About this file
This is a specifications and bid document for a construction project issued by Santa Rosa County, Florida for the Navarre Beach Event Hall and Boardwalk Complex. The project involves construction of a comprehensive beach facility including a 6,523 square-foot conditioned event hall with 3,973 square feet of exterior support space, four retail buildings totaling 3,404 square feet, a 4,353 square-foot public restroom facility, a 296-foot-long dune walk-over with associated ramps, approximately 15,791 square feet of boardwalk, and a food truck area with utility connections and shaded structures. The work encompasses wood framing on concrete decking and pilings for primary structures and wood framing on timber piles for secondary structures. A pre-bid meeting is scheduled for August 13, 2026, at 2:00 p.m. at the Santa Rosa Economic Development Office in Milton, Florida. Questions must be submitted through the Santa Rosa County Procurement Portal by 12:00 p.m. on August 20, 2026. Sealed bids are due by 10:00 a.m. on September 3, 2026, and will be publicly opened via Teams. The specifications include detailed division requirements covering general construction, concrete, metals, wood construction, thermal and moisture protection, openings, finishes, specialties, furnishings, plumbing, HVAC, electrical, communications, safety systems, earthwork, and utilities.
The bid documents establish specific work restrictions limiting construction to weekday hours between 6:00 a.m. and 5:00 p.m. unless otherwise approved, with coordination required for weekend and early morning work. The project includes five bid options in addition to the base event hall bid: retail shops, boardwalk and canopies; food court platform and canopy; restrooms and walkover; upgrade of deck board to composite decking; and moveable partitions in the event hall. A lump-sum allowance of $30,000 is included for three chandeliers in the main lobby. The contractor must comply with Florida Fish and Wildlife Conservation Commission environmental protection guidelines, obtain all necessary approvals and permits, and coordinate work north of the Coastal Construction Line except for dune walk-over work. The specifications require comprehensive project documentation including a detailed construction schedule using critical path method, daily construction reports, submittal procedures with 15-day review periods for initial submittals, and coordination with Owner-furnished items including kitchen equipment and playground equipment. Santa Rosa County reserves the right to waive bid irregularities, reject any or all bids, and award based on the determination of the county's best interest, while encouraging participation from small businesses, minority-owned enterprises, women-owned businesses, and disadvantaged business enterprises.
