About this file

This is a Q&A document for Contract No. NAT-24-001_LEADREMOVE regarding Ommelanden Range Maintenance in Delaware. The document addresses bidder questions about proposal submission deadlines, which are due on January 3, 2025, though a bidder has requested a one-week extension due to holiday mail service disruptions. The project involves lead removal and range maintenance work, including berm rebuilding, grading, and soil stabilization at the Ommelanden Range.

The project has been classified as 'Heavy Construction' by the Department of Labor and will be subject to prevailing wage requirements. The document specifies that berm grading and stabilization requirements depend on the contractor's extraction methods - for surface disturbance of +/-2" soil, areas must be returned to original state, while more invasive methods must follow the stormwater management plan in the Environmental Stewardship Plan. Soil stabilization methods must meet EPA requirements and are to be recommended by the bidding firm.

o Proposals are due on or by 1/3/25

• Please confirm this project falls under Public Works for repair, renovation, rehabilitation, demolition or reconstruction, therefor prevailing wage will apply if the threshold is surpassed?

o The DOL has determined that this project is 'Heavy Construction' and prevailing wage will apply

• Can you provide the prevailing wage that may be applicable? Or must Contractor request through the provided link?

o Prevailing wage rates attached below

• Regarding Berm rebuilding, grading and stabilization of any area disturbed while executing the maintenance of the Ommelanden Range by your organization.

o Are there any specs for the rebuilding or regrading of said berms?

o Berm grading and stabilization is dependent on your company's extraction means and methods and LOD. If your extraction methods are surface disturbance only (+/-2" of soil disturbance), the intent is to return any disturbed areas to their original state.

o If your extraction methods are more invasive, where more soils are cut and stockpiled, then the grading will align with the attached 'stormwater management plan' outlined in the Environmental Stewardship Plan.

• What are the approved soil stabilization methods or treatments?

o Soil stabilization as recommended by your firm to meet EPA requirements
