Operational Shore Duty provides critical capability to the Navy This is not an attempt to fence these activities, it is a deliberate effort to more accurately classify the work ashore at the UIC level and to better inform leadership that cuts in these types of activities will have possible negative effect to the fleet.

Operational Shore Duty will not decrease distributable inventory for sea duty jobs. This new type of new duty is not in lieu of sea duty for sailors and will not affect a sailor's sea shore duty rotation. In fact it will count as shore duty for rotational purpose for sailors.

Operational Shore Duty has not been recognized in the Navy’s authoritative data base (TFMMS) and therefore does not exist.

a) Operational Shore Duty :

(b) Duty performed in United States (U.S.) and in overseas land-based activities. Where members are not required to be absent from the corporate limits of their duty station in excess of 150 days per year.

(c) Work ashore for Naval and National critical mission areas and critical support services to the fleet. These activates (more than 80% of commands members are linked to watch bill) Mission Function and Task (MFT) statements will be the primary foundation for determining this type of duty.

(d) Work environment (Watch Bill Ashore), is not the primary consideration but important when determining work that differs from normal Navy standard work week. Work ashore which consist of operational reach back work a majority of the time in support of Naval, Joint Forces, BMD, UAV , USV and UUV war fighting command centers.

(e) TYCOM’s / BSO’s must conduct a UIC level Mission Function Task analysis to determine actual number of activities that meet the requirement for Operational Shore Duty and submit via BCR or Activity Descriptive Change process (AY).
