WRC REFUSE SERVICES

SECTION 1 – GENERAL

1.1 Purpose

The Refuse Service contract exists to provide services of refuse collection for the Department of

Commerce, National Oceanic and Atmospheric Administration (NOAA), Western Regional

Center (WRC).

1.2 Objective

To acquire the services for the collection of refuse containers located throughout the campus.

The Contractor shall provide the services of refuse collection in a manner that meets or exceeds the requirements set forth in the statement of work.

1.3 Center Facilities

NOAA Facilities Management Division -Seattle (FMD) has the overall responsibility for the management of the campus. The WRC site is approximately 104 acres located on Lake

Washington and consists of roadways, parking areas, open spaces, artwork, walking trails and buildings.

Buildings- The WRC has 9 major buildings on-site that are mixed use from laboratories to major office complexes to warehouses to a conference center (Building 9) to child care (Building 6).

The current square footage of the WRC buildings is approximately 599,000 net square feet. The

Contractor is responsible for providing refuse services as contained herein.

1.4 Scope of Work

The Contractor shall provide refuse collection containers and refuse collection services at the locations listed in Section 2. The Contractor shall ensure that the gates of any fenced enclosure are closed after each collection.

1.5 Base Closure

Work scheduled but not accomplished because of base closure due to inclement weather, increase in alert level status, or federal holiday shall be accomplished within 24 hours after reopening of the campus. Federal holidays are as follows:

New Year Juneteenth Veterans Day

Martin Luther King 4th of July Thanksgiving Day

President’s Day Labor Day Christmas Day

Memorial Day Columbus Day

1.6 Inclement Weather Schedule

The Contractor shall collect refuse material during periods of inclement weather. In cases of severe weather, the Contracting Officer’s Representative (COR) may authorize exceptions.

When exceptions are granted, the contractor shall make up all missed collections within 24 hours after the severe weather has terminated, unless the COR authorizes additional time.

1.7 Compliance with Laws and Regulations

The Contractor shall comply with applicable municipal codes for solid waste collection and disposal. Additionally, the Contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations, and requirements regarding environmental protection to include Pollution Prevention Program and Solid and Hazardous Waste Compliance.

1.8 Traffic Laws

The Contractor and its employees shall comply with campus traffic regulations.

1.9 Protection and Damage

The Contractor shall without additional expense to the Government, be responsible for all damages to persons or property that occurs as a result of fault or negligence in the performance of the specified tasks under this contact.

1.10 Safety

The Contractor shall be responsible to ensure its work does not affect the safety of the public or employees of the Government.

1.11 Hours of Operation

The main gate is open from 5:00 a.m. until 7:00 p.m., Monday through Friday, and closed on the weekends including federal holidays.

1.12 Security Requirement

The suitability risk for this contract is very low risk, based on access by driver to the site to pick up refuse containers only, without any access to the buildings. Pickup takes approximately 30 –

45 minutes. The Company name shall be displayed in a manner and size that is clearly visible.

1.13 Disaster Preparedness/Alternate Plan

The Government must plan in advance how it will meet mission requirements in the event of a national emergency or natural disaster and must react without undue delay. Sudden or unusual events could have a great impact upon Contractor performance of these specifications. In the event unusual circumstances (as previously mentioned) occur, the Contractor shall continue to perform under the terms of the contract as directed by the COR. If necessary, the Contractor may be required to expand Refuse Service contract performance.

The Contractor shall perform any required additional services resulting from a natural disaster or national emergency as directed by the COR.

1.14 Government Remedies

The contracting officer shall follow FAR 52.212.4, Contract Terms and Conditions-Commercial

Items (September 2005), for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

SECTION 2 – REFUSE COLLECTION

2.1 Collection Stations

a. The collection locations, suggested container size, and frequency for pickup of refuse are as follows. Alternative container size and quantity will be considered only if the collection vehicles/trucks for the containers can meet the sky bridge height restrictions.

● Building 2: 3-2yd-1x/week

● Building 3: 4-2yd-1x/week

● Building 4: 5-2yd-1x/week

● Building 6: 1-2yd-1x/week

● Building 8: 3-2yd-1x/week

● Building 33: 1-30 yd., lidded

b. Collection trucks and vehicles must be able to meet sky bridge height clearances. There are a total of 4 sky bridges and the lowest clearance height is 13’ 4”.

c. Condition of Containers: All containers shall be new or in a good state of repair.

Containers shall have securable lids and/or doors. Containers not in good state of repair shall be replaced or repaired within 24 hours of notification from the COR or Facility

Manager.

d. Placement of Containers (a map of locations can be provided after award):

1) Containers located at Building 2 shall be placed in the service drive area to the cafeteria within the fenced area.

2) The containers located at Building 3 and Building 4 shall be placed within the fenced area on the south side of these buildings. One (1) 2 cu. yd. container located at Building 4 shall be placed adjacent to the CZES machine shop on the southeast side of the building.

3) The container located at Building 6 shall be placed in the enclosure adjacent to the west side of the building.

4) The containers located at Building 8 shall be placed in the asphalt area adjacent to the northwest side of the building in an area designated by the COR.

5) The container located at Building 33 shall be placed on the tarmac adjacent to the east side of the building in an area designated by the COR.

e. The Contractor shall position bulk containers for customer ease in depositing refuse.

This may require repositioning of containers from time to time. The Contractor shall also position containers to minimize interference with adjacent parking areas, sidewalks, roadways, trees, and other potential obstructions.

f. The Government reserves the right to change the cubic yard capacity at any collection station or change the number of collections stations as long as it does not increase the overall total cubic yard capacity requirement of this statement of work.

2.2 Disposal

The Contractor shall transport and dispose of all solid waste at a licensed off-base site selected by the Contractor. Disposal shall be in accordance with existing local, state, and federal regulations. The Contractor shall be responsible for all permits or fees associated with the use of off-base disposal locations. With the exception of the container located at Building 33, all containers shall be emptied weekly between the hours of 5:00 a.m. – 6:00 p.m. The container at

Building 33 shall be emptied on an as-needed basis: average of three (3) moves per month.

Container charges are estimated at five (5) tons per month. The container shall be picked up within 24 hours of call in by NOAA Warehouse Specialist.

Care shall be taken when emptying containers so as not to damage or litter buildings and grounds.

2.3 30 Cubic Yard Container

NOAA will notify the contractor when the container needs emptying. The Contractor shall collect and return the container within 24 hours after notification. Each time the 30 cu. yd.

container at Building 33 is picked up and emptied, the tonnage and ticket number shall be reflected on the monthly bill.

2.4 Option: Recycling Services

The contractor shall strictly comply with all federal, state, and local laws and regulations dealing with the transportation and disposal of recyclable waste, including, but not limited to, paper, cardboard, plastics, aluminum, and shredded paper (bagged). WRC currently uses the following quantity and size of containers for estimating purposes. Contractor shall provide similar capacity:

● Building 2: 8yd-1x/week

● Building 3: 8yd-1x/week

● Building 4: 6yd-1x/week

● Building 8: 4yd-1x/week

● Building 32 5yd-1x/week

● Building 33 5yd-1x/week

3.0 Service Delivery Summary

The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
