ADDENDUM REVISED

TYPE OF CONTRACT

Award of this solicitation will result in a Firm Fixed Price (FFP) purchase order.

SERVICE REQUIREMENTS

This requirement is for contracted crane rental services at the Nuclear Propulsion Training Unit (NPTU) Goose Creek, South Carolina. The crane rental services shall include one (1) floating crane, with two (2) operators, and two

(2) tug boats. For the purpose of this SOW, the floating crane requirements as described within this document may be met utilizing either a floating crane or a barge mounted crane. A floating crane, by design, is a crane permanently mounted to a barge or ship. A barge mounted crane is a mobile crane temporarily placed on a barge. The term “floating crane” will be used in this SOW meaning both types of cranes. The contractor shall also include a 30’x

110’ support barge and one (1) tug boat. Lastly, the contractor shall also provide one (1) telescopic boom type mobile crane with two (2) crane operators. All equipment requirements are described in section 3.4 of the Statement of Work.

PRIOR CONTRACT INFORMATION

There is no incumbent. This is a new requirement.

FULLY LOADED PRICING

Pricing shall be fully loaded. No other allocations, fees, overheads, G&A, or profits will be applied. The crane operator unit prices shall include all indirect and direct costs associated with performing work. The crane rental rate shall be a flat rental rate for the crane to remain on site for the duration of the period of performance and shall include all taxes, fuel, service maintenance, certification, transportation and any other applicable fees.

CLIN PRICING BASIS:

The contract pricing is structured into three Contract Line Item Numbers (CLINs) 0001, 0002, and 0003 for the four month period of performance of 5/13/2019 – 10/4/2019 (inclusive of mobilization and demobilization time). Section B CLIN 0001, CLIN 0002, and CLIN 0003 pricing is supported by Section J Exhibit Line Item Numbers (ELINs).

Before pricing Section B CLIN 0001, 0002 and 0003, complete the Section J ELIN Attachment Excel spreadsheet.

Submit the completed ELIN spreadsheet with your quote in electronic format.

The spreadsheet contains 3 tabs of ELINs, each corresponding to a Section B CLIN. They are identified as:

“Telescopic Mobile Crane Services” (which is CLIN 0001), “Floating Crane Services” (which is CLIN 0002), and “Tug Boat Services” (which is CLIN 0003). ELINS with prefix “A” support the Telescopic Mobile Crane Rental Services. ELINs with prefix “B” support Floating Crane Rental Services, and ELINs with prefix “C” support Tug Boat Rental Services. Therefore the total of ELINs A001 through A003 will be the amount you should enter in Section B CLIN 0001. The total of B001 through B005 will be the amount you should enter in Section B CLIN 0002. The total of C001 through C003 will be the amount you should enter in Section B CLIN 0003. The total of all Section J ELINs should equal the total of all Section B CLINs 0001 through 0003.

The Section J ELIN Estimated Quantities assume the maximum number of workdays are required to complete scheduled work (all weekdays, weekend days and holidays during the period of performance). It is anticipated that project work will require two crane operators per crane (floating and mobile) for 12-hour shifts 6 days per week from 22 May 2019 to 30 September 2019.

The contract pricing is structured into twelve Contract Line Item Numbers (CLINs). The base period is covered by CLIN 0001, 0002, and 0003. CLIN 0001 (Mobile Crane Rental Svcs – Base Period) is for a three-month period of performance of 1 July 2019 to 30 September 2019 (inclusive of mobilization time). CLIN 0002 (Floating Crane Rental Svcs – Base Period) and 0003 (Tug Boat Rental Services – Base Period) is for a three-and-a-half-month period of performance of 17 June 2019 to 30 September 2019 (inclusive of mobilization time). Each of the three option perids is likewise covered by three CLINs. Option Period 1 (CLINs 0004, 0005, and 0006) is for 18 days from 1 October 2019 to 18 October 2019. Option Period 2 (CLINs 0007, 0008, and 0009) is for 13 days from 19 October 2019 to 31 October 2019. Option Period 3 (CLINs 00010, 00011, and 0012) is for 15 days from 1 November 2019 to 15 November 2019.

Each CLIN is supported by Exhibit Line Item Numbers (ELINs). Before pricing the CLINs, complete the ELIN Attachment Excel spreadsheet. The spreadsheet includes multiple worksheets, which must be completed. Submit the completed spreadsheet with your proposal in hard copy and electronic format. The spreadsheet contains 12 tabs of ELINs, each corresponding to a CLIN. They are identified as follows:

0001 which is the Mobile Crane Rental Svcs – Base Period;

0002 which is the Floating Crane Rental Svcs – Base Period;

0003 which is the Tug Boat Rental Services – Base Period;

0004 which is the Mobile Crane Rental Svcs - Option 1;

0005 which is the Floating Crane Rental Svcs – Option 1;

0006 which is the Tug Boat Rental Services – Option 1;

0007 which is the Mobile Crane Rental Svcs - Option 2;

0008 which is the Floating Crane Rental Svcs – Option 2;

0009 which is the Tug Boat Rental Services – Option 2;

0010 which is the Mobile Crane Rental Svcs - Option 3;

0011 which is the Floating Crane Rental Svcs – Option 3;

0012 which is the Tug Boat Rental Services – Option 3.

ELINS with prefix “A” support the Mobile Crane Rental Svcs – Base Period. ELINs with prefix “B” support Floating Crane Rental Svcs – Base Period. ELINs with prefix “C” support Tug Boat Rental Services – Base Period;

ELINS with prefix “D” support the Mobile Crane Rental Svcs - Option 1, etc. Therefore, the total of ELINs A001 through A003 will be the amount you should enter in CLIN 0001. The total of B001 through B005 will be the amount you should enter in CLIN 0002. The total of C001 through C003 will be the amount you should enter in CLIN 0003. The total of D001 through D003 will be the amount you should enter in CLIN 0004, etc. The total of all ELINs should equal the total of all CLINs 0001 through 0012.

The ELIN Estimated Quantities assume the maximum number of workdays are required to complete scheduled work (all weekdays, weekend days and holidays during the period of performance). It is anticipated that project work will require two crane operators per crane (floating and mobile) for 12-hour shifts 6 days per week (and applicable Sundays as addressed in Section 4 of the SOW) for each period identified above. A demobilization period of five days is expected at the end of the initial POP or after any exercised options. For the purposes of bidding demobilization costs shall be included in the base period. Surveyor work is not anticipated during the option periods.

PRICING DISCREPANCIES

In the event there is a difference between the unit prices and extended total amounts, the unit price will be held to be the intended offer and total of the CLIN or ELIN/Sub-ELIN will be recomputed accordingly.

The CLIN which includes the recomputed ELIN/Sub-ELIN will also be recomputed to take into account the change in the ELIN/Sub-ELIN.

If the offeror provides a total amount for a CLIN or ELIN/Sub-ELIN but fails to enter the unit price, the total amount divided by the CLIN/ELIN/Sub-ELIN quantity will be held to be the intended unit price. In the event there is a discrepancy between the ELIN pricing and the CLIN price, the ELIN pricing will be held to be the intended offer.
