About this file
This document is an evaluation factors annex (ANNEX B) for a federal solicitation establishing the technical and performance criteria for assessing contractor proposals submitted in response to a Request for Quote (RFQ) for telephone exchange access services at Naval Air Station Kingsville, Texas.
The evaluation will assess offeror proposals across ten primary factors: (1) Technical Approach—demonstrating detailed plans for PSTN interface establishment and delivery of three subscriber access lines to the Navy's Demarcation Point at the FSSC ROTHR Premont site; (2) Infrastructure & Equipment—confirming all proposed equipment and transmission paths (fiber or copper) meet Navy standards and support simultaneous voice, data, and image transmission without degradation; (3) Reliability & Emergency Services—demonstrating high network availability with guaranteed E911/311 accessibility subject to 100% inspection; (4) Quality of Service—evaluating the offeror's history of meeting service-level agreements, responsiveness to outages, and billing accuracy; (5) Completeness—requiring clear identification of all non-recurring costs (installation, construction) and monthly recurring charges; (6) Management Capability and Key Personnel—assessing organizational structure, risk management plans, and personnel qualifications to support 24/7 operations with defined escalation procedures; (7) Compliance with Solicitation Requirements—ensuring adherence to technical, performance, and security standards including Tier 3 background investigations for personnel; (8) Corporate/Relevant Experience—evaluating breadth and depth of company experience performing similar-sized and scoped efforts; and (9) Fiber/Copper Validation—requiring all transmission media upgrades be performed by Level II Installers with BICSI certifications. The evaluation criteria are tied to specific Performance Work Statement (PWS) pages and focus on meeting bona fide service requirements rather than optional preferences.
