Proposals were due September 18, 2026 at 1:00 PM, with questions due by August 21, 2026. The contract has an initial term of one year with two optional one-year renewal extensions. Five proposals were received from ICF, TetraTech, AECOM, Siemens Energy, and Verdantas LLC, with contact information provided for each bidder.

Vendors must demonstrate electric sector risk assessment expertise and experience with investor-owned utilities, municipal utilities, and cooperative utilities. All proposal costs must be specifically detailed with no additional charges permitted without written State consent, and costs must include full compensation for applicable taxes.
