13.00 20 Page 11

Please clarify sentence below from the CATHODIC PROTECTION section of the specs. The DI pipe manufacturer recommends one joint bond be placed on the bell portion on the pipe to prevent damage to special lining such as ceramic epoxy lining specified in the piping schedule. To prevent damage of the lining on the plain end of the pipe from the joint bonds, the DI pipe manufacturer recommends welded a heat sink plate on the plain end which prevents damage to the interior lining. Will you consider adding this requirement by addendum to the spec to make sure all bids are similar?

SECTION 26 42 13.00 20 Page 11, 3.1.7.1.c, “On pipe and fittings with dielectric linings, make weld connection on shop tab provided or on a thick metal section to minimize damage to lining and coating. After weld is made, coat weld with coating repair material.”

Changes to the specification will not be made. Method of protection of lining is up to each contractor and describing how to protect the lining may limit the available manufacturers.

Please clarify restraint for buried DI piping. The spec below requires all buried DI piping to be restrained. Some lines on the YARD PIPING drawings show restrained joint limits and some lines show nothing. Am I correct in assuming lines that have no limits shown are fully restrained and lines with RJ limits are only restrained within the limits?

SECTION 40 05 13 Page 10, 2.2.2 Ductile Iron Joints Joints shall have a working pressure rating for liquids equal to the pressure rating of the connected pipe. Dielectric fittings or isolation joints shall be provided between all dissimilar metals. All buried piping joints shall be restrained unless otherwise noted.

All buried piping shall be restrained per Specifications and General Yard Piping and Utilities Note 11. The only exception is the new 8"-W1-PVC(C900) pipe that comes from off of the plant site. The restrained joint distances for that pipe are shown on the drawings.

Note 5 states that tank manufacturer shall engage a licensed geotechnical engineer to design the tank foundation based on geotechnical data shown on the drawings. After reviewing the geotechnical data available, it appears the limited informaiton available will introduce significant risk into the bidding process and result in added project costs.

Would it be possible for a basis of bids to be established to reduce risk and ensure all bidders are providing pricing on equal assumptions? Additional geotechnical investigations would be performed (either by contractor or owner) during construction to confirm foundation preparation requirements and any changes from the basis of bid assumption would be handled as an amendment to the contract.

Borings are provided in the design document but since calculations on settlement are particular to each manufacturers proprietary tank design and in order to allow for multiple bids, the settlement calculations are not provided in the design. In accordance with specification section 33 16 13.16 it is the contractors responsibility to perform the settlement calculations in order to determine the extent of soil improvements required.

If additional soil information is required during bidding per the tank locations provided, provide detailed list of what additional information is required.

Section 33 16 13.16, Part 1.2.g states that the ‘Uplift resistance shall be achieved with soil tendon anchors embedded in the tank base mat in accordance with specification Section 31 68 13 Soil Anchors.’ Section 31 68 13, Part 1.4.2.a specifies the ‘Soil anchor shall be strand type.’ Strand type anchors provide tensile restraint but no compressive support. Should the tank designer determine that compressive support is also required in addition to tensile restraint, may piles be substituted for soil tendon anchors? Piles will be designed resist the uplift in accordance with Setion 33 16 13.16, Part 1.2.g.

Design shall be based on specification. If contractor calculations show additional compressive support is needed, it will be evaluated further during submittal review.

Requires a PLC in the control panel, but does not specify the manufacturer and model number. Spec 462020-2.5.2.a is referencing 409500, and its section 25 calls for a rack mounted modular PLC without the use of ribbon connectors between modules.

The MicroLogix PLC has ribbon connectors, so it will not meet this requirement. The CompactLogix appears to meet this section with the exception of the comments they have about a Rack mounted PLC. The only Rack mounted PLC is the large ControlLogix type. Which type of PLC will the engineer be requiring.

PLC selection is not required to be chassis-based. For clarification, the term "rack" is used to describe the rack/slot/point configuration of a typical PLC and not resticted to a chassis mount.

Specification Section 31 68 13, Article 1.4.2.a, indicates the soil anchors shall be strand type. Please note regional suppliers of soil anchors are not familiar with strand type and prefer to use threaded bar. Please confirm tank manufacturer may design anchorage system that meets the design uplift conditions and corrosion protection requirements (Class I, Encapsulated system) using threaded bar soil anchors.

Strand-type anchors were specified, as opposed to rigid-type anchors, to relieve potential compression stresses along the bottom of the tank, in case some nominal tank settlement occurs. Threaded bar soil anchors are acceptable if the tank foundation is designed to address this potential condition.

Specification Section 31 68 13, Article 1.4.3, provides a table with the design requirements for the individual soil anchors. In review of the soil data provided on Sheet C-05-601 of the Contract Plans and the design requirements, the design load of 130 kips per anchor is not attainable. Specification Section 33 16 13.16, pg 2, Article 1.2.a indicates the tank manufacturer shall engage a geotechnical engineer to design tank foundation. Please confirm the tank manufacturer is responsible for final design of the anchorage system meeting the design uplift conditions and corrosion protection requirements (Class I, Encapsulated system) and the 130 kips per anchor will not be required.

The 130 kip design capacity was estimated based on presumptive average ultimate bond stress values presented in FHWA GEC04, Table 7, for pressuregrouted anchors, and is not specifically required. If this capacity cannot be met, the tank manufacturer will develop alternative anchor layout and capacity requirements to meet hydraulic uplift resistance with appropriate factors-of-safety. The tank manufacturer is responsible for final design of the anchorage system meeting the design uplift conditions and corrosion protection requirements (Class I, Encapsulated system).
