Question #RFQ Part & Section ReferenceRFQ Page#QuestionAnswer
1Instructions, Quotation Submission, Paragraph II2RFQ States, "In addition, the
Offeror shall set forth any assumptions used in development of its pricing." Question: Could FNS be more specific by the kind of assumptions is the agency inquiring about?FNS will not make assumptions about unclear or ambiguous statements' meaning or content. The contractor should not make any assumptions that FNS would understand unclear, ambiguous language or acronyms.
24. Technical Capability, C.3Please define what FNS means by "a statement of availability."Please refer to NOTE: Pg3 FNS needs to Know Key Points of contact and Key Personnel
34. Technical Capability, C.3Please define what FNS means by “letters of commitment.” In our official proposal we will submit to FNS, we will commit to carrying out this contract and to engaging the staff in the proposal on this contract, so we unsure of what other “letters of commitment” are required.Key Personnel are your Key POC, as noted in question 2. This is outlined clearly in section C., page 3. Letters of commitment from Key personnel are available for the Period of Performance.
4Past Performance (VOLUME 3), Paragraph I4Could FNS please define what it means by “past customers” in this context? - Are we supposed to ask callers? Are you considering the recipients of the Clearinghouse services to be “past customers"? If so, we are confused by this requirement, since, under our existing contract, we do not maintain records of previous callers to the National Huger Hotline.Past Customer: Past contract references you have, not callers to the hotline
5Past Performance (VOLUME 3), Paragraph III4Please clarify if the references are different from “customers” referenced in the first paragraph and the POCs listed in the 3 examples of work relevant to work outlined?Answered in question 4
6REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR EQUIPMENT (NOV2021)8Please clarify if computers and phones used for the hotline fall under telecommunications equipment?
Please clarify if wifi routers count as equipment in this section? Please review FAR 52.204-26 (a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
7ATTACHMENT 4 :PAST PERFORMANCE QUESTIONNAIRE FOR SOLICITATION NUMBER: 12319824Q00151Can FNS clarify the types of people who should be providing a reference?
Can we ask previous FNS COR at USDA FNS or a reference?Previous contracts you have worked on.
8ATTACHMENT 1 PWS, ONJECTIVES/SCOPE OF WORK, PARAGRAPH III1Will the text phone number be changed back to 97779? We changed the phone number to reduce expenses and are saving over 85% of the original cost. It costs more to use and maintain 97779 because of new FTC requirements to register phone numbers. Companies charge a significant monthly premium for short-digit code numbers. Is 97779 a shared or dedicated short code? Please use the current number; there is no need to change back to 97779.
