About this file
This document is the Richard B. Russell National School Lunch Act, as amended through December 29, 2022. It outlines the legal requirements and appropriations for the National School Lunch Program.
The key details relevant to the federal contract opportunity are in Section 26, which establishes an Information Clearinghouse. The Secretary of Agriculture is required to enter into a contract with a nongovernmental organization to establish and maintain this clearinghouse, which will provide information to groups that assist low-income individuals or communities. The nongovernmental organization must meet certain criteria, including experience in gathering information, operating a clearinghouse, and communicating the purpose of the clearinghouse. The Act provides funding for the clearinghouse of $200,000 for fiscal years 1995 and 1996, $150,000 for fiscal year 1997, $100,000 for fiscal year 1998, $166,000 for fiscal years 1999 through 2004, and $250,000 for fiscal years 2010 through 2024.
