About this file

This document is a Questions and Answers (Q&A) file for Request for Proposals (RFP) NAT25002-ENVIRO_SVC issued by the Delaware Department of Natural Resources & Environmental Control (DNREC) for Environmental Investigation and Remediation Services. The RFP seeks qualified vendors to provide comprehensive environmental services for hazardous substance release sites across Delaware, with proposals due on May 6, 2025, at 1:00 PM local time. The contract will cover project management, investigation and remediation planning, remedial design, remedy implementation and oversight, long-term stewardship activities, and special project tasks. The anticipated contract term is three years with potential for two optional one-year extensions, with an expected award notification date of July 7, 2025.

The Q&A document clarifies several key submission requirements, including that electronic signatures are acceptable for subcontractor forms, electronic submittals are preferred for modeling reports, and no pricing information needs to be included with the initial proposal. Pricing will be negotiated during a later phase, with rates potentially including labor, field equipment, and administrative supplies. The document emphasizes that two hard copy documents (one original and one copy) and one electronic copy are required, with technical and pricing files to be submitted as separate electronic files. DNREC will utilize Remediation Section staff to assist in evaluation and requires a comprehensive list of petroleum remediation projects, with at least ten years of project history preferred.

21. Section number: IV Professional Services RFP Administrative Information, Paragraph number: B.12., page 15, Regarding multi-vendors, can you clarify what is meant by a "joint venture agreement"; how does this differ from a "Prime Vendor" with "Sub-contracting"?

A joint venture agreement is generally an agreement with multiple parties wherein they enter into a project jointly, whereas in a prime vendor and subcontractor relationship the prime vendor enters into a contract with the State alone and subcontracts out work. In both instances there is a single entity which will be solely responsible to the State under the contract.
