Performance Work Statement (PWS) for Technical and Program Support for the NAVIFOR N6 Directorate

CONTRACT ORDERING PERIOD:

The resulting contract will be for a five (5) year ordering period The resultant contract will also contain FAR 52.217-8, thereby allowing a six (6) month extension if circumstances necessitate this option.

1. GENERAL:

Organization to be supported: Naval Information Forces (NAVIFOR)

1.1 BACKGROUND:

NAVIFOR is the Navy’s Global Information Warfare (IW) Type Commander, (TYCOM), headquartered in Suffolk, VA. As an Echelon III command, NAVIFOR supports three 4-Star Fleet Commanders; Commander, U.S. Fleet Forces Command (COMUSFLTFORCOM), Commander, U.S.

Pacific Fleet (COMPACFLT), and Commander, U.S. Naval Forces Europe-U.S. Naval Forces Africa (COMUSNAVEUR-COMUSNAVAF). NAVIFOR provides ADCON support for Echelon IV and V shore commands reporting operationally to three IW Operational Commanders: Fleet Cyber Command (FLTCYBERCOM), Commander Naval Meteorology and Oceanography Command (CNMOC), and Office of Naval Intelligence (ONI). NAVIFOR generates, directly and through our leadership of the IW Enterprise, agile and technically superior manned, trained, equipped, and certified combat ready IW forces to ensure our Navy will decisively deter, compete, and win. NAVIFOR is responsible for Navy IW force generation and delivery to Naval and Joint operational commanders; IW doctrine, policy and governance; training requirements; and community management. NAVIFOR directs 600 military and civilian employees to generate IW readiness across the fleet, including direct administrative control of over 85 commands and activities manning ~20,000 billets across the globe.

Within NAVIFOR, the N6 Navy Enterprise Networks Directorate is responsible for coordinating Navy-wide efforts to manage and plan for the use of a globally mission capable, secure, and interoperable naval network to include Navy communications, Information Technology (IT), and space systems as the Navy’s component of the Department of Defense Information Network. N6 acts as the principal advisor to the Commander for IT investment priorities throughout the domain to best align resources to support the command’s mission.

The N6 Directorate functional areas across five Departments and a technical director include initiatives, activities, and various projects throughout the Information Warfare (IW) enterprise, to include emergent technology modernization assessments; data analytics and reporting, cybersecurity readiness, Assessment and Authorizations (A&A), IT portfolio management, General Services (GENSER) network readiness (NMCI and ONE-Net), domain IT service delivery, shore transformation and integration, and headquarter IT support.

2.0 OBJECTIVE:

The objective of this effort is to procure non-personal contractor support services to provide Navy enterprise management and technical support services under a single contractual vehicle. This vehicle will be used to support N6’s overall mission to advance, align, deliver, support, and sustain Information Warfare (IW) capabilities and readiness.

2.1 SCOPE:

In support of the overall NAVIFOR N6 mission set, the Navy requires the highest level of Navy enterprise management and technical support in the areas of: Emergent/future technology modernization; Data analytics/management/science; Application development; Performance planning/improvements; Cybersecurity readiness; Assessment and Authorizations (A&A); IT portfolio management; NMCI/ONE-Net readiness, sustainment, and convergence; Domain IT service delivery;

IT Service Management; Shore transformation/integration; and headquarter IT support.

3.0. REQUIREMENTS:

The following generally identifies the services and support required under the resultant contract:

3.1 STRATEGIC PLANNING AND PROJECT MANAGEMENT SUPPORT:

The contractor shall provide strategic planning and project management support across the NAVIFOR N6 portfolio, to include overall task management, integrated planning, strategic communications, technical, and administrative support functions. NAVIFOR N6 mission execution will require an integrated support team that can balance, integrate, align, and synthesize long term strategic objectives with the execution of near term programs, projects and plans.

Strategic Planning and Project Management support activities include, but are not limited to the following:

Conduct project planning and execution to include task planning milestones and timelines, coordination of activities across internal and external stakeholders, executive briefings and supporting documentation across all NAVIFOR mission areas.

Support the development of project requirements to ensure the business and functional requirements are complete and well defined.

Facilitate the effective alignment of IT requirements/ Information Resource Management (IRM) plans with strategic business plans and program initiatives.

Support development and execution of cross-organizational governance frameworks and decision models to streamline enterprise decision making.

Support development of future state operating models to define and evolve the joint framework across acquisition, engineering, TYCOM, and operational organizations.

Develop strategic and tactical project plans.

Analyze project/program activities and deliverables to identify opportunities for the improved use of resources and/or process improvements.

Provide strategic planning support to optimize and align organizational functions, processes, and tasks for improved mission outcomes.

Identify and employ strategic communication tools, tactics, and products to propagate messages and build awareness across the NAVIFOR mission areas.

Develop Flag/SES level reports, point papers, and/or briefs.

Provide administrative support services to include customer and management support, task management, meeting organization and minute capture, report preparation/distribution, technical writing, and the generation and distribution of lessons learned/after action reports.

Support Knowledge Management (KM) initiatives to efficiently capture, communicate, and promote NAVIFOR N6 projects, products, business processes, and/or services for internal and external stakeholders.

Provide formal written review of technical doctrine, policy, requirements, orders, concepts and other artifacts submitted by DoD, DON, industry and academia to advance IW TYCOM objectives.

3.2 NAVY NETWORK MODERNIZATION AND TRANSFORMATION SUPPORT:

The contractor shall support NAVIFOR’s partnerships with the Navy’s engineering, acquisition, operation, and resourcing communities to establish and manage network modernization and transformation initiatives that align investments, prioritize divestments, and eliminate duplication to maximize overall value to the Navy. Modernization and transformation efforts must synchronize current programs and projects relative to defining or updating requirements, revise portfolio management, and upgrade network infrastructures, while adopting transformational technologies and methodologies (cloud computing, DevSecOps, SAFe/Agile).

Navy Network Modernization and Transformation support activities include, but are not limited to, the

Support Navy Cloud migration initiatives to include requirements analysis and development of data collection/data management strategies.

Provide operational and technical expertise and support in the migration of excepted networks to IL2 thru IL6 cloud solutions.

Support collection, management and advocacy of Navy SCI, and IL2 thru IL6 Cloud environments in shore and afloat governance forums.

Perform business case analysis to support network transformation strategies.

Support the generation and execution of Navy Transformation and Modernization (NT/M) governance structures and frameworks.

Support Agile Release Train (ART) and Program Increment (PI) planning for enterprise network transformation efforts.

Support Operational Roles and Tasks (ORT) planning to identify operational community resource requirements (Man, Train, Equip) for new IT services and capabilities.

Analyze and assess emerging technologies and capabilities (cloud computing, artificial intelligence, machine learning) for integration into the enterprise network environment.

Support NMCI and ONE-Net Convergence planning/execution efforts, acquisition planning, and contract modifications to support moving to an integrated business and operating model.

Coordinate between the SYSCOM and ONE-Net Operational Commands supporting the introduction of new capabilities, technologies, and systems into the ONE-Net environment.

Provide operational and technical expertise and support to acquisition community Programs of Record’s (POR) in support of current and future IW systems and capabilities.

Provide operational expertise to review and report on acquisition documentation for the various segments of Navy enterprise networks and IW future acquisition planning.

Provide operational SME support in the development and execution of Navy enterprise networks, Piers, and/or Cyber Mission Force (CMF) transition plans and strategies to affect overall Government readiness prior to and during transition.

Provide network and systems engineering support to inform Navy enterprise networks, Piers, and/or CMF transition, migration, and/or convergence efforts.

Analyze and assess enterprise network architecture modernization and/or optimization plans and processes to inform Manning, Training and Equipping (MT&E) decision making.

Support the operational planning and management for the Navy Piers POR for CONUS and OCONUS sites, in accordance with established Memorandums of Agreement (MOAs) and Integrated Product Team (IPT) charters.

Support development and use of enterprise architecture work products leveraging the DoD Architecture Framework (DoDAF) to manage current and future needs of NAVIFOR business operations.

Conduct assessments and evaluations of existing capabilities and proposed integration activities to ensure network C2, cyber mission readiness strategies, and operational support requirements are fit for purpose, and in alignment with DOD Enterprise Architectures.

Support and initiate the development and promulgation of policies resulting from Network and Performance management assessments.

Support Fleet and enterprise fielding, sustainment and modernization of current and future cybersecurity capabilities.

Support the review and assessment of C5I shore installation and/or modernization plans.

3.3 INFORMATION WARFARE ENTERPRISE (IWE) AND IW TYCOM SUPPORT:

The contractor shall support the Information Warfare Enterprise (IWE) and IW Type Commander (TYCOM) to advance, align, deliver, support, and sustain Naval IW capabilities and readiness postures.

The IWE serves as the integrated voice of IW and works with Fleet stakeholders, ashore and afloat, to ensure the right capabilities and requirements are developed and delivered. The contractor shall support the IW TYCOM’s MTE&C readiness responsibilities associated with the IWE domain capabilities and systems.

IWE and IW TYCOM support activities include, but are not limited to, the following:

Preparation of reports and briefings to inform Commander, U.S. Fleet Forces Command (COMUSFLTFORCOM), Commander, U.S. Pacific Fleet (COMPACFLT), Commander, U.S.

Naval Forces Europe-U.S. Naval Forces Africa (COMUSNAVEUR-COMUSNAVAF), Fleet Cyber Command (FLTCYBERCOM), Navy Component Commanders, Numbered Fleets, and TYCOMs of the effectivity measures, the operational imperative, and related processes and frameworks integrating, aligning, and advancing IW across the DON.

Development and alignment of IW MTE&C readiness efforts aligned to the strategic objectives of the IWE.

Improvement efforts to manage, prioritize, and align resources to meet IW readiness, sustainment, and investment requirements.

Efforts to align IW capabilities requirements and gaps to appropriate Science and Technology (S&T), as well as innovation/disruptive technologies processes/frameworks. Support the IWE and IW TYCOM leveraging or engagement of identified S&T efforts.

Support Cross Functional Teams (CFT) and Integrated Process Teams (IPT) review and improvement of IW readiness; recommend prioritized solutions to address readiness gaps;

identify and address integration and/or touchpoints; and codify and communicate barriers and constraints.

Development of process, standards, and certification best practices and improvement recommendations.

3.4 INFORMATION TECHNOLOGY SERVICE DELIVERY AND SERVICE MANAGEMENT

SUPPORT:

The contractor shall support the NAVIFOR Domain Contract Technical Representative (CTR) team and Navy IT Service Management Office (ITSMO) in the delivery and management of IT services. The Domain CTR team manages the ordering and delivery of NMCI and ONE-Net services for all NAVIFOR subordinate commands, supporting approximately 12,000 seats across 143 sites. The Navy ITSMO coordinates and governs the development and execution of a customer-focused, enterprise-wide approach to ITSM that drives improved service quality and interoperability across Navy enterprise networks.

IT Service Delivery and Service Management support activities include, but are not limited to, the

Assist Navy IT acquisition programs and commands with implementing ITSM best practices, standards, and measures.

Support execution of organization change management activities across the Navy Enterprise.

Support Navy enterprise ITSM transformation and governance efforts to enable a mission-focused, enterprise-wide approach to IT service management.

Conduct readiness analysis and network integration planning, perform process capability assessments and recommend improvement measures.

Support Navy enterprise Continual Service Improvement (CSI) efforts to drive improved delivery and management of IT services for the operational community.

Provide ITSM skills and functional assessments for the NAVIFOR domain.

IT Service Delivery support activities include, but are not limited to, the following:

Support the submission, tracking, delivery, and refresh of Domain Task Orders for all NMCI and ONE-Net Services on the Service Management, Integration, and Transition (SMIT) and End User Hardware (EUHW) contracts.

Support domain request fulfillment, asset, change, configuration, and demand management processes in the delivery of IT services, hardware, and software.

Support Customer Technical Representative (CTR) efforts with respect to monitoring, measuring, reporting, modifying and maintaining NMCI assets assigned to NAVIFOR.

Support development of NMCI asset metrics, cost analysis, forecasts, refresh eligibility, and compliance.

Support requirements planning, engineering project management and service delivery oversight for NMCI and ONE-Net services including seats, printers, and infrastructure.

Support training efforts for the domain CTR community.

Coordinate across USFF and lower Echelon Commands/customers to address taskers, RFI’s, and service request prioritization requirements.

3.5 CYBERSECURITY AND ASSESSMENT AND AUTHORIZATION (A&A) SUPPORT:

The contractor shall support the planning and execution of Cybersecurity and A&A compliance efforts for the NAVIFOR domain. Additionally, the maturation of existing cybersecurity and readiness metrics requires analysis and alignment with strategic goals and plans across the NAVIFOR domain. The contractor shall research, assess and produce documentation, processes and tools in support of enterprise wide network security decisions and overall cyber resiliency efforts.

Cybersecurity and A&A support activities include, but are not limited to, the following:

Support the development, improvement, and execution of the RMF process in compliance with DON/DOD strategies and objectives.

Develop, review, update, and submit RMF package required documentation, diagrams, and electronic submissions across the RMF lifecycle.

Provide RMF accreditation recommendations, network security reviews, and risk assessments.

Perform Package Submitting Office level review and validation of RMF packages as required for Security Authorization Package level review.

Collaborate with US Fleet Forces Command, OPNAV, Navy Authorization Office (NAO), and Security Control Assessor (SCA) on RMF package products and status.

Assist in providing an efficient and repeatable process for all four of the DOD IT Types (IS, Platform IT, IT Services, IT Products) to reduce package rework.

Conduct required RMF and Federal Information Security Management (FISMA) annual cybersecurity assessments and analysis.

Perform Validator responsibilities in support of assessing and confirming that the system has implemented the approved security control baseline.

Assist in the management of eMASS to meet DOD and DON A&A requirements.

Provide subject matter expertise and recommendations to improve, implement, and plan network modernization cybersecurity programs.

Support cyber-security assessments and investigations.

Support development of cyber-security policies and plans.

Conduct threat and vulnerability assessments and develop mitigation countermeasures.

Conduct research and analysis and provide recommendations in support of network security, risk, and compliance policy and implementation guidance.

Support cyber-security processes including asset registration and tracking, NMCI services management and tracking, Clinger-Cohen Act compliance, and applicable DON/DOD directed compliance requirements and actions.

Conduct NAVIFOR compliance reviews to ensure alignment with applicable statutes, regulations, policy, and guidance for cyber-security management, interoperability, and planning.

Apply Best Business Practices (BBP) across all NAVIFOR accreditation packages ensuring uniformity and the capability to capture performance metrics.

Research, assess, and monitor network security documentation submissions for the all NAVIFOR operational GENSER systems and networks.

Support the analysis and management of the NAVIFOR Domain Cybersecurity environment, investments, and cyber resiliency efforts.

Provide cybersecurity and cyber resiliency programmatic and technical support to DON/DOD Cybersecurity Stakeholders to include the IWE Board of Directors (BOD) and Cyber Change Advisory Board (CAB).

Provide the services, engineering, data analytics, and tools to support establishment of a common Readiness Data and Dashboard Environment.

Support development of adaptable and collaborative processes for the ingestion, preparation, and analysis of CS/CND data sources.

Analyze, assess, and provide recommendations for CS/CND business-related problems.

Develop, support, and promulgate CS/CND data policy and data sharing agreements across the

DON.

3.6 IT PORTFOLIO MANAGEMENT SUPPORT

The contractor shall support the management of the NAVIFOR IT Portfolio and associated investments to ensure its suite of IT capabilities align with the NAVIFOR mission and priorities.

IT Portfolio Management support activities include, but are not limited to, the following:

Support management of the NAVIFOR organizational domain IT portfolio, particularly to assist with setting its investment priorities and aligning business processes to ensure IT architecture can best support completion of the NAVIFOR mission.

Evaluate and track IT networks, systems, data centers, circuits, enterprise software licenses, and applications in use across all classification domains throughout the NAVIFOR domain and ensure they are properly registered in DON/DOD data repositories (e.g., DADMS, DITPR-

DON).

Conduct analysis to ensure NAVIFOR compliance with applicable statutes, regulations, policy, and guidance for IT portfolio management, interoperability, and capital planning.

Support development and continuous improvement of Portfolio Management strategies, processes and procedures that align to existing DON/DOD processes, procedures and efficiencies while ensuring IT investments are aligned to NAVIFOR’s business priorities and assigned missions.

Support development of NAVIFOR guidance and policy concerning the capital planning and portfolio management for IT investments.

Assist with the design and maintenance of the IT portfolio management and IT procurement portals.

Support Organizational (ORG) Customer Service Representative (CSR) efforts with respect to coordination and technical support for Information Technology Procurement Request (ITPR) processing for the NAVIFOR domain and management and administration of NAV-ITAS system accounts and requirements.

Support integration and convergence of OCONUS and CONUS enterprise network applications, assets and software portfolios.

Provide technical services for managing the afloat networks' application inventory, ensuring compliance with the Baseline Allowance Control (BAC) system, and implementing governance and policy measures IAW COMUSFLTFORCOM/COMPACFLT INSTRUCTION 5230.1A FLEET FUNCTIONAL AREA MANAGER, 13Mar2018.

Support management of the Fleet FAM Analysis Working Group (AWG) application inventory management.

Support FAM governance and policy associated with afloat application resolution and direction (fix) messages, direct corrective actions for applications lacking requirements, and execute unauthorized applications (Kill) messages.

Maintain the application BAC online data repository

Mature FAM lines of effort to develop near real time enhanced data metrics and data visualization.

3.7 COMMAND DATA OFFICE (CDO) DATA SCIENCE SUPPORT

The contractor shall support the optimization and advancement of the Command Data Office (CDO) data science capabilities by providing data engineering, data analytics, and visualization engineering support. The contractor shall support the development and implementation of the NAVIFOR data strategy for capturing, managing, and harnessing the power of data across the IW Enterprise.

Command Data Office Data Science support activities include, but are not limited to, the following:

Provide expert services supporting strategic planning, knowledge management, and information management associated with the NAVIFOR CDO Data and Analytics Capability Maturity Implementation Plan (I-Plan).

Perform data exploration and preparation, and descriptive/diagnostic/predictive/prescriptive data analytics to derive meaningful insights and support decision-making processes.

Perform data source integration, data quality assurance, and data governance activities to establish robust data management practices.

Apply advanced data science techniques (Machine Learning/Artificial Intelligence; Feature Engineering; Exploratory Data Analysis; Model Deployment) to extract actionable insights and drive innovation.

Support implementation of the NAVIFOR CDO Strategic Steering Committee and data and analytics community of practice.

Advise, support and facilitate collaboration and communications across the NAVIFOR IW Enterprise governance construct supporting all NAVIFOR data strategy data competency lines of effort including; command data office stand-up; creation and promulgation of data governance (policy & guidance); Improving workforce data skills and acumen; leveraging evolving technology and infrastructure portfolio; and data management & protection.

Support DOD/DON enterprise cloud environment and platform integration/transition efforts.

Provide systems design, data systems analysis, and implementation of tools and technologies to meeting information needs and support the NAVIFOR data strategy.

Utilize data mining, data engineering, visualization engineering, and visualization tools to meet the information and visualization needs of internal and external stakeholders.

Provide expertise in designing, implementing, and maintaining data pipelines for Extract, Transform, Load (ETL) or Extract, Load, Transform (ELT) processes, enabling the seamless extraction, transformation, and loading of data from various sources into a data warehouse.

Provide documentation on data science methodologies employed, including machine learning algorithms, feature engineering, model evaluation, and artificial intelligence applications.

Provide performance measurement, root cause analysis and barrier removal methodologies, utilizing Navy Performance Improvement Educational Resource (NPIER)/Define, Measure, Analyze, Improve, and Control (DMAIC) based process improvement methodologies and the Performance to Plan (P2P) process.

Perform Office 365 development tasks, including custom application development, workflow automation, integration with third-party systems, and user interface enhancements.

Perform Office 365 enhancement tasks, including development of customized collaboration tools, implementation of security measures and compliance features, custom add-ins, and migration support.

4.0 DELIVERABLES:

The contractor shall provide a Monthly Status Report and Financial Summary Report NLT the 10th of each month to the COR via email. Specific deliverable requirements can also be outlined at the Task Order level. Additionally, the contractor shall provide trip reports NLT 10 days after return to the COR via email.

5.0 TECHNICAL AND MANAGEMENT CONSIDERATIONS:

The contractor shall ensure compliance with all DOD and DON Security Policies and regulations regarding the security of classified information and the creation of information systems.

6.0 SECURITY REQUIREMENTS:

U.S. citizenship and a Secret security clearance are the minimum requirements for personnel working onsite at a government facility. U.S. citizenship is the minimum requirement for personnel working offsite at a contractor facility. Some personnel, as identified in Section 9 are required to be TS/SCI cleared, in accordance with the PWS requirements. As applicable, NAVIFOR shall prepare and submit appropriate DD Form 254 to meet security requirements. However, the contractor shall pre-clear new employees within 10 days of starting on the contract and must obtain approval from the Regional Security Officers. Contractor personnel shall comply with DON and local security requirements.

7.0 EQUIPMENT PROVIDED BY THE GOVERNMENT:

The Government shall furnish workspace, furnishings, fax and telephone services, document reproduction capability, and all computer resources including access to terminals, printers, software, data, communication networks, etc. The Government shall provide initial guidance and also make available relevant standards, functional statements, technical manuals and documentation, computer systems guides, regulations, instructions, and operational procedures. The contractor shall fully protect DOD sensitive unclassified data regardless of the location or ownership of the transport media (to include any contractor furnished mobile computing devices and/or removable storage media) in accordance with current policies, procedures, and statutes, including but not limited to, the July 3, 2007 DOD CIO Policy Memorandum, "Encryption of Sensitive Unclassified Data at Rest on Mobile Computing Devices and Removable Storage Media".

8.0 TRAVEL:

Contractor travel may be required for the purposes of performing this requirement. All travel will be in compliance with the Joint Travel Regulations (JTR). All travel will be Government directed and must be pre-approved by the Contracting Officer Representative (COR) in writing. Base year/annual estimates are provided in the below table. Country-specific status of forces agreement information is provided at the end of this document for informational purposes only.

Note: If contractor personnel are working remotely/teleworking at the convenience or request of the contractor and are required to conduct government-directed travel, the contractor shall use Norfolk as the point of origin used for travel pricing unless the cost to the Government is lower from their respective remote/telework location. Travel from the respective contractor employee physical location to the primary place of performance, as indicated in the task order, will only be reimbursed if travel is directed at the request of the Government Lead.

9.0 PERSONNEL QUALIFICATIONS:

Candidates are expected to be high-level self-starters with demonstrated technical, operational, and project management experience in the appropriate functions as detailed in the labor category descriptions below. The Government anticipates that much of the work shall require independent performance. Personnel assigned to tasks shall keep current on the respective technologies and programmatic advancements associated with the contract.

The majority of the contractor employees, under the provisions of the contract, shall perform functions in direct support of the NAVIFOR N6 Directorate. The skill sets of the contractor personnel shall enable fulfillment of the responsibilities identified in Section 3.

The contractor is responsible for providing personnel with expertise and experience as identified below:

1) Program Manager Education: Master’s degree in IT Management, Engineering, Computer Science, Information Systems, Business Management or a related discipline.

Minimum Experience: Must have ten years of IT Program Management experience to include at least five (5) years experience supervising and managing personnel involved in IT projects for the DON or DOD. Two years experience managing at least 20 or more IT professionals.

Duties: Responsible for overall management and performance of all contract activities and task order requirements. Performs day-to-day technical and management support functions of assigned projects.

Organizes, directs, and coordinates the planning and production of all activities and deliverables associated with assigned projects. Applies quality assurance measures to the management and performance of the contract.

Certifications or Training: Project Management Professional (PMP) required, Information Technology Infrastructure Library (ITIL) v3 or later Foundations Certification desired.

Clearance: TS/SCI clearance required (a current SSBI within the five-year scope).

2) Project Manager Education: Bachelor’s degree in IT Management, Engineering, Computer Science, Information Systems, Business Management or a related discipline.

Minimum Experience: Five years’ experience managing Navy or DOD enterprise network transformation and cybersecurity efforts. Experience must also include leading a team of 20 or more staff.

Duties: Performs day-to-day technical and management support functions of assigned projects spanning all Section 3 requirements and activities. Organizes, directs, and coordinates the planning and production of all activities and deliverables associated with assigned projects. Utilizes refined techniques for identifying, eliminating or mitigating solution, project, and business risk. Analyzes information and situations and implement actions to ensure project objectives are met.

Certifications or Training: PMP required and ITILv3 or later Foundations desired.

Clearance: TS/SCI clearance required (a current SSBI within the five-year scope).

3) Operations Analyst II Education: Bachelor of Science degree in Information Systems, Engineering or a related discipline.

Minimum/General Experience: Minimum of five years’ experience in Navy Network Operations and C4I, to include the planning, execution, and technical oversight of large scale network modernization or integration initiatives for the DON or DOD.

Duties: Develop strategic guidance and planning, technical and programmatic implementation plans for enterprise network integration and modernization efforts, including Navy and Joint networks.

Certifications or Training: ITIL v3 or later Foundations required.

Clearance: TS/SCI clearance required (a current SSBI within the five-year scope).

4) Operations Analyst I Education: Bachelor of Science degree in Information Systems, Engineering or a related discipline.

Minimum/General Experience: At least three years of network operations technical expertise.

Duties: Identifies project requirements by collaborating with stakeholders and analyzing operations to determine project scope and execution discipline. Leads development of new system requirements, and/or network operational processes. Develops and documents complex systems and/or networks and process interactions leveraging industry and government best practices. Aligns processes and requirements to functional mission areas.

Certifications or Training: ITIL v3 or later Foundations required.

Clearance: Secret clearance required.

5) Network Engineering II Education: Bachelor of Science degree in Information Systems, Computer Science or a Mathematics -intensive discipline or an applicable technical training certificate from an accredited training institution.

Minimum/General Experience: Minimum of five years’ experience managing or leading large scale network engineering and IT modernization efforts, to include two years of specialized experience related to the task.

Duties: Develop technical and strategic guidance, planning, and innovative approaches to complex network modernization and optimization efforts. Responsible for the planning, modeling, simulation, design, installation, maintenance, management and coordination of network engineering efforts. Utilizes software and hardware tools to identify, diagnoses, and rectify complex network events, incidents, and/or problems.

Certifications or Training: CompTIA Network+, CompTIA Security+ required.

Clearance: Secret clearance required.

6) Network Engineer I Education: Bachelor of Science degree in Information Systems, Engineering, Computer Science or a Mathematics - intensive discipline or an applicable technical training certificate from an accredited training institution.

Minimum Experience: Three years of increasingly complex and progressive experience in computer system/network engineering.

Duties: Performs network administration activities including the performance of daily activities associated with the configuration, maintenance and administration of computer networks and associated facilities. Performs installation, configuration, optimization and maintenance of all network software applications and hardware components.

Certifications or Training: CompTIA + required.

Clearance: Secret clearance required.

7) IT Service Management (ITSM) Specialist II Education: Bachelor of Science degree in Information Systems, Engineering or a related discipline.

Minimum/General Experience: Minimum of five years of professional experience in IT Service Management (ITSM) and experience with the DOD Enterprise Services Management Framework

(DESMF).

Duties: Establish enterprise approaches to IT service management to promote standardization and efficiency across the Navy Enterprise. Work with the Navy ITSM Office (ITSMO) and DOD level activities to develop and promote enterprise policy and standards.

Certifications or Training: ITIL v3 or later Foundations, and ITILv3 or later intermediate certifications, specifically Service Operations, and Service Strategy required.

Clearance: Secret clearance required.

8) IT Service Management (ITSM) Specialist I Education: Bachelor of Science degree in Information Systems or related discipline.

Minimum Experience: At least three years of applying ITSM disciplines to organization business practices.

Duties: Defines and updates ITSM process architecture standards, service quality standards, and performance metrics to support acquisition and operational integration efforts. Collaborates across the DON and DOD on ITSM initiatives to establish enterprise ITSM policy, standards and governance.

Certifications or Training: ITIL v3 or later Foundations required.

Clearance: Secret clearance required.

9) Cyber Security and Information Assurance Specialist Education: Bachelor of Science Degree in IT, Computer Science, Cybersecurity, Information Systems, Computer Engineering or related discipline.

Minimum Experience: At least five years’ experience in performing Navy Information Assurance and cybersecurity functions to include at least one year direct experience with RMF and its related components and instructions.

Duties: Serves as primary security compliance agent. Performs vulnerability/risk assessments of computer systems and applications during all phases of the system development life cycle to support the RMF authorization process.

Certifications or Training:

This position is classified as a Cyber Work Force (CWF) position as decribed in the DoD 8140.03-M with a work role code of 612. Upon request of the Command Information Systems Security Manager (ISSM), the Contractor shall provide documentation supporting their CWF status. The Contractor and their supervisor shall ensure the Contractor maintains certification status in accordance with DoD 8140.03-M throughout the life of this order. Acceptable certifications for this position are at least one

(1) of the following: CompTIA Advanced Security Practitioner (CASP), Global Information Assurance Certification (GIAC) – Security Leadership Certification (GSLC), Certified Information system Security Professional (CISSP), or Certified Information Security Manager (CISM).

Clearance: TS/SCI clearance required (a current SSBI within the five-year scope).

10) Strategic Planner II Education: Bachelor of Science degree in Business Management or other related discipline.

Minimum Experience: At least five years’ experience in the planning, communication, implementation, and organization change management of Information Warfare (IW) transformation efforts.

Duties: Serves as the subject matter expert in the planning, design, alignment, implementation, and sustainment of key operational/technical strategies and associated communications across the IW Domain.

Certifications or Training: N/A Clearance: Secret clearance required.

11) Strategic Planner I Education: Bachelor of Science degree in Business Management or other related discipline.

Minimum Experience: At least three years’ experience in strategic planning and general communications.

Duties: Develop and shape the Command's strategy, mission, and vision. Analyze business and mission approaches to support development of strategic plans to materialize the Command's mission and vision. Align processes, resources, and planning efforts with Command goals and objectives.

Certifications or Training: N/A

12) Information Assurance Analyst

Education: Bachelor of Science degree in Information Systems, Computer Science, Cybersecurity, Information Systems, Computer Engineering or related discipline.

Minimum Experience: At least one-year relevant experience performing Navy IA or cybersecurity functions.

Duties: Analyzes general information assurance-related technical problems and provides recommendations and technical support in solving these problems. Assesses and supports implementation of solutions that meet network security requirements. Performs vulnerability/risk analyses of computer systems and applications during all phases of the system development life cycle.

Perform duties associated with development and review of RMF packages.

Certifications or Training: This position is classified as a Cyber Work Force (CWF) position as described in the DoD 8140.03-M with a work role code of 611. Upon request of the Command Information Systems Security Manager (ISSM), the Contractor shall provide documentation supporting their CWF status. The Contractor and their supervisor shall ensure the Contractor maintains certification status in accordance with DoD 8140.03-M throughout the life of this order. Acceptable certifications for this position are at least one (1) of the following: CompTIA Security+ (SEC+CE), Certified Information Systems Auditor (CAP), EC-Council Network Security Administrator Certification (ENSA), Certified Information Systems Auditor (CISA), CompTIA Advanced Security Practitioner (CASP), Global Information Assurance Certification (GIAC) – Security Leadership Certification (GSLC), Certified Information system Security Professional (CISSP), or Certified Information Security Manager (CISM).

13) IT Management Consultant III Education: Bachelor of Science degree in Information Systems or related discipline.

Minimum Experience: At least five years’ experience as a project or program lead for IT/network related efforts.

Duties: Serve as a senior member of the team as a task manager or as a project leader on projects of varying scope and complexity Top-level technical and programmatic contributor with expertise in IW mission and business processes, responsible for executing projects of varying scope and complexity.

Supports strategy development to update and improve processes and plans across functional areas to help execute the organizations mission and tasks. Coordinates and manages the preparation of analysis, evaluations, and recommendations for proper implementation of programs and IW capabilities.

Certifications or Training: ITIL v3 or later Foundations desired.

Clearance: TS/SCI clearance required (a current SSBI within the five-year scope).

14) IT Management Consultant II Education: Bachelor of Science degree in Information Systems or related discipline.

Minimum Experience: At least three years’ experience in the supported field Duties: Serve as an integral team member on projects of varying scope and complexity. Collaborate across the engineering, acquisition and operational communities to understand business/mission requirements while identifying innovative solutions to IW challenges. Performs analysis of complex business functions and requirements. Provide process analysis with an understanding of technical problems and solutions as they relate to the current and future information environment.

Certifications or Training: ITIL v3 or later Foundations desired.

15) IT Management Consultant I Education: Bachelor of Science degree in Information Systems or related discipline.

Minimum Experience: At least one-year experience in the supported field Duties: Serve as a junior team member on projects of varying scope and complexity. Supports team leads in strategy development to update and improve processes and plans across functional areas to help execute the organizations mission and tasks. Collects project and planning information developed by others, and provides initial recommendations and draft reports of findings or other related documentation.

Certifications or Training: N/A Clearance: Secret clearance required.

16) Cloud Specialist II Education: Bachelor of Science degree in Information Systems, Computer Engineering or related discipline.

Minimum Experience: At least five years experience in Cloud computing, platforms, and technologies

- including two years with DON/DOD Cloud migrations. Experience with cloud providers such as AWS, Azure, or Google Cloud Platform, and supporting automation tools/scripting languages.

Duties: Provide the functional expertise needed to analyze and implement Cloud solutions and assist with Cloud migration and application modernization strategies. Work with system/application owners and cloud brokers to analyze and codify functional requirements and technical specifications in support of cloud development efforts. Lead business case development efforts to inform Cloud migration strategies and implementation activities.

17) Cloud Specialist I Education: Bachelor of Science degree in Information Systems, Engineering or related discipline Minimum Experience: At least three years experience in Cloud computing, platforms, and technologies including IaaS, PaaS, and SaaS.

Duties: Supports the organization's implementation and maintenance of cloud-based infrastructure and services. Perform analysis activities to support business decisions relative to the development, enhancement, and maintenance of Cloud IT products, services, and capabilities. Analyze business processes and technical specifications to inform cloud migration strategies and plans. Participate in identifying business requirements and developing solutions that meet those requirements.

18) Readiness Analyst II Education: Bachelor of Science degree in Information Systems, Business Management or related discipline.

Minimum Experience: At least three years’ experience with DON/DOD readiness programs, projects, and reporting systems/tools.

Duties: Provide data and metric driven operational readiness assessments, gap analysis, and reporting in support of current and future IW readiness initiatives and efforts. Utilize readiness assessment methodologies to inform requirements prioritization, resourcing decisions, and business solution development to address Command mission capability gaps.

19) Readiness Analyst I Education: Bachelor of Science degree in Information Systems, Business Management or related discipline.

Minimum Experience: At least one year of experience with DON/DOD readiness programs, projects, and reporting systems/tools.

20) IT Portfolio Analyst II Education: Bachelor of Science degree in Information Systems or related discipline.

Minimum Experience: At least three years’ experience in Navy or DOD IT Portfolio Management.

Duties: Supports management of the organizational domain IT portfolio. Sets investment priorities and aligns business processes to ensure IT architecture and products align and support mission requirements. Ensures compliance with applicable statutes, regulations, policy, and guidance for IT portfolio management, interoperability, and capital planning.

21) IT Portfolio Analyst I Education: Bachelor of Science degree in Information Systems or related discipline.
