Contracting Activity. Department of the Navy, Naval Facilities Engineering Command Southeast (NAVFAC

SE), Jacksonville, Florida. The requiring activity is Naval Air Station (NAS), Corpus Christi, Texas.

Description of the Action Being Approved. The action being proposed under this sole-source Justification and

Approval (J&A) is to increase the maximum not-to-exceed (NTE) amount for contract N69450-13-D-0012

Capital Improvements (CI) Architect- Engineer (AE) Indefinitely Delivery Indefinite Quantity (IDIQ) with Gulf

Coast Architectural Group, 2510 West Cervantes Street, Pensacola, Florida by $7M. Increasing the total NTE amount from $30M to $37M will provide continued critical design services support for Corpus Christi Army

Depot (CCAD) projects in the South Texas area NAS Corpus Christi. Description of Supplies/Services.

NAVFAC SE recently received requirements from CCAD to execute three projects and associated post construction architect engineering services at NAS Corpus Christi. Construction award is locked for no later than September 30, 2019 for Hangar 47; Building 1808; and a Logistics Center. These projects will repair the existing Navy facilities to extend their useful life to continue and support CCAD’s mission. Building 8, a Depot level aviation support facility for repair/overhaul of rotary wing aircraft for the Army and Air Force and also supports Navy helicopters, is old (WWII Facility) and is subject to flooding during heavy storms. Therefore, Building 8 is being replaced in five phases via MILCON P026 Powertrain along with several large SRM projects to provide CCAD with 1.2M square feet of aviation support facility space to process/test/inspect/ rebuild rotary wings for the Army, Navy, and Air Force. CCAD recently tasked NAVFAC with executing SRM projects (Hangar 47, Building 1808, and Logistics Center) in addition to the P026 MILCON program. In order to properly execute these large SRM projects in FY19 a full set of plans/specs are needed to address multiple known deficiencies (as well as deficiencies to be investigated via a study) to continue the useful life of Hangar

47 and B1808. Statutory Authority Permitting Other and Full and Open Competition. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(2), as implemented by FAR 6.302-2–

Unusual and Compelling Urgency. Rationale Justifying Use of Cited Statutory Authority. CCAD is the Army’s only organic depot level facility for the repair and overhaul of rotary wing aircraft. The Depot is a major contributor of the Army, Navy, Marine Corps, Air Force, and numerous foreign military organizations readiness through repair, overhaul and maintenance of a wide variety of helicopters as well as related engines and components. The Depot is a tenant on the Corpus Christi Naval Air Station, Texas. Gulf Coast Architectural

Group (GCAG) recently completed the design for P026 CCAD Powertrain-Machining Phase II and is currently designing P026 CCAD Powertrain-Engine Test/Rebuild PH III. The experience GCAG has gained by designing these two large MILCON projects has allowed them to learn CCAD’s unique mission requirements and how to provide efficient designs which incorporate CCAD’s specialized equipment requirements. In order to meet the FY19 construction award deadline we must award A/E task orders for all three projects no later than

September 27, 2018 so the A/E has adequate time to design the facilities. Based on this timeline, it will be impossible to solicit a stand-alone contract in time to allow the A/E the necessary time to design and deliver a construction contract action in time to meet the required September 27, 2019 award date. Special attention and consideration of the contracting strategy is required given the strategic nature of the mission and the compressed project availability timeline. Given the importance and specialized nature of these projects, GCAG represents a responsible source with specialized CCAD mission design experience. Additionally, their design expertise with previous CCAD facilities in Corpus Christi, TX (Powertrain PH II which was successfully awarded earlier this year and PH III which is currently under design) is necessary to address the complexity and specialized equipment requirements for these three projects. After review of GCA’s existing and planned workload, the determination was made that they possess the available resources to accomplish the required work, even with the compressed schedule. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Due to the unusual and compelling nature of the requirement offers will not be solicited from other sources.

However, other sources were considered. Throughout the NAVFAC enterprise, CI Business Lines were consulted in a review of suitable AE contracting vehicles regarding the these CCAD projects. Subject matter expertise, contractor capability/expertise, dollar value capacity, and cycle time to award were the universal themes encountered as obstacles. The NAVFAC SE CI AE instrument toolbox is determined to be the logical market audience to conduct a sole-source approach. NAVFAC SE currently has five CI AE IDIQ procurement vehicles which were competed under full and open competition. Each instrument is available to support a full

J&A No. N69450-18-0270 spectrum of CI projects, and the instrument capability profile is the same for each contract – AE IDIQ contract for various locations under the cognizance of NAVFAC SE to provide complete architectural and/or engineering services for preparation of Design Bid Build documents (100% plans and specifications) and

Design Build Requests for Proposal (RFPs). Projects types include new facilities and renovation/ modernization/repair of existing facilities, as well as general building construction (administrative and training facilities, dormitories, hangars, child development centers, fitness centers, etc.), airfield projects and waterfront projects. Other ancillary activities associated with providing the above services will include, but not limited to, topographic surveys, geotechnical investigations, lead and asbestos surveys, Building Information Management and Modeling (BIM) deliverables, hurricane damage facility condition assessments, cost estimates, and DD

1391 Military Construction Data documentation. NAVFAC carefully reviewed the capabilities, including recent experience and current and projected workloads, of all five AE firms. Three of the firms, while capable with general construction requirements, have not had the opportunity to demonstrate recent capabilities oriented at complex industrial facilities on a very compressed schedule. After reviewing the capabilities of these three contractors it was concluded that they simply don’t have the recent experience to design a project of this complexity given the compressed schedule. Another firm has demonstrated recent industrial facility oriented work, but is also heavily invested in current NAVFAC SE Hurricane recovery efforts, greatly increasing the risk of overstraining their resource capabilities. Contract N69450-13-D-0012 with GCAG was solicited under full and open competition and was awarded 27 September 2013. It contains a base year plus four one-year option periods. All option years have been awarded, and the current contract completion date is 26 September 2018.

Current remaining capacity of $355,319.00 is already allocated to support existing requirements in the

NAVFAC SE AOR. All of the other NAVFAC SE AE IDIQ contract capacity is also reserved for specific requirements through their respective ordering periods. Determination of Fair and Reasonable Cost. The

Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable. Actions to Remove Barriers to Future Competition. Traditionally, projects of these size and complexity would be awarded as task orders on A/E IDIQ’s. Paragraphs 5 and 6 detail the specific considerations relative to the sole-source nature of the immediate action and associated competition barriers. New Capital Improvements AE IDIQ contracts (three instruments valued at NTE $30M each) are currently being evaluated with a projected award timeframe of February 2019. New projects that meet the requirements based on scope, location and dollar value will be solicited among the new IDIQ firms. NAVFAC

SE will continue to take appropriate actions that promote competition in accordance with processes that are in the best interests of the agency, stakeholders, and expenditure of tax payer dollar. The justification will be posted to FedBizOps/NECO.
