S late, Interview and Selection Procedures

The Firm shall demonstrate its capability to perform Professional AE Services as required under this contract using the Standard Form 330 (SF330). The Firm is required to complete ALL sections of Part I and Part II of the SF330. The Government will evaluate the completed SF330. This section describes the tasks required for completion of a fair, comprehensive, and impartial slate-selection process.

1. Evaluations. The evaluation for this project will be conducted using a Slate/Selection (one board) procedure and will be held in Jacksonville, FL. The Slate-Selection Board Chairman (SSBC) will make arrangements for the evaluation upon completion of the screening of the SF330 by the

Contracting Division. Each SF330 submitted will be evaluated individually and independently.

2. Discussions/ Interviews: After Procuring Contracting Officer (PCO) review of the consensus results, a maximum of three (3) of the most highly qualified Firms will be short listed and invited to participate in face-to-face discussions/interviews. Interviews are conducted for the purpose of obtaining any additional information that will help the board in ranking the Firms in order of preference and distinguish between the most highly qualified Firms. Interviews provide the board an opportunity to gain a better understanding of the Firm’s qualifications, to clarify questions regarding the SF330 and to assess their understanding of the work. The Firms are given an opportunity to provide their presentation followed by a question and answer period led by the SSBC.

The questions may be provided to the Firms for preparation; however, additional questions may arise based on the information presented during the interview. Any information received during the interview process may be used for the ranking of the Firms based on the published selection criteria.

During the interviews, the Firms are invited to present their approach and discuss the concepts and relative utility of alternative methods of furnishing the required services.

3. Selection: Following the interviews, the Evaluation Board shall reach a consensus on the order of preference of the short listed Firms and provide the Selection Board Report recommending to the selection authority, in order of preference, one (1) Firm that is considered to be the most highly qualified. The Selection Board Report will include clear justification for the basis of selecting the most highly qualified Firm and will be based solely on the evaluation criteria identified in the publicized synopsis. When only one board is used, the Slate/Selection report will include documentation supporting the decision to include and exclude Firms from the slate. The final selection decision shall be made by the agency head or a designated selection authority.

After Selection: After the Slate / Selection Report has been approved, the PCO may release information identifying only the AE Firm selected as the most highly qualified with which rate negotiations will be conducted. If a fair and reasonable rate structure cannot be negotiated with the selected Firm, the next most highly qualified Firm may be contacted and requested to provide a rate proposal. At that time the name of the new Firm may be released.

SELECTION CRITERIA: Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.

NOTE: If the Firm is a Joint Venture (JV), projects performed by the JV shall be submitted, however, if there are no projects performed by the JV, at least 3 projects must be submitted for each JV partner. Firms failing to provide a sufficient number of projects from all JV partners will not meet requirements of the criterion.

Projects shall be submitted on the SF 330 at Part I, Section F, and shall be completed projects as defined above.

Projects not completed as defined will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an

IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract.

Examples of project work submitted that do not conform to this requirement will not be evaluated.

All information for Criterion 2 should be submitted in the SF330, Part I, Section F. The Government

WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion

2.

Criterion 3—Past Performance (SF 330, Part I, Section H):

Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or CPARS for Criterion 2 projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified.

SUBMIT A COMPLETED CPARS EVALUATION FOR EACH PROJECT UNDER CRITERION 2. IF A

COMPLETED CPARS/ACASS EVALUATION IS NOT AVAILABLE, the Past Performance

Questionnaire (PPQ) (Attachment (2)) included in this notice is provided for the Firm or its team members to submit to the client for each project included under Criterion 2, Specialized Experience. DO NOT SUBMIT

A PPQ WHEN A COMPLETED CPARS/ACASS IS AVAILABLE.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF330. If the Firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, Firms shall complete and submit with their responses the first page of the PPQ (Attachment 2), which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Naval Facilities Engineering Systems Command Southeast, Code N69450, Attn: Reuben Amarh at reuben.a.amarh.civ@us.navy.mil and Nicole Jackson at nicole.m.jackson49.civ@us.navy.mil prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other AE services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 2, Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed three (3) single-sided pages in total.

Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.

Criterion 4— Capacity (SF330, Part I, Section H):

Firms will be evaluated on their capacity and availability to perform the anticipated tasks, products and services required under this contract in the required time.

1. Describe the Firm’s present and projected volume of workload, including a listing of all active DoD contracts, their remaining contract capacity and contract expiration date.

2. Describe the availability of the proposed Key Personnel (including subcontractors) for the specified contract performance period. General statements of availability/capacity may be considered less favorably.

3. Provide the actual number of Management, Primary Discipline and Specialist professionals, with experience in the design of facilities projects of similar size, scope, and complexity to those located on

Navy and Marine bases, and available to support the requirements of this contract. Include a chart with breakdown by discipline and office location to demonstrate available capacity.

4. Demonstrate the Firm’s approach and capability to manage multiple teams, performing a high volume of design task orders within compressed timelines and similar completion milestones, while assuring quality and timely delivery of design products/services. Additionally, demonstrate how your Firm

(including subcontractors) will assure sufficient capacity and resourcing during periods of unexpected surges in project demands and saturation in workload.

5. Describe the Firm’s approach and capability to provide qualified backup staffing and sustain the loss of

Key Personnel (including subcontractors) in a constrained employment market, while ensuring the continuity, quality, budget-driven and timely delivery of design products/services.

Criterion 5—Quality Control Program (SF 330, Part I, Section H):

Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure quality products and services under this contract, and means of ensuring quality services from their consultants/subcontractors.

Provide an Executive Summary of the Quality Control Program utilized by your Firm and the proposed design team. Describe the Quality Control Program that will be utilized for all deliverables of this contract and the management approach for quality control processes and procedures. The description shall:

1. Explain the Quality Control Program including an example of how the plan has worked for one (1) of the projects submitted as part of SF330, Section F or how the plan will work if it has not been used previously.

2. Provide a Quality Control Process Chart showing the inter-relationship of the management and team components.

3. Describe specific quality control processes and procedures (i.e. interdisciplinary coordination, sustainability and constructability reviews, etc.) utilized to ensure technical accuracy is achieved for work products including AE plans, specifications, and construction cost estimates.

4. Identify the quality control manager and any other key personnel responsible for the quality control program and a description of their roles and responsibilities.

5. Demonstrate how “quality assurance” and “quality control” on work products prepared by multiple offices (branch and/or sub-consulting) is achieved.

Criterion 6—Program Management and Location (SF 330, Part I, Section H):

Firms will be evaluated on the firm’s ability to plan for and manage work under the contract, the capacity to accomplish the work in the required time, and on the locations of their office(s) that will be performing the work under this contract and demonstrated knowledge of the primary geographic areas in which projects could be located.

Program Management:

1. Using the Organizational Chart for the team provided in Criterion 1, discuss the management plan for this contract and personnel roles in the organization. Describe the ability of the Firm to manage, coordinate and work effectively with team members, both internal staff and subcontractors. Discuss the history of working relationships with team members, including Joint Venture partners where applicable.

Location:

Evaluation of Firms will include consideration of their location within the NAVFAC SE AOO.

In support of (A), all firms shall provide historical data on utilization of SB, SDB, WOSB, HUBZone, VOSB, SDVOSB and HBCU/MI. Large businesses shall submit three “final” or “most recent” Individual Subcontracting Reports (ISRs) for similar contracts of relative size which show compliance with utilizing the various types of small business firms noted above.

If ISRs are not FINAL or MOST RECENT, they will not be considered. If subcontracting goals were not met, provide an explanation. If ISRs were not applicable to the similar contracts noted, large businesses shall submit other documentation which shows their utilization of the various types of small business firms for the contracts. Small Businesses shall also submit documentation which shows their utilization of the various types of small business firms for similar contracts of relative size. In support of (B), large businesses shall submit a draft Small Business Subcontracting Plan, in which they will be evaluated on the extent to which they identify and commit to the published Small Business Subcontracting Program.
