About this file
This is Amendment 0003 to solicitation N6945024R0166, which extends the proposal due date to January 7, 2025 at 8:00 AM local time and provides answers to pre-proposal inquiries. The amendment was issued by NAVFAC Engineering Systems Command SE for tree clearing work at NAS Pensacola's airfield transition areas.
The Q&A addresses key requirements including: stumps must be left 6" above grade in wetlands; timber payback fee is fixed at $48,322.68; contractors must obtain wetland permits from FDEP and USACE; a "Triple Hat" individual (Safety Manager/Project Manager/QC) must be on-site during all operations; no tree felling/mulching allowed during tricolor bat migration (March 20-June 20); archaeological sites near Runway 01/19 must be avoided; and contractors are responsible for utility location. The amendment clarifies that NEPA will be completed by base Environmental, gopher tortoise burrows must be surveyed/flagged, and archaeological surveys have been completed. Contractors must submit boundary/topo surveys and wetland delineation for FDEP/USACE approval before beginning tree cutting operations.

PRE-PROPOSAL INQUIRY
N6945024R0166 – AIRFIELD TREE CLEARING – TRANSITION AREAS
Questions with Answers
1. How high is the stump height to be left in the wetlands?
6" above grade or the waterline. See provided Biological Assessment
2. Can a crane and/or logging mats be used in the wetlands to reduce ground impact?
Would have to be in plan submitted to FDEP and USACE for required permits and approved by FDEP and USACE.
3. Will access to double gates be an option as needed?
Yes-The Government will provide a contact to Base security. Due to the Airfield Security Restrictions, setting up for the gates to be unlocked that will be needed for Equipment access and hauling, will be the responsibility of the contractor. There will be some requirements that the Base Security will have for gaining access through the gates.
4. What is the protocol if eagle nests are found?
Notify Natural Resources as soon as possible. Contractor would have to work with USDA Wildlife Biologist to have the eagles harassed out of the area under the existing base Bald Eagle harassment permit. If the eagles are actually nesting, we may have to abandon the area until the young have fledged.
5. What is the protocol if indigo snakes are found within the working area?
Notify Natural Resources as soon as possible. Follow the Standard Protection Measures for the Eastern Indigo Snake provided by the U.S.Fish and Wildlife Service.
6. Can surveys be conducted during the tricolor bat migration (March 20 – June 20)?
Yes, only tree felling/mulching is not allowed during this time period.
7. Is there a protocol for silt fences?
a. Can a break be left in the fence for vehicles/equipment?
b. Do silt fences need to be placed surrounding the entire section where work is being conducted?
c. If not, can silt fences be placed on three sides only in sloped areas?
Yes, follow the Florida Stormwater Erosion and Sedimentation Control Inspectors Manual in developing the site specific Stormwater Pollution Prevention Plan.
8 Is there a protocol for stumps?
a. Can they be mulched on the subsurface?
b. If not, are they required to be removed?
Stumps within the upland areas only may be mulched in place below grade for trees that are intended to be completely removed.
9. What is the process/protocol specific to stumps in the wetland areas?
Stumps within the wetland areas are to remain in place, and the trees felled by chainsaw left in place. For wetland areas where mechanical "reach-in" or "drag-out" is possible, they may be removed and processed in an alternate location on-site within the area of operation.
10. What is the expectation for the final grade (after all trees are removed w/ 6” of mulch)? Laser-leveled or rough grade?
The expectation is that the ground will be free of stumps and able to be mowed with a bushhog.
11. In addition to the “timber payback” stated in paragraph 6.6 of the Statement of Work, will the contractor be charged with any mitigation fees for the “select removal” of 25-foot and greater trees in the wetlands or the “cut and clear” removal of all trees in the uplands?
No, the timber payback amount is fixed and should not change unless additional acreage is cleared via contract modification.
12. Current wetlands program is to leave all trees cut over 25ft on the ground and not sell the timber is this correct?
On site visit meeting, it was requested to be able to mow in the wet land areas in the future, can you clarify and will this need to be applied for a change with the state and the Army Corp’s before starting the project?
Contractor will need to obtain appropriate wetland permits from FDEP and USACE. This would need to be put in the plan to FDEP and USACE. No current wetland permits for the planned clearing areas are in place. Biological Assessment was completed with USFWS.
13. Is it required to have your approved Safety Manager/ Project Manager/ QC people on site while all surveying is being done?
Yes, a "Triple Hat" individual will be required to be present each and every day of operation on-base who must be a direct representative of the Prime Contractor. The proposed individual's credentials and experience are required to be submitted and approved by the Navy according to the Navy's standards regarding Quality Control Management (QCM)/Site Safety & Health Officer (SSHO)/Superintendent qualifications upon contract award and prior to the commencement of any on-site work. An alternate ("back-up") individual must also be submitted in the event that the primary individual is unable to be present on site. A letter of designation on company letterhead is also required that grants the authority for each individual to act on the behalf of the company in that capacity.
14. Can you cut trees while border surveying and wetland surveying are being done or does it have to be completed first?
The boundary/topo survey, wetland delineation survey, and resulting drawing packet must be submitted to, and concurred by, FDEP and USACE prior to the commencement of any tree-cutting operations on-site. This is required for base ENV to complete NEPA and that is required prior to any timber clearing.
15. Timber must be paid in cashier’s check before cutting trees?
Yes, payable to the U.S. Treasury. Payment shall be made within 30 days of the Notice to Proceed. Brief explanation and contract number should be included with the check.
16. When moving equipment, was stated contractor is responsible for any damage of roads or airfield surface damages and not allowed to have tracks on these surfaces. Can low boys be used on all moves?
Any potential damage to roadways, runways, or airfield surface must be mitigated, prevented, or repaired. Yes, "low boys" may be used to deliver and retrieve equipment to/from the airfield via coordination with NAVFAC and AirOps.
17. Will haul routes, debris piles, and vehicle parking and equipment storage areas be established by base contracting, and if so, will they be located in such a manner so as to prevent soil compaction or damage to the root structure of protected trees that are growing outside of the thirty (30) tree transition areas?
A Site Access Request (SAR) will be required as part of the submittal process, and will need to include a site plan with all proposed areas of laydown, operation, storage, and transport routes. No trucks or heavy equipment are to be driven within the canopy of any live tree that is to remain. All debris piles will need to be within the identified transition areas. Debris piles are not allowed to be placed in the adjacent timber stands.
18. Will the requirements for tree protection and preservation or the penalties and mitigation for tree damage and removal of the Escambia County Land Development Code - or any provisions of the Escambia County Code of Ordinances – be applicable over this project’s upland and wetland transition areas?
Timber payback is required for transition clearing areas. All trees outside of the work sites should be protected.
Damage to trees outside of the work site may be subject to mitigation. Mitigation will be determined by the Area Forester.
19. Is the statement in the RFP under Section 2.3 "General Work Required:" requiring a CATEX or EA as part of the process, or just compliance with the NEPA components i.e. wetlands, threatened and endangered species, etc.?
NEPA will be completed under CATEX by base ENV.
20. During the pre-bid meeting a Section 7 Consultation document was referenced. Has it been provided?
The referenced document is being provided with this solicitation amendment.
21. Will consideration be given for an extension of time for clearing work in wetlands that require permitting?
Presently, Federal 404 wetland permitting delays are averaging 6 to 9 months. Additionally, the Corp of Engineers are not presently performing jurisdictional determinations. Will additional time be provided to allow adequate time beyond the stated Total Period of Performance?
All offerors should submit a basic schedule with their proposals. The Period of Performance is an estimate, but can be modified if deemed appropriate and necessary.
22. Does the proposal need to include mitigation for wetland impacts?
Mitigation would be determined by FDEP and USACE.
23. For the ERP: Is the client requesting another FD? Would an informal determination form suffice?
Wetland permits are required from FDEP and USACE this would include everything required in the application / plan that is submitted to obtain these permits.
24. Is the client requesting an Approved Jurisdictional Determination or would a Preliminary Jurisdictional Determination suffice?
Wetland permits are required from FDEP and USACE this would include everything required in the application / plan that is submitted to obtain these permits.
25. Can any required Bald Eagle monitoring work be done under the existing state permit?
Monitoring would be completed under the base Bald Eagle Depredation Permit, however this should not apply as active Bald Eagle nest is located outside of the transition clearing areas.
26. If Bald Eagle monitoring is required, will additional time be provided to allow adequate time beyond the stated Total Period of Performance?
Bald Eagle monitoring should not be required as current active nest is located outside of all transition clearing areas.
27. Will any Gopher Tortoises need to be relocated and/or excluded from the work area?
It is not expected that any Gopher tortoises will need to be relocated. Contractor is responsible for surveying / flagging gopher tortoise burrows. All gopher tortoise burrows, active or inactive, will be identified with flagging and scoped to confirm the burrow is not occupied prior to any site manipulation within 25 feet of each burrow. If potentially occupied burrows, active or inactive are not scoped prior to site manipulation, felling only with no grinding or mulching shall be used within 25 feet of the burrow to avoid any harm to the burrows or species occupying burrows.
28. Have surveys been done in the work area for bats?
No survey has been completed in transition timber clearing areas.
29 In regards to previous CRAS associated with previous DEP clearing permit, have any surveys been done in the work area? Will monitoring be needed during work activities?
All areas in the RFP have been archaeologically surveyed. There are two archaeological sites southwest of RW 01/19 that cannot be cut with the current methods. The contractor can provide an alternative method of tree removal that will not damage or destroy any portion of the archaeological sites; both are plane crashes. A map of the locations has been provided with the NEPA documentation. These locations will be marked with paint and/or flagging so they can be avoided. All other locations in the RFP are cleared for tree removal with regards to cultural resources.
30 Will a Phase 1 NEPA be required?
NEPA will be completed by base ENV.
31. Have existing utilities been located?
The contractor will be responsible for locating any utilities within each area of operation.
32. Regarding the timber buyback fee, is that number the same as initially proposed?
The timber payback fee has not changed. Timber payback is $48,322.68.
33. Do we need to attach our reps & certs if they are similar to what's in Sam.gov?
All representations and certifications called for in the solicitation should be provided with the proposal. Offerors are required to ensure that their SAM.gov registration is current, which includes representations and certifications.
Any reps and certs in the solicitation are in addition to SAM.gov.
34. To confirm, are will bidders required to submit the SF1449 with the proposed price sheet attached and a PDF proposal with relevant past jobs?
Yes, please submit proposals as detailed in the solicitation.
