About this file

This is a Project Labor Agreement (PLA) Request for Information (RFI) questionnaire for a federal construction project. The RFI seeks input from government entities, unions, contractors, and qualified small businesses regarding the potential use of a PLA for the repair of waterfront utility services at Naval Submarine Base Kings Bay, Georgia. The construction project, managed by Naval Facilities Engineering System Command (NAVFAC) SE, involves repair and replacement of potable water, fire protection, process water, chilled water, sanitary sewer, oily waste, and industrial wastewater/saltwater piping systems within a Utilidor tunnel, along with associated hangers, supports, valves, insulation jackets, and concrete access covers. The project is estimated at $100,000,000 to $150,000,000 with an anticipated performance period of approximately 630 calendar days and will follow a design-bid-build delivery method under NAICS code 237110.

The questionnaire contains seven substantive questions designed to gather market information on labor availability, contractor interest, and cost implications of implementing a PLA. Respondents are asked to provide detailed explanations regarding specialized construction requirements, availability of union and non-union labor in the area, their own participation interest and concerns, prior PLA experience on similar projects in the region, comparisons between union wage rates and prevailing wage rates under the Construction Wage Rates Requirements statute, and potential cost impacts of a PLA requirement. This RFI does not constitute a formal solicitation, and no solicitation documents, specifications, or drawings are available at this time. The requirement for a PLA stems from Executive Order 14063, which mandates PLAs on federal construction projects with estimated costs at or above $35 million.
