This includes, but is not limited to, General Construction, Building Repair & Maintenance, HVAC and System Repairs, Utilities and Specialty Trades.
Delivery or performance shall be specified in individual task orders issued hereunder. Individual order performance time will be negotiated in accordance with Task Order Procedures in the Specifications.

Pre-Proposal Inquiries shall be sent to the Contracting Officer no later than 14 days after the solicitation effective date to allow sufficient time for the Government team to respond prior to the proposal due date.
A.3. SERVICES AND PRICES
The Contractor shall perform any or all functions specified in Specification, in accordance with the scope of work contained in individual task orders under this contract. Services shall be at the unit prices specified in the electronic MEANS Cost Works latest edition multiplied times the applicable coefficients. Use the following criteria when choosing the Means Cost Works pricing software:

A.4. OFFERS
a. Offeror must submit ten coefficients (Coefficients for NAS Fort Worth JRB, Non-prepriced items, NRCs Waco, Austin, Amarillo, & El Paso, TX, Tinker AFB, OK, and Wichita, KS) as well as recent financial statements, in order to be considered acceptable. The first coefficient is to be applied to that work anticipated to be accomplished during regular working hours (see A.5). Work required at other than during these hours will be considered overtime hours. The second coefficient will be applied to that work anticipated to be accomplished during other than regular working hours. It is anticipated that five percent of this work will be accomplished during other than regular working hours.
Summary: Regular Working Hours 95% Overtime 5% Totaling 100%
b. Bonds: The contractor shall furnish all bonds or alternative payment protection no later than ten (10) calendar days after receipt of the notice of award of the task order. A bond is required for any task order exceeding $35,000. The furnishing of bonds is a part of contract performance and failure to provide bonds within the times specified shall be grounds for default.
c. The work effort shall be performed at NAS Fort Worth JRB and NRCs at Waco, Austin, Amarillo, El Paso, TX, Tinker AFB, OK and Wichita, KS.
d. The coefficient shall be "net" (e.g., 1.0) or a percentage "decrease from" (e.g., .95) or "increase to" (e.g., 1.05) the unit prices specified in the MEANS Cost Works latest edition using the "Bare Total cost column." The appropriate city cost index (Fort Worth, TX or applicable location) factor is automatically calculated by the software on each line item used.

These sections contain overhead and quality control costs shall be included in the coefficient.
(38) All contingencies in connection therewith, since no allowance will be made later for any other than pre-priced or non-pre-priced item unit prices (see A.6). For computing non-pre- priced items, the coefficient will be multiplied by the negotiated direct unit cost. This direct unit cost will be determined by adding together the negotiated direct material, equipment, and labor costs. Labor cost will be determined by multiplying the appropriate Davis-Bacon wage plus fringe benefits by the negotiated man-hours necessary to perform the work.
f. Any change in the applicable minimum hourly rates of wage during the entire term of the contract including any option years shall not affect the unit price to be paid by the Government for work performed under the contract. See the Davis-Bacon and Service Contract Act Wages applicable. (A current Davis- Bacon Wage and Service Contract Act Determination will be incorporated into the contract upon exercise of each option year.)
g. The Offeror's coefficient must be all inclusive and shall apply for the prime contractor and all subcontractors.
