About this file
This is an amendment to a Request for Bids (RFB#042721) issued by the Commonwealth of Kentucky, Department of Parks, for the operation of a canteen/concession stand and mini-golf course at Hoe Down Island, Natural Bridge State Resort Park in Slade, Powell County, Kentucky. The amendment addresses three key questions regarding operational parameters and facility modifications. The bidder will be responsible for operating both facilities on a daily basis with hours of operation and pricing set at the bidder's discretion, subject to park manager approval prior to the season's beginning. The bidder may display signage and menu boards with the park manager's approval, provided all materials comply with existing Department of Parks signage standards and clearly indicate private ownership and operation through a Commonwealth agreement. Modifications to mini-golf obstacles are permitted since they are non-permanent structures; however, any modifications to permanent structures require prior written approval in accordance with Section XII of the RFB. The public bid opening was extended by one week, moving from April 27, 2021 to May 4, 2021 at 2:30 p.m.
The bidder must comply with all pricing and quality standards established by the Commonwealth and implement any required changes upon written notice. All rates and prices charged for goods and services must remain reasonable throughout the entire contract term. The Commonwealth retains the right to require modifications to pricing or quality of items at its discretion. No additional details regarding contract term, funding sources, set-asides, or incumbent information are provided in this amendment document.

Operation of a Canteen/Concession Stand and Mini-Golf Course Operator at Hoe Down Island, Natural Bridge State Resort Park
Slade, Powell County, Kentucky
AMENDMENT #2
QUESTIONS/ANSWERS:
1. Are there stipulations with regard to pricing and hours of operation?
Official Answer: Hours of operation and pricing are at the discretion of the successful Bidder.
Please refer to the Request for Bids: for both activities “…Operate facility on a daily basis with the hours of operation set by successful Bidder and approved by park manager prior to beginning of season.” Also, “The Bidder shall comply with such prices and quality standards as the Commonwealth may from time to time require and shall promptly change, correct, modify the price or quality of any item after written notice to do so. The selection, prices, and quality of all items so established shall not be changed without the prior written consent of the Commonwealth.” And, “All rates and prices charged by the successful Bidder for goods and services shall be reasonable throughout the entire term of the lease.“
2. May the successful Bidder hang their own signage and menu boards?
Official Answer: Yes, with approval of park manager. See Request for Bids: “The Bidder shall not display or allow to be displayed any advertisement or other materials without the prior written approval of the park manager.
The successful Bidder shall, at its sole expense, post signage, which shall be conspicuously displayed and must be in conformance with the existing Department of Parks’ signage, on the leased premises, reflecting that the mini-golf; and concessions operations are privately owned and operated through an agreement with the Commonwealth of Kentucky.”
3. May the successful Bidder make modifications to the mini golf and structures?
The successful Bidder may make improvements to/modifications of the mini golf obstacles, since the obstacles are not permanent structures; however, any proposed modification/improvement of the permanent structures would require prior written approval, in accordance with Section XII of the RFB.
THE PUBLIC BID OPENING IS HEREBY EXTENDED BY ONE WEEK, FROM APRIL 27, 2021 TO MAY
4, 2021 AT 2:30 P.M.
