Section of RFP Question Answer
Scope of Work
CLIN 0001
Do you have a specific coating you would like to see installed? Mesh can be incorporated into most coating systems.
The SOW states “The contractor shall prepare existing roof surface and apply a Mesh Reinforced Elastomeric Roof Coating (MERC) to the roof”. We are not specifying any particular name-brand product.
CLIN 0001
What is the substrate this is going to? The tower is a concrete roof with a bituminous roof system installed.
CLIN 0001
Is there a warranty you are looking for? We require a 2yr labor warranty for roofs. The manufacturer warranties that come with the roof system must be provided as a part of closeout.
CLIN 0001
Does the roofing work have to take place during the weekend? Can roofing work take place while the facility is in use?
Yes the Tower roof can be worked on during weekdays while occupied. However coordination with Ground Electronics will be the deciding factor due to multiple RF antennas concerning proximity and hazards.
CLIN 0001
If roofing work can take place while the facility is in use, is access available to the roof via the inside of the tower, that can be used while the facility is in use?
Tower roof is accessible from the tower cab only.
Yes the tower roof is accessible while in use but space is limited due to the angle of the stair case.
CLIN 0002
Do you have more plans for the CAB glass area showing the sizes of the frames that the glazing will be installed into?
The walls should have a smooth finish.
CLIN 0002
Per the SOW section 2, which requires UFGS 08 88 58, 1-5/16” insulated, laminated, glazing units must be used.
The existing framing will not accept this makeup, which is 1-5/16” thick. To accommodate this requirement, the framing will need to be replaced as well as an additional lite, for a total of four lites.
Per SOW section 2, 2.3.1, states “applied to new windowpanes.” Please clarify the intent. Is this to be an “applied” film?
The contractor shall supply and install new window units and install window film protection in accordance with the manufactures recommendations and procedures.
Materials Windows shall be double glazed units. Glass shall conform to ASTMC1036-85. Window units shall consist of two panes of float glass separated by a 13 mm (1/2 in) air space. The outer pane shall be Type I, Class II, Quality q3 tempered glass, slightly tinted blue/green. The inner pane shall be Type I, Class I, Quality q3, clear.
Glass Thickness Each of the two panes shall be 6 mm (1/4 in) thick. The total window thickness shall not exceed 1 inch, with 13 mm (1/2 in) air space.
Air Space The inner and outer panes shall be separated by a 13 mm (1/2 in) hermetically sealed space. The entrapped air shall be dehydrated by a drying agent. Dehydration shall be guaranteed for a period of ten years. Window units shall be fabricated for use at the installation’s elevation above mean sea level (AMSL). Units shall be free of any optical distortion at the time of installation.
Glazing film for hurricane protection Install fragment retention film to provide optimum performance against low velocity impacts.
The film shall be “clear and 7mills thick” 10 Year warranty against yellowing, adhesion failure, air-bubbles etc.
CLIN 0001
CLIN #1 reference's design under 2. Scope of Work. This is the only reference to design in the RFP. Can the Gov. clarify if design is required and what the requirements are for a design.
There is no design requirement.
Scope of Work There is no mention of weekend work in
SOW
however it was mentioned in walk thru that would more likely be case due to the view not being disturbed. Please verify working days and the time that the work can be done on the Towers Roofing and Windows.
The Window replacement will have to be done while the tower is not in use. Flight operations typically run from 0800-0000 M-F and 1200-2000 Sunday. The windows will have to be replaced on a Saturday.
The roof coating can happen during flight operations as long as there is limited disturbance to the Air Traffic Controllers.
10 Scope of Work
CLIN 0002
There are only 3 windows that are going to be replaced. The glass that is presently installed is 1" double pane. We will be proposing the installation of insulating laminating units; however, the units will be 1-1/8" thick as we can use a thinner glazing gasket to make the units fit within the existing framing. 1-5/16" units will not work without replacing the framing as well.
The contractor will have to ensure that the windows meet the specifications UFGS-08 88 58 “Air Traffic Control Tower Cab Glass” and UFC 4- 133-01 Air Traffic Control and Air Operations Facilities, With Change 2.
11 RFP/Paragraph 8/Page2
Would it be acceptable to use MS Project for the scheduling software on this project?
Yes
General Will the contractor be allowed to use the facilities during construction (water & power)
Reasonable amounts of water and electricity can be provided by the Government from existing outlets and supplies. The contractor, at his expense, shall make all temporary connections, both water and electricity, and shall maintain, remove, and restore systems upon project completion.
RFP/Paragraph 2.1/Pg 1
For crane operations around the flight tower, will the flight tower be occupied during crane activities or unoccupied?
The windows will be replaced while the tower is unoccupied which would be on a normal Saturday or a holiday
RFP/Paragraph 2.1/Pg 1
Will personnel be able to utilize the roof hatch for access during construction?
Yes as long as there is minimal disturbance to the air traffic controllers
RFP/Paragraph 2.1/Pg 1
The roof currently has (4) interior roof drains. One drain is currently not functioning. Should the contractor include costs to jet and clean these drains or will the customer have them cleaned prior to construction?
The drain lines on the roof have been repaired and contractor should not include cleaning costs in their proposal
RFP/Paragraph 12.14/Pg 4
RFP requires that the closing documents include as-built drawings, specifications, record of equipment and materials to be in CADD and PDF format. Due to the nature of the work being done, these requirements are not typical for closing documents considering there is no engineering or pre-construction drawings that are to be signed/sealed.
Please confirm if these documents will be required for closing submittals.
The close out documents listed will not be required
RFP/Paragraph 12.14/Pg 4
Will eOMSI be utilizid on this project? No.
RFP/Paragraph 12.14/Pg 4
RFP requires that the closing documents include a building commissioning. Please confirm if a building commissioning will be required for pricing efforts.

RFP/Paragraph 12.14/Pg 4
RFP requires that the closing documents include a NAVFAC sustainable & energy data record card. Please confirm if this will be required as a closing document submittal.
Not required.
The solicitation documents indicate that an SSHO, QC and Superintendent are required. Will the government require three individuals fill each of these roles?
Would it be acceptable for a single person to perform all three roles in a triple hat position or a dual hat role covering two of the positions?
One Person qualified for QC, Superintendent and SSHO would be allowed to triple hat.
Are any specific licenses or permits required?
No
Will a digging permit be required? No
Will the Buy American Act be applicable to this project? It is our understanding that there are no glass manufacturer’s in the United States that make the glass for the tower. Please confirm.
There are glass manufacturers in the United States. The Buy American Act will apply.
Assuming that the glass will be manufactured outside of the United States, will the procurement time for this glass be considered in the period of performance?
The procurement time will be considered in period of performance.
Will a Manufacturer’s Warranty be required on the Mesh Reinforced Elastomeric Roof Coating? If so, what is the duration and type of the Manufacturer’s Warranty?
We require a 2yr labor warranty for roofs. The manufacturer warranties that come with the roof system must be provided as a part of closeout.
Other than the One Year warranty, will there be any other warranty required for this project?
The glass will require a 10 year manufacturer’s warranty as shown in the specifications.
Is the existing metal coping cap to be included in the Mesh Reinforced Elastomeric Roof Coating?
Yes
Are the interior roof’s metal wall panels at Kingsville NAS Tower B4792 to be included in the Mesh Reinforced Elastomeric Roof Coating?
