The justification outlines several key reasons for requiring the OMAX brand: CCAD has successfully used OMAX waterjets for over 15 years; standardization is necessary for organizational interoperability and mission readiness; existing staff are trained on OMAX operations and maintenance; materials have been tested specifically for OMAX performance specifications; the system will integrate with existing software (Insight & Control Center); and maintenance contracts can be consolidated for cost savings. The document is signed by Robert Bell, Industrial Branch Chief, and includes Victor Moreno as an additional technical point of contact. The justification is dated November 14, 2024, and will support a procurement for the OMAX system from their facility in Kent, WA.

1. Request the Procurement & Installation of one OMAX MAXIEM 1530 system for Directorate of Facilities & Equipment Sustainment, S4000, Industrial Trades Branch (ITB), S42D0.

OMAX

21409 72nd Ave South Kent, WA 98032

2. OMAX has been a pioneer and leader in waterjet technology for 30 years. CCAD has been utilizing a OMAX waterjets for over the past 15 years and the machines has been proven to be extremely reliable.

3. Good business practice mandates standardizing waterjet technology at the Depot for organizational inter-operability and is a key to CCAD’s mission readiness. Tthe cost savings that are achieved every year by utilization of the waterjet cutting system in lieu of cutting by torch and then grinding down to specification. Waterjet is also used to avoid the possibility of a work stoppage when production waterjet cutting machines are down for repairs by allowing production shops access to the machine for increased depot capability.

4. The Maintenance Services Branch are trained on the operation of the OMAX waterjet machine. Operators have been trained to perform periodic maintenance and calibration specific to the OMAX Waterjet. Procuring a different brand requires the ITB to be trained on new operating, maintenance, and software procedures.

5. The materials used by the OMAX have been tested to perform well in our design applications. If a different company was chosen, the ITB would have to retest the accuracy and performance to incorporate different tolerances in our existing designs.

6. Continuing with the OMAX brand ensures integration and compatibility with existing software (Insight & Control Center) and interchangeability of some maintenance items.

7. Existing annual maintenance contracts can be executed for all machines at the same time under the same contractor resulting in cost savings in comparison to hiring separate contractors.
