Justification and Approval for Other Than Full and Open Competition

This document is a Justification and Approval (J&A) for a contract modification to the 2022 NAVFAC Southeast East Area of Operations Multiple Award Construction Contract (MACC). The Department of the Navy, through Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) in Jacksonville, Florida, seeks to increase the contract's maximum Not-To-Exceed (NTE) capacity from $411 million to $504 million—an increase of $93 million. This action does not extend the period of performance beyond November 7, 2026.

The current East AOR MACC comprises eight Design-Build and Design-Bid-Build Indefinite Delivery/Indefinite Quantity contracts awarded on November 8, 2021, to: Ashford Leebcor Enterprises IV, LLC; CCI Solutions, LLC; Dawson Enterprises, LLC; P&S Construction, Inc.; Southeastern Industrial Barlovento JV2; VHB, LLC; Walga Ross Group 3; and Web, LLC. Each contract has a $1,000 minimum guarantee and five-year performance period with task orders ranging from $4 million to $20 million. The procurement covers Design-Build and 100% design-bid-build construction projects including aviation facilities, marine facilities, barracks, housing, administrative facilities, warehouses, training facilities, and security installations across Florida, Georgia, and South Carolina.

The justification cites unusual and compelling urgency under 10 U.S.C. 3204(a)(2), citing mission-critical projects that must be awarded by Quarter Four of Fiscal Year 2026 to support Naval Submarine Base Kings Bay, GA; Naval Air Station Jacksonville, FL; Cape Canaveral Space Force Station, FL; Naval Station Mayport, FL; Marine Corps Logistics Base Albany, GA; and Marine Corps Support Facility Blount Island, FL. Seven specific projects are identified requiring additional capacity: TRF Interface Wharf, Firefighting Trainer Modernization, B514 Secure Space Renovation, TRF MV Transformers, B3412 Renovation, P046U Shoreline Stabilization Area 4, and Submarine Camel Repairs. A new $1.5 billion Medium AO MACC is anticipated to be awarded in November 2026 for future requirements on a standalone basis.
