About this file
This document is a questions and answers (Q&A) addendum for the Little Creek Site Improvements project (Contract No. NAT25002-SITEIMPROV) issued by the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Fish & Wildlife. The project involves site improvements in Kent County, with sealed bids to be received by July 8, 2025, and a public bid opening on July 10, 2025. The project is divided into two phases, with Phase 1 focusing on Bayside Drive access road widening, town sewer extension, grading around a proposed two-story office building, and site preparation. Phase 2 includes work related to the existing Hunter Education Building, parking improvements, storm and sanitary upgrades, and converting existing buildings from septic to new sewer systems.
The Q&A document addresses various technical questions from potential bidders, including clarifications on utility plans, walking path materials, building pad elevations, and insurance requirements. Key points include using DelDot and BABA standards, Kent County code compliance, and pending approvals for sewer connections and storm system designs. The state intends to begin site work in 2025, prioritizing infrastructure improvements while simultaneously finalizing building details and permitting. The mandatory insurance requirements include Worker's Compensation, Commercial General Liability ($1,000,000 per occurrence/$3,000,000 aggregate), and Automotive Liability Insurance, with specific coverage details to be determined by the contracting office after bid selection.

Questions (or comments) received as of 6.9.25 and responses
