SOURCES SOUGHT NOTICE
Title: Naval Air Station Key West, Florida, Voice Over Internet Protocol (VoIP) Solutions/Costs/Timeline
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or Request for Quote/Proposal/Bid and no contract or purchase order will be awarded as a result of this notice. There is no solicitation, specifications, or drawings available at this time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
NCTAMS LANT is seeking eligible telecommunication vendors to provide a solution to transition the current Time Division Multiplexing (TDM) telephony service to a Voice over Internet Protocol (VoIP) delivery system at Naval Air Station (NAS) Key West, Florida. Expectation is the vendor(s) will develop a plan with the high recommendation of utilizing the existing Outside Plant (OSP)/Inside Plant (ISP) infrastructure to provide VoIP commercial telephony service to approximately 2,200 current users located in approximately 149 separate buildings on the base. The OSP infrastructure is owned/maintained by AT&T, consequently there is no Government Furnished Equipment (GFE) OSP available. The Navy relies on this infrastructure and switching equipment to provide telephony service to all supported commands so each can meet assigned mission requirements. Vendors responding to this solicitation should be prepared to offer a solution for transitioning from the current TDM Central Office services (via a mixture of CENTREX, Integrated Services Digital Network [ISDN], and T-1 connections) to vendor’s VoIP/IP Central Office services. It is highly recommended to utilize the GFE Category (CAT) 3 cabling inside the 149 buildings on NAS Key West; deliverables would include description of the solution(s) along with estimated one-time and recurring costs for the service from a VoIP Central Office as well as a timeline to complete based on an estimated notional date in Fiscal Year (FY) 25 Quarter 2 that the vendor would be awarded a contract to execute. The resulting contract would be for a 5 year ordering period, base plus four option years. The solicitation and resultant contract would also contain FAR 52.217-8, Option to Extend Services, thereby allowing a six (6) month extension if circumstances necessitate this option. Objective and summary of scope can be found in the attached preliminary Performance Work Statement.
All Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified Section 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The North American Industry Classification System (NAICS) code for this acquisition is 238210 with a size standard of $19.0 Million. This is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of award. The Government is not obligated to and will not pay for any information received from potential sources as a result of the sources sought.
It is requested that interested firms submit to NCTAMS LANT contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, at a minimum the following:
(1) Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status;
(2) Partnership, teaming, joint ventures, or mentor-protégé agreements with any large businesses.
Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
