About this file

This is a Questions and Answers document for IFB 2026*142, a shade shelters project issued by Colorado Parks and Wildlife (CPW) for Navajo State Park and related parks (PMAA, RMNJ). The project involves construction of shade shelters at multiple sites, including Site 18 Windsurf Beach, which requires removal of a 12'x12' section of existing concrete pad (6" thick) while protecting remaining concrete in place. The contractor must coordinate access to walk-in sites with the Project Manager to minimize disturbance and is responsible for any necessary grading, stone gravel repairs, and salvaging and replanting of existing vegetation. The document dated March 13, 2026, addresses specific technical requirements and contractor responsibilities related to construction execution and site restoration.

Concrete testing is required at a frequency of one sample set for each 20 cubic yards of fresh concrete placed or fractional amount, with a minimum of one set per day of concreting per Section 03300 specifications. Rebar cage dimensions are specified as 12" x 12" with 1.125" radius bends, 8" minimum lap distance, and approximately 55" total length, centered on caissons with a minimum edge distance of approximately 3.75". CPW is registered with 811 for utility location services; contractors must provide the Project Manager with a minimum of 48 hours notice prior to calling in utilities to allow adequate staff coordination. No hydroseeding or seed and mulch restoration is proposed for disturbed areas.

Questions and Answers Navajo SP – Shade Shelters

March 13, 2026

IFB1: 2026*142

1. Question: What size is the existing concrete slab that needs removal at Site 18

Windsurf Beach?

Answer: The contractor is to sawcut and remove a 12'x12' section of the existing concrete while protecting the remaining concrete in place. Assume a 6" thick concrete pad. The final location of the cut section is to be determined in the field by the Project Manager.

2. Question: Where areas that have walk in access it asks for site to be restored pre-construction. Is just re-grading expected or re-veg too? If re-veg is desired, is seed and mulch or hydroseeding proposed?

Answer: Contractor shall coordinate access to walk-in sites with the Project Manager in order to limit disturbance to the areas. Any necessary grading, stone gravel repairs, and/or salvaging of existing plants to be replanted after construction, shall be included in the cost of the work. No seed and mulch or hydroseeding is proposed.

3. Question: Is testing required for caissons? If so, does every caisson need tested or each shelter or each truck or each day of pour?– Is testing required for caissons? If so does every caisson need tested or each shelter or each truck or each day of pour?

Answer: Concrete testing is required. The contractor is to take samples and make tests for each 20 cubic yards of fresh concrete or fractional amount placed, but not less than one set for each day’s concreting according to Section 03300.

4. Question: It is usually up to a contractor to check for utilities but these utilities look to be private since they are located within the park. Has CPW had any luck locating these with 811 public service? Does CPW have any other as-builts available?

Answer: CPW is registered with 811, so park staff will locate the utilities when they are called in. Please give the Project Manager 48 hours minimum before calling in utilities so we can give our staff notice that the utilities will need to be located.

5. Question: What are the overall dimensions of the rebar cage in foundations? What is min distance from sides of caissons the rebar needs to be?

Answer: The rebar cage dimensions are 12” x 12” with 1.125” radius bends and 8” minimum lap distance, approximately 55” total length. The cages are to be centered on the caissons, so the minimum edge distance is approximately 3.75”.
