Section C - Performance Work Statement (PWS) - Custom Hoodies
1.0 Introduction & Background
This Performance Work Statement (PWS) outlines the requirements for the manufacturing and delivery of custom-branded hoodies. The objective is to procure high-quality hoodies, comparable in make and material to the Gildan Heavy Blend™ Hoodie (18500), with custom designs applied using Direct to Film (DTF) printing technology. This PWS establishes the specific technical requirements, quality standards, and deliverables to ensure the final product is durable, visually appealing, and meets all specified criteria.
2.0 Scope of Work
The contractor shall provide all necessary labor, materials, and equipment to produce and deliver 1,122 finished hoodies in accordance with the specifications detailed in this PWS. The scope includes sourcing the hoodies, applying custom graphics via DTF printing, performing comprehensive quality control, and delivering the final order according to the specified size distribution. Reference Attachment A for artwork. Artwork shall be the DLA logo with 'DLA SAN JOAQUIN' printed below in the IMPACT font.
3.0 Specific Tasks & Requirements
The contractor must adhere to the following specifications for garment quality, printing, and sizing.
3.1 Garment Specifications
The hoodies provided must be of a quality equivalent to or exceeding that of the Gildan Heavy Blend™ Hoodie (Model 18500). If proposing an equivalent product, the contractor must provide detailed specifications demonstrating it meets or exceeds the following standards:
3.1.1 Material: 40% Cotton / 60% Polyester preshrunk fleece knit. The material must be made with air jet yarn for a softer feel and reduced pilling.
3.1.2 Fabric Weight: A mid-to-heavyweight fabric is required, approximately 8.0 ounces per square yard.
3.1.3 Construction: Hoodies must exhibit superior construction, including:
3.1.3.1 Double-needle stitching at the waistband and cuffs.
3.1.3.2 A double-lined hood with a color-matched drawstring.
3.1.3.3 A front pouch pocket.
3.1.3.4 Taped neck and shoulders for durability.
3.1.4 Color: Black
3.1.5 Certification: All hoodies must be certified under OEKO-TEX® Standard 100, ensuring they are free from harmful substances.
3.2 Printing Specifications
3.2.1 All designs shall be applied using Direct to Film (DTF) printing technology.
3.2.1.1 Process: The DTF process involves printing the design onto a special
PET film, applying a thermoplastic adhesive powder, and heat-pressing it onto the garment.
3.2.1.2 Image Quality: Prints must be of high resolution, with sharp details, accurate color representation, and no visible defects. The final print should feel flexible and integrated with the fabric, not stiff or prone to cracking.
3.2.1.3 Durability: The printed designs must be highly durable and able to withstand a minimum of 30-50 wash cycles without significant degradation in color, detail, or adhesion.
3.3 Sizing and Quantities
3.3.1 The total order quantity is 1,122 hoodies. The sizing distribution is based on the
Gildan hoodie sizing chart and must be adhered to as follows:
Size Quantity
XS 1
S 33
M 129
L 296
XL 328
XXL 220
3XL 110
4XL 2
5XL 3
Total 1,122
Note: Contractors offering an equivalent product are responsible for ensuring their sizing corresponds directly to the fit and measurements of the Gildan sizing chart. The contractor shall modify the sizes ordered from their supplier to match this distribution accurately.
3.4 Unacceptable Performance
3.4.1 The following are explicitly defined as unacceptable and will be grounds for rejection of the deliverables:
3.4.1.1 Printing Method: The use of traditional screen printing is strictly prohibited. Any hoodies found to be screen-printed will be rejected.
3.4.1.2 Quality Defects: Any hoodies with manufacturing defects such as open seams, holes, incorrect sizing, inconsistent coloring, or printing errors (misalignment, smudging, peeling) will be rejected.
3.4.1.3 Substituted Materials: Use of materials or hoodies that do not meet the specified quality standards is not permitted.
4.0 Quality Assurance & Inspection
4.1 A comprehensive quality control process must be implemented.
4.1.1 Pre-Production Sample: The contractor shall provide one (1) pre-production sample hoodie for approval before commencing the full production run.
4.1.2 Final Inspection: All 1,122 finished hoodies are subject to a final inspection prior to shipment, checking for visual defects, correct sizing, print adhesion, and color accuracy.
5.0 Deliverables
5.1 The primary deliverables for this contract are:
5.1.1 Pre-Production Sample: One (1) complete sample hoodie for review and approval.
5.1.2 Final Production Run: 1,122 finished hoodies, manufactured and sized according to the specifications in Section C paragraph 3
6.0 Period of Performance

I.4 INVOICES (MAR 2020) BI.010
(a) An invoice is a written request for payment under the contract for supplies delivered or for services rendered. In order to be proper, an invoice must include as applicable the following:
(1) Name and address of the contractor.
(2) Invoice date.
(3) Contract number or other authorization for supplies delivered, services performed (including order number and contract line item number).
(4) Description, quantity, unit of measure, unit price and extended price of supplies delivered or services performed.
(5) Shipping and payment terms (e.g., shipment number and date of shipment, prompt payment discount terms). Bill of lading number and weight of shipment will be shown for shipments on Government/NAFI bills of lading.
(6) Name and address of contractor official to whom payment is to be sent (must be the same as that on the contract or on a proper notice of assignment).
(7) Name (where applicable), title, phone number, mailing address of person to be notified in event of defective invoice.
(8) Any other information or documentation required by the contract (such as evidence of shipment). Invoices shall be prepared and submitted in duplicate (one copy shall be marked "original") unless otherwise specified.
(b) For purposes of determining if interest begins to accrue under the Prompt Payment Act (Public Law 97-177, as amended).
(1) A proper invoice will be deemed to have been received when it is received by the office designated in the contract for receipt of invoices and acceptance of the supplies delivered or services rendered has occurred;
(2) Payment shall be considered made on the date on which check for such payment is dated;
(3) When the due date falls on a Saturday, Sunday, or legal holiday when Government/NAFI facilities and offices are closed, may make payment on the following working day without incurring a late payment interest penalty.
(4) Payment terms (e.g., "net 20") offered by the contractor will not be deemed a "required payment date"; and
(5) The following periods of time will not be included:
(i) after receipt of an improper invoice and prior to notice of any defect or impropriety, but not to exceed 7 days (3 days on contracts for meat food products, and 5 days on contacts for perishable agricultural commodities, dairy products, edible fats or oils and food products prepared from edible fats or oils); and
(ii) between the date of a notice of any defect or impropriety and the date a proper invoice is received. When the notice is in writing, it shall be considered made on the date shown on the notice.
(6) If the NAFI makes payment by Electronic Funds Transfer (EFT) (see applicable contract clause). In connection with any discount offered for early payment, time shall be computed from the date of the invoice. For the purposes of computing the discount earned, payment shall be considered to have been made on the date, which appears on the payment check, or the specified payment date if an electronic funds transfer payment is made.
(7) Discounts. When a discount for prompt payment is taken, the designated payment office will make payment to the contractor as close as possible to, but not later than, the end of the discount period. The discount period is specified by the contractor and is calculated from the date of the contractor's proper invoice. If the contractor has not placed a date on the invoice, the due date is calculated from the date the designated billing office receives a proper invoice, provided the agency annotates such invoice with the date of receipt at the time of receipt. When the discount date falls on a Saturday, Sunday, or legal holiday when NAFI facilities and offices are closed, the designated payment office may make payment on the following working day and take a discount. Payment terms are specified in the clause at BI.070, Discounts for Prompt Payment.
(End of clause)

(c) The Contractor shall make available at its office at all reasonable times the records, materials, and other evidence described in paragraphs (a) and (b) of this clause, for examination, audit, or reproduction, until 3 years after final payment under this contract.
(b) The Contractor agrees to include the clause in all subcontracts.

(2) Method of shipment or packing.
(3) Place of delivery.
(b) If any such change causes an increase or decrease in the cost of, or the time required for, performance of any part of the work under this contract, whether or not changed by the order, the Contracting Officer shall make an equitable adjustment in the contract price, the delivery schedule, or both, and shall modify the contract.
(c) The Contractor must assert its right to an adjustment under this clause within 30 days from the date of receipt of the written order. (b) If the NAFI terminates this contract for default in whole or in part, it may acquire, under the terms and in the manner the Contracting Officer considers appropriate supplies or services similar to those terminated, and the Contractor will be liable to the NAFI for any excess costs for those supplies or services. The NAFI may withhold from these amounts any sum the Contracting Officer determines to be necessary to protect the NAFI against loss because of outstanding liens or claims of former lien holders.
(g) If, after termination, it is determined that the Contractor was not in default, or that the default was excusable, the rights and obligation of the parties shall be the same as if the termination had been issued for the convenience of the NAFI.
