About this file

This is a Request for Quote (RFQ) for commercial equipment calibration services issued by the Naval Air Warfare Center Weapons Division (NAWCWD) at China Lake, California. The solicitation number is N6893627Q0023, with an offer due date of November 16, 2026, at 9:00 AM local time. This is a 100% Women-Owned Small Business (WOSB) set-aside under NAICS code 811210 with a size standard of $34,000,000.

The contract requires biannual equipment calibration services for precision Test, Measurement, and Diagnostic Equipment (TMDE) across two balanced deployments: January and June of each year. All services must comply with ISO/IEC 17025:2017 accreditation, ANSI/NCSL Z540-3 standards, and maintain NIST traceability with a minimum 4:1 Test Uncertainty Ratio (TUR). The contractor must provide comprehensive calibration certificates with as-found/as-left measurement data across a minimum of three to five test points, out-of-tolerance notifications when applicable, and tamper-resistant physical calibration labels. Calibrations must cover multiple disciplines including thermodynamic sensors, pressure and vacuum systems, dimensional and mechanical instruments, electrical instrumentation, and mass and force standards up to 5,000 pounds. For on-site calibrations at NAWCWD China Lake, the contractor is responsible for coordinating base access, security clearances, and badging. Off-site calibrations must be completed and returned within eight weeks. The firm fixed-price contract period runs from November 30, 2026, through November 29, 2027, with delivery to NAWCWD Building 1024, Blandy Avenue, China Lake, CA 93555-6001. Invoicing will be processed through the Wide Area Workflow (WAWF) system. Evaluation criteria emphasize on-site calibration as the preferred performance location, with awards made without discussions based on price, delivery turnaround time, proof of required accreditations, and amount of items calibrated on-site versus off-site.

Section C - Description/Specifications/Statement of Work

SCOPE OF WORK (SOW)

Commercial Calibration Services for U.S. Navy , NAWCWD, China Lake -D556200 Energetics Processing Branch.

Effective Date: October 2026

1.0 PURPOSE & OBJECTIVE

The purpose of this Scope of Work (SOW) is to establish a contract with an accredited commercial metrology laboratory to perform biannual, rotational calibration services on precision Test, Measurement, and Diagnostic Equipment (TMDE). All services must adhere to the technical and quality compliance standards mandated by the and . United States Navy Metrology and Calibration (METCAL) Program NAVSEA instructions All primary operations under this contract will take place at NAWCWD Naval Base, China Lake, California. However, specific equipment and components may be temporarily shipped off-site for required calibration services and subsequently returned to the China Lake

2.0 QUALITY & ACCREDITATION REQUIREMENTS

The contractor must possess and maintain the following credentials throughout the life of this contract:

ISO/IEC 17025:2017 Accreditation: The laboratory must hold an active accreditation to ISO/IEC 17025:

2017 from a recognized national accreditation body (e.g., ANAB, A2LA, NVLAP).

ANSI/NCSL Z540-3 Compliance: All calibration processes, uncertainty budgets, and verification steps must conform to ANSI/NCSL Z540-3 (Requirements for the Calibration of Measuring and Test

). Equipment Note: This modern standard completely supersedes the cancelled MIL-STD-45662A specification.

NIST Traceability: All calibrations must be structurally traceable to the National Institute of Standards and Technology (NIST).

Test Uncertainty Ratio (TUR): The contractor must maintain a minimum across all TUR of 4:1 measurement points. Where a 4:1 ratio cannot be achieved due to state-of-the-art limitations, the Probability of False Acceptance (PFA) must be calculated and kept in accordance with Z540-3 under 2% methodologies.

3.0 EXECUTION STRATEGY & BALANCED ROTATIONAL SCHEDULING

To prevent critical laboratory downtime, optimize tool availability, and maintain active calibration coverage, the asset inventory has been divided into two balanced, parallel pools of equal asset types. The contractor must perform on-site field deployments twice per calendar year according to the following cadence:

3.1 January Deployment (50% Mixed Inventory Split)

Services for items listed in Appendix A must be executed during the month of .January

Balanced Content: This deployment includes a balanced cross-section of thermodynamic, pressure, dimensional, electrical, force, and torque instruments.

Execution Location & Base Access: Calibrations designated as "On-Site" on the spreadsheet must be conducted locally at via mobile lab or field NAWCWD Naval Base, China Lake, California technicians. The contractor is fully responsible for coordinating (with D556200, Energetics Processing Branch personnel) base access, security clearances, and badging for all deployed personnel.

Depot Clause (8 week Turnaround): Handheld or loose items designated for off-site calibration must be calibrated, certified, and returned to the station within 8 weeks of vendor pickup.

On-Site Mass Standards: This deployment explicitly includes the calibration of the designated January pool of laboratory and heavy industrial platform scales.

3.2 June Deployment (50% Mixed Inventory Split)

Services for items listed in Appendix B must be executed during the month of .June

Balanced Content: Mirroring the January deployment, this list contains the remaining 50% of the station's thermodynamic, pressure, dimensional, electrical, force, and torque instruments.

Execution Location: Calibrations designated as "On-Site" on the spreadsheet must be conducted locally at .NAWCWD Naval Base, China Lake, California Heavy Mass Logistics (Both Deployments): This deployment includes the calibration of the designated June pool of laboratory and heavy industrial platform scales (ranging up to 5,000 pounds). For both the January and June cycles, the contractor is entirely responsible for transporting all certified, NIST-traceable weights and test carts required to verify full-range accuracy on-site at China Lake.

4.0 METROLOGY DISCIPLINES & PARAMETERS (APPLICABLE TO BOTH TRIPS)

For both the January and June cycles, the contractor must possess appropriate master standards to cover the following mixed disciplines on-site at NAWCWD China Lake or at their depot:

Thermodynamic Sensors: Inline process temperature thermocouples, process temperature gauges, environmental chambers, ovens, humidity meters, and chart recorders.

Pressure & Vacuum Systems: Inline pressure transducers, vacuum transducers, and mechanical pressure /vacuum gauges.

Dimensional & Mechanical: Micrometers, digital calipers, depth indicators, mixer tachometers (RPMs), and torque wrenches.

Electrical Instrumentation: Handheld digital amp meters, multimeters, and motor current monitoring devices.

Mass & Force Standards: Precision laboratory balances (micrograms) up to heavy-duty industrial

, alongside load cells utilized for verifying calibration forces on manufacturing platform scales (5,000 lbs) presses.

5.0 DELIVERABLES & DOCUMENTATION

Every individual asset serviced under this contract must be accompanied by the following deliverables within 5 business days of calibration and before invoicing can be finalized:

Comprehensive Calibration Certificates: A dedicated certificate mapping out the exact manufacturer model, serial number, and unique asset tracking ID.

As-Found / As-Left Measurement Data: Data sheets must show actual numerical results across a minimum of 3 to 5 test points spanning the operational spectrum (typically 20%, 60%, and 100%

. General "PASS/FAIL" checkmarks without raw data are strictly non-compliant and will be ranges) rejected by Navy auditors.

Out-of-Tolerance (OOT) Notifications: If an instrument is discovered to be out of tolerance during the "As-Found" phase, the contractor must issue a written OOT notification so impact assessments can be completed on production components.

Physical Compliance Labels: A tamper-resistant, physical calibration sticker must be affixed to each instrument. The label must explicitly state the Calibrating Facility Name, Date of Calibration, Next Calibration Due Date, and the initials of the certifying technician.
