STATEMENT OF WORK FOR DESTRUCTION OF SECRET//SAR MATERIALS
F-35 IPT needs to destroy Program level material in accordance with AF-MAN 17-1301 and DoDM 5205.07.
DoDM 5205.07 states Accountable SAP material will be destroyed using two SAP-briefed employees with access to the level of material being destroyed. Non-accountable SAP material may be destroyed by a single SAP-briefed employee with access to the level of material being destroyed. All classified waste containing SAP information will be destroyed as soon as possible. Such materials must not accumulate beyond 30 days unless approved by the PSO. NSA/CSS-approved equipment and their destruction procedures will be used to destroy SAP material as authorized by the PSO. Destruction of non-standard SAP materials will be approved by the PSO. Accountable and non-accountable SAP material will be maintained in accordance with the DoD Components record management manuals and instructions AF-MAN17-1301 Sanitization of classified devices follows the National Security Agency/Central Security Service Policy Manual 9-12, NSA/CSS Storage Device Sanitization Manual, and involves the destruction of the media and/or data via degaussing, incineration, disintegration, shredding, embossing/knurling, chopping/pulverizing/wet pulping (paper), grinding, strip shredding/cutting, or power removal (dynamic random-access memory, static random-access memory, and volatile field programmable gate array). Only products listed on the National Security Agency Evaluated Products List or received approval from the National Security Agency may be used to destroy classified information (to include media and devices) per National Security Agency/Central Security Service Policy Manual 9-12.
OVERVIEW
F-35 IPT needs a contractor to destroy Secret//SAR material according to the below steps.
SCOPE OF WORK
1. Once the shipment arrives to the facility the contractor shall unload the truck and move all the material to the incineration room.
2. The contractor shall not open or look in the boxes.
3. The facility shall have a viewing room where the Government representatives are able to watch the destruction of the material.
4. There is approximately 10,000 pounds of material that shall be destroyed by the contractor.
5. The contractor shall destroy all the material by incineration.
6. The contractor shall provide a qualified team for the destruction of material.
7. The contractor shall be responsible for unloading the palatized material from the truck/vehicle and transporting it to the incinerator for destruction.
8. The contractor shall destroy all material from inside the truck/vehicle.
9. Once incineration is complete records shall be properly signed and given to Government representatives.
10. The contractor shall have a signed memorandum for a “commercial destruction facility review” from the OSI PJ/CS for destruction of Secret//SAR material.
11. The contractor shall produce above memorandum upon request.
12. Performance for the contractor is described below.
13. The destruction facility shall be within 300 miles of Ridgecrest, California.
SERVICE REQUIREMENTS
The contractor shall unload and transport all the materials from the truck/vehicle to the incineration room. The materials shall be properly incinerated according to regulation. The contractor shall not open or look at material in the banded boxes. Once the incineration is complete records shall be properly signed and given to the Government representatives.
