About this file

This document is a specification memo from the Kentucky State Nature Preserves Commission (KSNPC) outlining additional boundary survey procedures for property acquisitions. The memo establishes detailed requirements for surveyors submitting proposals for boundary survey work on properties being acquired by the state agency. Key specifications include tree blazing along property boundaries at breast height with orange paint at intervals sufficient for summer line-of-sight navigation, with blazing completely circumscribing each tree at approximately three inches in width. Prior to survey completion, surveyors must schedule an onsite boundary walk-through with KSNPC stewardship staff. Deliverables include three full-size paper copies of the survey plat, electronic versions in Adobe PDF or AutoDesk DWF format, legal descriptions in MS Word format, and AutoCAD DWG or DXF files with specific layer naming conventions (KSNPC_BOUNDARY) and north-oriented coordinate systems.

The survey must be georeferenced to the Kentucky Single Zone Coordinate System (KY1Z) as defined by 10 KAR 5:010, with the basis of bearings set to KY1Z Grid North and distances referenced to KY1Z Grid rather than ground measurements. The plat must display single zone coordinates for each parcel's Point of Beginning and most remote boundary corner, with clear notation of the SPC zone (FIPS 1600), datum (GRS80/NAD83), bearings (Grid North), and distance references (KY1Z Grid in U.S. Survey Feet). No pricing information, contract term, or award details are specified in this document, as it serves as a procedural specification memo designed to communicate technical requirements to prospective surveyors and prevent misunderstandings during the proposal process.

Additional Boundary Survey Procedures for State Nature Preserves Acquisitions

I am writing to request that the following additional specifications be provided to surveyors providing proposals for boundary surveys of property being acquired by the Kentucky State Nature Preserves Commission.

1. In addition to the setting of standard concrete monuments and other necessary monumentation, trees along the boundary of the property will be blazed at breast height with orange paint at an interval sufficient to follow by line of sight during the summer with full foliage. The blazing shall go completely around the circumference of the tree and shall be approximately three inches in width.

2. Prior to completing the survey, the surveyor will contact (to be named), KSNPC in order to schedule an onsite walk through of the surveyed boundary with a member of KSNPC’s stewardship staff.

3. In addition to whatever number of copies of the survey plat are required by the Divisions of

Engineering and the Division of Real Properties: 1) three full size paper copies of the survey plat, 2) an electronic version of the plat layout in either Adobe PDF or AutoDesk DWF format,

3) the legal description of the property in MS Word format and 4) a copy of the AutoCAD

DWG or DXF file which shall be oriented north (based on the WORLD coordinate system) and include a boundary layer named KSNPC_BOUNDARY that contains a fully closed polyline object for each individual parcel comprising the subject property.

4. The survey must be georeferenced to the Kentucky Single Zone Coordinate System (KY1Z) as defined by 10 KAR 5:010, found at www.lrc.state.ky.us/kar/010/005/010.htm. The basis of bearings will be KY1Z Grid North and distances shall be referenced to the KY1Z Grid, NOT the ground. Single Zone coordinates will be shown on the plat for each parcel's true Point of

Beginning (POB) and the most remote boundary corner from that POB. The plat will clearly state the basis of SPC zone, datum, bearings, and distances. The following note on the survey will suffice:

The basis of bearings, coordinates, and distances shown hereon as follows:

SPC Zone: FIPS 1600 - Kentucky Single Zone (KY1Z)

Datum: GRS80 / NAD83

Epoch: (provide GPS or CORS/OPUS epoch if applicable)

Bearings: Grid North

Coordinates and Distances: KY1Z Grid, U.S. Survey Foot

Inclusion of these additional measures will significantly enhance the value of the boundary survey to our agency and making them known on the front end to surveyors submitting proposals on the project will help avert any potential misunderstandings regarding what performance measures are included. If you have any questions or require additional information, please let me know. Your assistance in this matter is greatly appreciated.
