About this file

This document is a Question & Answer (Q&A) related to RFQ 6TB4G001 for the procurement of Natural Fiber Children's Fire Hats. The procurement is being conducted by the State of California. The key details include:

The RFQ requests bids for the supply of natural fiber children's fire hats, with specific requirements around packaging, delivery, and palletization. Bidders are not allowed to offer substitutes or paper pulp material. Delivery of the full order to the specified locations is requested as soon as possible, but no later than the start of the new year. There is no minimum order quantity, and the state will make payment per undisputed invoice for each individual shipment as received. The state has not previously purchased these items and is not providing a prior bid tabulation. Sales tax will be calculated at the time of order and is not considered in the bid evaluation. Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) certifications are not mandatory for this procurement. Bids are to be submitted via email, not through the CSCR Portal.

Regarding pricing, the shipping cost quoted on the bid must be held as final, and cannot be increased after award. The state has corrected two address errors in the cost quote sheet, which has been updated and re-uploaded to the CSCR portal.

RFQ 6TB4G001 Natural Fiber Children's Fire Hat Q&A, 10/16/2024

1. Can the shipping cost quoted on the Quote Sheet be an estimate that can be updated at a later time?

Award for the bid will be based on the pricing provided with the bid back, listed on the Bid Quote Sheet. That price will be held as final for the transaction, and price of shipping cannot be increased after bid award.

2. The packing requirement should be no less than 40 and no more than 80 hats per box. Our manufacturer has a different box count, would it be acceptable?

The total box count per delivery address can be variable as long as the total number of hats are delivered to each address. Whatever the count is per box, the box itself must be sized so a single individual can carry the box. Multiple boxes may be transported by hand truck or cart, but if needed one person can carry one box. Also boxes need to be sized so that they can fit in a passenger vehicle, such as car, van, or pick-up truck. Please indicate in your bid what the estimate of hats to box will be, for review.

3. We note that the RFQ indicates that shipments of 25+ boxes shall be palletized. However, the products are produced overseas and they cannot deliver in a pallet. The hats will be delivered in boxes, and this is the most cost-effective method using overseas shipment. Would it be acceptable?

When the boxes are delivered to their respective addresses, they will need to be palletized.

Current warehouse capabilities for the department include multiple pallet rack storage, or has space set aside for palletized items. As these hats will be stored before use in outreach events, pallets are required for this delivery.

4. The bid request has stated any kind of plastic is unacceptable, would you consider paper pulp material?

For this bid, we are not accepting paper pulp material for the hats.

5. What would be the expected delivery date?

Delivery of hats to each location would be requested as soon as possible. At the latest we would like the have all hats to their locations by the start of the new year.

6. Is there a minimum order quantity?

Each delivery location has the total number of hats needed. The full order is expected for each location as soon as possible. Vendor can stagger delivery if desired, and we will make payment per undisputed invoice of each individual shipment as it is received.

7. Will a substitute be acceptable?

For this bid, we are not be open to substitutes for the hats, and will be looking for the items as described in the RFQ.

8. Have you previously purchased these items? If Yes, would you please provide the previous bid tabulation or your current price?

We have not purchased these items previously. A prior bid was conducted but not finalized, and no official award was issued. As such there is no bid tabulation to provide.

9. As these items will be delivered to various sales tax locations, is it expected that sales tax rates will be included (or itemized) for each specific delivery location? If not, we will indicate the item is still pending sales tax with the following "plus tax".

Tax will be calculated at time of order, and for the purposes of state bidding, tax is not considered in the bid calculation, so you do not need to include or itemize sales tax for each location. You may leave a note of “pending tax” or forgo it all together, whichever is most convenient for you.

10. Is the State of California Small Business (SB) or Disabled Veteran Business Enterprise (DVBE) certification mandatory? We are located outside of California and therefore don’t meet the requirement

Both the Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) certifications are not mandatory. You may leave these relevant sections blank on the Quote Worksheet, and indicate you do not have either certification on the Bidder Declaration form.

11. Will response to this bid be made by physical mail or through the CSCR Portal.

Response will be made by email to the listed address on the RFQ. Physical bid responses or responses through the CSCR Portal are not being accepted for this bid.

12. There appears to be a typo on two addresses, as they were different from your previous bid, can you confirm?

Thank you for your attention, yes there was a typo on two addresses in the cost quote sheet.

These have been corrected and an updated RFQ packet has been uploaded to CSCR.

1. 410 Riverpoint Court, West Sacramento, CA 95605 was incorrect. It has been corrected to

710 Riverpoint Court, West Sacramento, CA 95605

2. 3760 Lincoln Way, Auburn, CA 95603 was incorrect. It has been corrected to 13760 Lincoln

Way, Auburn, CA 95603
