Sources sought for the Construction to Replace Bolden Elementary–Middle School, MCAS Beaufort, Laurel Bay, SC THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.

The Naval Facilities Engineering Command Southeast (NAVFACSE) is seeking qualified and interested parties in any of the following categories: U.S. Small Business Administration (SBA) certified 8(a), HubZone Small Business (HubZone), Service Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business and/or Small Business (SB) sources with current relevant qualifications, experience, personnel, and capability of performing Design-Bid-Build construction services to Replace Bolden Elementary-Middle School, located at MCAS Beaufort Laurel Bay, South Carolina. Responses must include identification and verification of the company's small business status.

The North American Industry Classification System (NAICS) Code is 236220 with a Small Business Size Standard of $33.5 million. Under the FAR guidelines, the prime contractor must have the capability to perform at least 15 percent of the contract work with its own employees. The Government will use responses to this SOURCES SOUGHT announcement to make appropriate acquisition decisions.

The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references anticipated to be five to ten pages, following the set format. Respondents must include references and a capability statement for at least two completed projects within the last seven years that are similar to the construction work and of similar size, scope and complexity (adjusted for inflation) of this notice. Each reference shall include the company name and title, telephone number, and point of contact. Provide evidence of sufficient available bonding capacity with the name of bonding company, telephone number, and point of contact. Indicate whether your firm was the prime contractor or subcontractor on other similar projects. The capability statements for each project shall be numbered consistent with the below requirements followed by supporting documentation. Respondents shall provide a list of projects by contract numbers, project titles, dollar amounts, project completion dates, performance ratings and evidence of the following specific capabilities:

The proposed project is for new construction to Replace Bolden Elementary-Middle School located at MCAS Beaufort Laurel Bay, South Carolina. The facility will consist of a 104,227 SF two-story 3rd – 8th grade elementary – middle school. The structure will be composed of a shallow foundation, concrete and steel frame with primarily brick masonry exterior wall finish. The project will utilize clear span, post and beam, or similar construction methods that provide large, open, flexible spaces that will allow more economical interior reconfiguration in the future. The facility will also incorporate fully integrated acoustically-rated operable wall Sources sought for the Construction to Replace Bolden Elementary–Middle School, MCAS Beaufort, Laurel Bay, SC (cont’d) partitions which contribute to the overall acoustical performance of the building. The project will include the Department of Defense Education Activity (DoDEA) 21st Century School concepts such as learning neighborhoods, central hubs surrounded by learning studios, flex labs, information center, gymnasium, food service area, computer lab, supply areas, specialist rooms, art room, music room, a performance theatre, commons area for dining and social networking, learning impaired room, teacher work rooms, counseling areas, storage, administrative offices and other required areas for a fully functioning facility. Geothermal system and natural gas will be utilized for heating and cooling. Sprinkler system will cover the entire building. An energy dashboard, along with demonstration versions of a PV panel, a wind turbine, rain water collection and signage are included as teaching tools. The project also includes related infrastructure such as parking areas, mechanical rooms, delivery areas, covered walkways, playgrounds and site improvements. The facility will require enhanced commissioning upon completion to validate energy performance and must obtain LEED Silver certification in accordance with Leadership in Energy and Environmental Design (LEED). The contract will be for a term of approximately (745 days) two years. The estimated cost for this project is between $31,000,000 and $36,000,000.

Site improvements include signage, paved drives and parking areas, sidewalks and covered walkways, landscaping, exterior lighting, playground areas and equipment, athletic fields (to meet DoDEA Education Specification requirements), tennis courts and basketball courts. ATFP setbacks will be required. The project also includes related infrastructure such as electrical primary service, transformer, and secondary service, direct buried communications duct bank for fiber and copper, aerial fiber line and water and gravity sewer services. Other site features include mechanical enclosure, dumpster enclosure, service yard, parent and bus drop-off loops, storm water piping and management areas.

The project will require demolition of four main buildings along with 11 out-buildings for a total of 103,346 SF at existing Bolden Elementary-Middle School and Galer Elementary School sites. Existing sports fields and courts will also be demolished and relocated to clear footprint for the new school.

1. Provide examples of projects performed as a prime contractor within the last seven years, approximately $25,000,000 or greater, of similar size, scope and complexity as the work indicated above. Indicate project specifics, demonstrating how your project relates to the solicited project, and provide references with names and phone numbers.

2. Provide recent project examples demonstrating experience with school construction.

3. Provide recent project examples demonstrating compliance with UFC 4-010-01 requirements for progressive collapse of multi-story facilities.

4. Provide recent project examples performed by you as the prime contractor that have been awarded a LEED Silver Certification by the USGBC. Note: Project(s) must have achieved certification from the USGBC. Any other designation such as “Designed to Achieve”, “In-Process” or “Self Certified” will not be accepted.

5. Bonding Capacity: Provide surety’s name, your maximum bonding capacity per project, and your maximum aggregate bonding.

6. Provide experience relating to: the installation of acoustically rated and glass operable wall partitions, installation of high performance energy systems and performing enhanced commissioning of a building.

7. Provide proof of SBA certification for either 8a or HubZone status, if applicable.

8. Completed Market Survey Questionnaire which is provided as an attachment to this solicitation.

The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. After completing its analysis, the Government will determine whether to limit competition among 8(a), HubZone, SDVOSB, Veteran-Owned Small Business and/or Small Business firms or to proceed with issuing an unrestricted solicitation, inviting full and open competition.
