About this file

This document is a Questions and Responses file addressing bidder inquiries regarding the PAMS Auto GC competitive sealed proposal solicitation issued by the State of Delaware's Department of Natural Resources and Environmental Control (DNREC). The procurement seeks an automated gas chromatograph with flame-ionization detection system capable of measuring ambient hourly-speciated volatile organic compound concentrations in compliance with EPA Photochemical Assessment Monitoring Stations network requirements. The system must integrate with the existing Envidas Ultimate data acquisition system and measure all required volatile organic compounds plus optional compounds from the EPA target list. Written questions were due December 26, 2025, with responses posted by January 14, 2026. Proposals are due January 28, 2026, at 1:00 PM local time. Contract award is anticipated March 12, 2026, with equipment delivery targeted for November 3, 2026, and operations to commence in May 2027. The contract will be valid for an initial two-year period with one optional one-year extension and potential month-to-month extensions up to three months after contract completion. Vendors may submit multiple proposals for different AutoGC configurations, and the State may award contracts to multiple vendors based on availability and pricing considerations.

The document clarifies several administrative and technical requirements. Delaware Supplier Portal registration is not required prior to proposal submission, nor is a State of Delaware business license required at time of submission, though the successful vendor must furnish proof of licensure prior to receiving an award. The solicitation is issued under Materiel and Non-Professional Services authority and does not constitute a Large Public Works Contract, therefore wage rates and drug testing requirements for public works do not apply. Payment will not utilize P-Card methods. The zero air specification of 5 liters per minute is required solely for the AutoGC system. Regarding monitoring compounds, pinenes are required, while carbon tetrachloride, ethanol, and tetrachloroethylene are optional. Both hydrogen and helium carrier gas options will be evaluated based on anticipated cost, availability, and expected impact on instrument performance. Formal oral presentations are not planned as part of this RFP.

Questions and Responses Regarding Bid Solicitation PAMS Auto GC

CONTRACT NUMBER NAT260001-AUTOGC

ISSUED BY DEPARTMENT OF NATURAL RESOURCES AND ENVIRONMENTAL

CONTROL

Question: Are bidders who are new to the State of Delaware required to complete Delaware Supplier Portal registration before submission of proposals?

Response: No, Delaware Supplier Portal registration is not required before submission of proposals.

Question: Can a vendor which can supply two different AutoGC configurations which vary in price and performance, but both perform to EPA Specifications, provide two optional system proposals? If so should this be done as separate proposals or as options in a single proposal?

Response: Yes, all valid vendor proposals will be reviewed and scored appropriately. Either option is acceptable, however separate proposals will most likely be easier to review and score.

Question: Will there be oral presentations requested and, if so, will these be requested after submission of the RFP?

Response: Formal requests for oral presentations are not planned to be requested as part of this RFP.

Question: Are there any health mandates currently in force or anticipated? Will service engineers engaged in installation of this equipment be required to address these mandates?

Response: No health mandates are currently in force or anticipated in Delaware.

Question: Are vendors required to procure the State of Delaware business license prior to submission of this proposal?

Response: No, the business license is not required to be procured at the time of submission.

On page 25 (Section 26) it states: “Prior to receiving an award, the successful Vendor shall either furnish the Agency with proof of State of Delaware Business Licensure or initiate the process of application where required.”

Question: Does the State expect to use P-Card method of payment for this contract for recurring or major purchases?

Response: No, based on the dollar amounts anticipated for this contract Delaware does not expect to use a P-Card method of payment for this contract.

Question: Are Wage Rates and drug testing specific to Large Public Works Contracts applicable to this RFP?

Response: This solicitation is issued under Materiel and Non-Professional Services authority pursuant to 29 Del. C. §6924(a). The scope of work is limited to the procurement of equipment and technical support for PAMS Auto GC systems. There are no construction or public works related activities included in the specifications.

Sections referencing Wage Rates and Drug Testing for Large Public Works Contracts are standard boilerplate language carried over from the State’s template. Because this procurement does not meet the statutory definition of a Large Public Works Contract under 29 Del. C. §6962, these requirements can remain in the template, however they will not apply to this RFP.

Question: Can you confirm that IRS 1075 is not applicable to this RFP?

Response: If a vendor receives federal tax information, then the section is applicable, and if not, then no it won’t be applicable for this RFP.

Question: Will the list of vendors submitting proposal be posted on the website or only available to vendors by request after opening date?

Response: The solicitation states that proposals will be publicly opened, and at that time, only the vendor’s name and address will be read aloud. This aligns with standard OMB-GSS practice. Vendor identities are not posted prior to the opening and are not made public until the official opening occurs. After the opening, vendor names may be posted or provided upon request.

Question: Is the zero air specification of 5 L/min. requested only for the AutoGC or is there other equipment in use that will require an additional volume of zero air?

Response: The requested zero air specification of 5 L/min. is to supply the AutoGC only.

Question: Will the State of Delaware Department of Natural Resource and Environmental Control be monitoring pinenes, carbon tetrachloride, ethanol, or tetrachloroethylene?

Response: Pinenes are required to be monitored; monitoring of carbon tetrachloride, ethanol, and tetrachloroethylene compounds are optional.

Question: While hydrogen fuel consumption warrants the use of a hydrogen generator to reduce the necessity for frequent exchange of hydrogen cylinders, is the agency interested in hydrogen carrier gas as well as fuel which requires a higher purity gas generator? Or, would they consider helium carrier as an option?

Response: Both options will be considered and evaluated based on anticipated cost, availability of carrier gases, and expected impact on instrument performance.
