About this file
This is a Justification and Approval (J&A) for Use of Other Than Full and Open Competition from the Department of the Navy's Naval Facilities Engineering Systems Command Southeast.
NAVFAC SE seeks approval to procure Magnetek and Rueland brand name parts for upgrading the electrical control systems, pendant, and bridge drive system on overhead traveling cranes 83-00330 and 83-00331 located at Naval Submarine Base Kings Bay, Georgia. The project replaces existing relay-based systems with new constant current variable frequency type systems, new ergonomic style pendants, and new inverter duty rated bridge motors. The total project cost includes Magnetek pre-engineered control panel enclosures, SBP2-8 electromotive pendants, pendant strain relief brackets and fasteners, a Rueland VFD inverter rated motor with gear reducer, non-name brand parts, and labor. The projected award date is September 2026, with a 10-month period of performance funded by Strategic Weapons Facility Atlantic (SWFLANT) customer funds. The statutory authority cited is Title 10, U.S.C. 3204(a)(1), permitting procurement from a single responsible source. Justification for brand name specification is based on Navy Crane Center's approved Crane Alteration Request (CAR), which mandates these specific parts to ensure proper functioning and compatibility with Heyl-Patterson cranes, reducing technical risks and qualification burdens. A sources sought notice was issued on 26 August 2026 via SAM.gov with a 1 September 2026 response date; four vendors responded, with two concurring that the specified brand name parts were necessary for compatibility. The contracting officer determined the cost fair and reasonable based on market research, finding complete replacement not practicable or cost effective. NAVFAC SE does not intend to compete future contracts for these supplies unless another potential source emerges.

Within the scope of the alteration project to upgrade overhead traveling cranes 83-00330 and 83-00331, it has been determined that there are several critical parts which must be replaced to ensure the proper functioning of the overhead traveling cranes. This includes the control panel, electromotive pendant and associated pendent accessories. Based on the technical requirements of the parts needed to complete these electrical controls and pendant upgrades, NAVFAC P-307 Weight Handling Program Management Instruction and crane analysis reports , the required parts cannot be deviated from the approved crane alteration request (CAR), . An approved CAR from Navy Crane Center dictates that the parts that are currently listed on the CAR are the only ones that can be procured for this upgrade.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A sources sought notice was issued on 26 August 2026 via SAM.gov with a response date of 1 September
2026. Four vendors responded via email to the notice, but only two responses had information answering the questions asked regarding the parts. The two answers provided concur with utilizing the specified brand name parts as they have known compatibility with the Heyl-Patterson cranes, reducing technical risks that may be introduced by using alternative parts and reducing the qualification and testing burden associated with deviating from the current approval.
7. Determination of Fair and Reasonable Cost
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable based on market research It has been determined that the cost associated with a complete replacement is not practicable or cost effective to the government based on the market research, manufacturer recommendations and sources sought.
8. Actions to Remove Barriers to Future Competition
For the reasons set forth in Paragraph 5, NAVFAC SE does not intend to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVFAC SE will assess whether competition for future requirements is feasible.
