About this file

This document contains questions and responses regarding an amendment to a solicitation for preventative maintenance and repair services for flatbed film viewers. The National Archives and Records Administration is seeking these services for 22 KEM flatbed film viewers and up to 12 viewers will receive preventative maintenance during each visit. The previous contract for these services was under number NAMA-17-M-0089. The base year does not include an option for additional preventative maintenance visits, but option years I through IV allow for up to two additional visits. Pricing should be provided for preventative maintenance services in the base year, and optional diagnostic services are limited to a not-to-exceed price of $10,000.

Question 1: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer: The previous contract number was NAMA-17-M-0089.

Change to RFQ: None

Question 2: ATTACHMENT 2 paragraph 1.2 states: "This contract will cover 22 KEM flatbed film viewers...” However, paragraph 2.2 lists 20 KEMs. Is the difference of 2 KEMs due to the 2 KEMs cited in paragraph 1.2 as having "been used for parts…”? Do you suggest we adjust our maintenance rate to account for 2 fewer flatbeds?

Answer: In the Performance Work Statement, section 2.4.1, states “For each preventative maintenance visit, the NARA COR will identify up to twelve flatbed film viewers that will be serviced.” Maintenance rates should account for up to 12 flatbeds per preventative maintenance visit.

The two KEMs used for parts will need more serious repairs and parts than the other KEMs. These will be handled under the Optional Diagnostics in section 2.3.1.

Change to RFQ: None

Question 3: ATTACHMENT 1, Base Year - Months 1 - 12, section 0002 “Optional: Diagnostic Services…", under Firm Fixed Unit Price has a space for a dollar amount to be filled in. In the previous (withdrawn) solicitation, there was no space for a dollar amount to be filled in. Each of the subsequent 12 month periods (Option Year I, II, etc.) has the same blank space for a dollar amount to be filled in. On what basis is this amount to be calculated?

Answer: The dollar signs should not be on those line items. The optional diagnostic services have a not-to-exceed price listed. Contractors are not expected to submit a price for those line items.

Change to RFQ: A revised Attachment 1, Schedule of Prices, has been provided as a separate attachment to this amendment. The revision removes the dollar signs.

Question 4: In the previous (withdrawn) solicitation there were sections in the Base Year for Base Year Diagnostics (CLIN 0001) & Preventative Maintenance Services (CLIN 0002), each with space to enter a dollar amount. In the current solicitation in the Base Year there is only Preventative Maintenance Services (CLIN 0001) with a space to enter a dollar amount. CLIN 0002 is optional, not to exceed $10,000.00. In the current solicitation for Option Years I - IV each year has a section for “Up to 2 Additional Preventative Maintenance Service Visits” with space for a dollar amount to be filled in. The Base Year does not have such a section.

Should all 5 years include an option for 2 additional visits or in the current solicitation are visits limited to 2 for the Base Year?

Answer: The base year does not have an option for additional preventative maintenance visits. The option for up to two additional preventative maintenance service visits is listed for Option Years I – IV only. The Performance Work Statement, section 2.4.1, states “Additional preventative maintenance visits may be required during the contract’s option years.”

Change to RFQ: None
