Technical acceptability will be based on the vendors Technical Approach which includes past performance. For their Technical Approach, the Contractor shall present a narrative demonstrating understanding of the scope of the requirement and overall approach to providing the required services (maximum of 15 single-sided pages). The proposal must be sufficiently detailed and complete to demonstrate an understanding of and an ability to comply with the requirements of the solicitation and shall include: Technical approach to all items detailed in the PWS (e.g., how will tasks be performed, mitigation of potential problem areas, logistic issues, safety plan, environmental protection plan, product data, certification and licensing of applicators, equipment description, employee security information, quality control, aerial application, etc.); Comprehensive project schedule including activities, milestones, etc; and provide relevant past performance information on three prior work projects. The Government intends to utilize the Government Wide Past Performance Information Retrieval System (PPIRS) for past performance evaluations as a basis for anticipating successful/unsuccessful performance on this required effort. No past performance information will receive a neutral rating for technical acceptability consideration.
Submittals:
Technical Approach including past performance - maximum of 15 single-sided pages Price – Completed Attachment 3 – Unit price is required for all CLINs (Attachment 3) to be considered for award.
Award: Award will be made to the responsible contractor (See FAR Part 9) whose proposal represents the Lowest Priced Technically Acceptable offer. The Government intends to evaluate offerors and make award without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Price shall be considered available for award for 120 calendar days from the proposal due date. Proposals with partial or incomplete pricing will not be considered for award.
(b) Options. Any resultant contract will have a 5 year ordering period. There are no options. The Government may determine that an offer is unacceptable if the CLINs or ordering period prices are significantly unbalanced.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
