B. GENERAL PROJECT DESCRIPTION

The Government has an electrical network that supplies power for the incoming ships at the Mole Pier in Key West Florida. The system consist of a 13.8kv high voltage loop system that services the four-(4) stepdown unit substations. Each of the four substations contain a step down transformer and its associated 480 volt switchgear for ship power.

In 2016, all of aging 480 volt protective Basler BE1-951 relays were replace with new Basler BE1-11 relays. The programing of these new relays with the protective settings were not implemented and tested.

This project consist of programing all of the Basler relays and performing functional testing of these relays and 480v Cutler Hammer breakers in order to assure proper operation.

Below is a “high-level summary” of the project scope. A more detailed description of the requirements is stated within this document section G.

1. Convert the BE1-951 relay settings to the new Basler BE1-11 format.

2. Revise the Government’s existing 2012 Eaton relay study to include the new settings configured for the BE1-11 relays.

3. Program all of the Basler BE1-11 relays at all for unit substations (Total of 56 relays)

4. Field verify the settings of the existing main Cutler Hammer DSLII trip settings are in accordance with the Government’s 2012 coordination study (The goal is to match all new trip settings and time characteristic curves to the prior BE1-951 relays).

5. Check all 480 volt system overcurrent relay wiring in the control and CT circuits in order to very proper operation of the overcurrent protection scheme.

6. Perform complete functional test on all 480 volt relays and breakers. This shall include all the Cutler Hammer DSL11 main breakers and the Basler BE1-11 relays. Such function testing shall be performed using “injection method” in accordance with manufactures and industry standards.

RFI/PPI’s Questions & Answers:

1. Will the customer be able to provide the coordination study file (SKM, e-TAP, etc.) or is the pdf the only version?

Answer-- Only PDF is what the govt has.

2. With regard to SOW #6, ‘Injection method’, can we utilize secondary injection testing?

Answer- Secondary is acceptable.

3. Are there any specific training topics requested by the site employees for the required on-site training session?

Answer- No specific training has been identified. We are looking for the 4hrs to provide the Govt electricians some basics on the relay. How they function, how to navigate through them and basic troubleshooting.

4. Are there up to date drawings available to meet the requirement of maintaining a set of as-built drawings on the jobsite?

Answer-The govt has not made any field changes to the system since installation.

5. I estimate a total of 21 breakers included in the project, can this number be verified?

Answer --23 total. (as substation #5 is slightly different then substation 1-3).

6. Does the customer want a completely new study or do they want the relay curve of the BE1-951 to be matched as closely as possible to the relay curve of the BE1-11?

Answer--Matched to existing. No relay coordination study needed.

7. Spec states there are 4 subs and the attached single line and pictures are showing 16 relays per sub which is 64 total but they only listed 56. How many BE1-11 relay needs to be tested and programmed?

Answer Substation #4 does not have 16 it only has 8. Therefore a total of 56

8. Per single line and pictures of the sub there are 2 mains and 4 feeder breakers per sub which is 24 total but they listed 28 DSLII relays (which are actually breakers I am assuming). How many breakers are there total, 24 or 28? Also, they requested current injection on everything (BE1-11 and DSLII breakers). For the BE1-11 it is clear but for the breakers we need to clarify if they need primary or secondary current injection. We can do either one but the time needed is different.

Answer- substation #4 is different than #1-3. Sorry for the confusion on this. Substation #4 has 5 . Actually the total is 23. Secondary injection is good. We will entertain an alternate proposal for primary

9. They only listed 28 BE1-951 relay settings to be converted to the format of the BE1-11 relays but the total number of the BE1-11 relays are either 56 or 64 (see question 1). How many BE1-951 settings need to be converted to the format of BE1-11 relay?

Answer- Only 56. None have been converted over to the new format.

10. The spec is asking to verify all control wiring including the CT wirings. Do we need to test the CT`s? There are 56 (or 64) x 3 CT`s total and if we do it right we should test them but it is not listed and can add significant time to the job.

Answer- No need to test CT

11. Spec states the working hours are 7-5 from M through Sat. Does it mean we can shut down the substations at any time during the day or is there any restrictions?

Answer- Yes only one substation at a time is allowed. The contractor shall provide a “look ahead” schedule so the govt can plan the outages.
