) and possess lost link/return home failsafe features (2 points). Point values are graduated for range and payload capacity criteria to differentiate performance levels, while binary criteria award full or zero points based on capability presence or absence.
