About this file
This is a Sources Sought attachment document for a federal market research initiative regarding programmable building controllers for Naval Submarine Base (NSB) Kings Bay, Georgia. The Navy is seeking information on commercially available direct digital controllers that are compatible with Tridium Niagara and Distech Controls EC Line software platforms. Interested vendors must provide a capabilities statement package not exceeding 5 pages that includes company information (Attachment 1) and technical information (Attachment 2), with submissions limited to 4MB and sent electronically to rebecca.m.jones75.civ@us.navy.mil. Responses are due no later than 2:00 PM Eastern Time on October 23, 2026, with late submissions not considered.
The technical requirements mandate that vendors list commercially available direct digital controllers (maximum 2 pages) with model numbers, product descriptions, controller applications (building level or field equipment), and communications protocols supporting BACnet and/or Modbus TCP/IP, along with manufacturer technical data sheets. Vendors must also demonstrate relevant experience (maximum 3 pages) by identifying one to three installed systems where Tridium Niagara and Distech Controls EC Line have been used to successfully configure controllers for Heating, Ventilating, and Air-Conditioning (HVAC) systems. For each project, vendors should provide customer points of contact with contact information, narrative descriptions of products and services provided, and available project details including title, location, procurement contract number, and contract value. This is a sources sought notice only and does not constitute a Request for Proposal; the government is not obligated to pay for information received and will use responses to determine market availability before deciding on an acquisition method.
