AMENDMENT 1 Q&A
Question: The Statement of Work indicates that nighttime shift work 'may' be necessary, however offerors are instructed to propose nighttime shift hours (at China Lake) both in Section L Part B and in the Cost Summary Spreadsheet, which indicates that nighttime work is required. Does the Government require that there be a total of no more than twelve (12) full time equivalents (FTEs) at China Lake and that if nighttime work is required four (4) of those FTEs would be moved from day shift to nighttime shift (so 8 FTEs would remain days, 4 would be night) or does the government require a total of 16 FTEs at China Lake with four (4) of the FTEs being either day shift or nighttime shift depending on the government needs (12 FTEs on dayshift and 4 on nighttime shift if needed; 16 FTEs on dayshift when nighttime shift is not required)?
Reference: Section B Level of Effort (page 4), Section C Statement of Work paragraph 3.1.4.2 Shift Work (page 9), Section L Part B 3.4 (b) Labor Hours (page 68) and Attachment L-3.
Answer: The hours and rates in the solicitation are used for streamlined ordering purposes. Any task order containing nighttime shift work will be clearly stated and the overall FTEs per order will vary.

| (c) In the event that less than one hundred (100%) percent of the established level of effort of the contract/order is actually expended by the end of the performance period, the Government shall have the option of: | |
| (1) Requiring the Contractor to continue performance, subject to the provisions of the FAR Clause 52.232-20 or 52.232-22, as applicable, until the effort expended equals 100% of the established Level of Effort; or | |

B-TXT-STRMLND Streamlined Ordering Procedures for Cost Plus Fixed Fee Term Level of Effort (LOE) Orders (MAR 2020)
LOE Orders will be issued under this contract using the following streamlined ordering procedures:
(1) For each proposed order, the contracting officer will provide the contractor with a Statement of Work (SOW) and an Independent Government Cost Estimate (IGCE). The IGCE is an estimate of labor hours by labor category utilizing the estimated and negotiated Composite Labor rates table below to calculate the total estimated cost for the proposed Task Order (TO). The TO fixed fee is calculated using Section G Clause 5252.232-9510 PAYMENT OF FIXED FEE (NAVAIR).
(2) These Composite rates are estimates, and invoicing will be based upon actual costs incurred. Ceiling for Other Direct Costs (ODC) will be priced in accordance with the Government estimate. TOs crossing multiple years will be estimated by the Government using the composite rates for each year in proportion to the period of performance of the TO.
(3) Within three (3) working days of receipt of the SOW and IGCE, the contractor will respond:
(i) If the contractor agrees that it can perform the TO within the parameters of the SOW/IGCE, they will notify the contracting officer within three (3) working days of receipt of the SOW and IGCE. If the requirement remains valid, a priced order will be issued to the contractor.
(ii) If the contractor does not agree with the SOW or IGCE the contractor shall submit a proposal to the contracting officer within three (3) working days of receipt of the SOW and IGCE, addressing only the specific areas of difference in labor categories and/or hours in the IGCE. Once the differences are resolved between the contracting officer and the contractor, and the requirement remains valid, a priced order will be issued to the contractor.
(iii) If the contractor fails to respond to the proposed order within three (3) working days of receipt of the TO, the contracting officer may unilaterally issue the TO or extend the deadlines above when in the best interest of the Government.

Section C - Descriptions and Specifications
STATEMENT OF WORK
Statement of Work Command Reutilization and Disposal Services
1.0 SCOPE
1.1 Background
The Naval Air Warfare Center Weapons Division (NAWCWD) Command Reutilization and Disposal Project (CRuD), DC1000, is chartered to provide reutilization and disposal services for NAWCWD China Lake and Naval Base Ventura County (NBVC) Point Mugu, Port Hueneme, and San Nicolas Island (SNI); disposal may be through the Defense Logistics Agency (DLA) Disposition Services, formerly known as the Defense Reutilization and Marketing Office (DRMO), base recycling, and other disposal methods. This requirement is for the disposal of excess equipment and material that the Government has accumulated over many years. The excess equipment and material are Government Property, which includes, but is not limited to non-consumables, consumables, furniture and other property used, consumed or expended in the course of NAWCWD performance.
NAWCWD China Lake is adjacent to the city of Ridgecrest located in California's upper Mojave Desert. China Lake is a complex of laboratories, offices, instrument test stations, ordnance storage areas, gun and missile sites, ground/air test ranges, and an airfield. China Lake covers 17,000 square miles with approximately 2,000 buildings and a working population of approximately 6,000 Government, Contractor and Military employees.
NBVC is a premier naval installation composed of three operating facilities - Point Mugu, Port Hueneme and San Nicolas Island. Strategically located in a non-encroached coastal area of Southern California, NBVC is a key element in the Department of Defense (DoD) infrastructure because of its superior geographical location. NBVC supports approximately 80 tenant commands with a base population of more than 19,000 personnel. Tenant commands encompass an extremely diverse set of specialties that support both Fleet and Fighter, including three warfare centers: Naval Air Warfare Center Weapons Division, Naval Surface Warfare Center Port Hueneme Division and Naval Facilities Engineering and Expeditionary Warfare Center. NBVC is also home to deployable units, including the Pacific Seabees and the West Coast E-2C Hawkeyes.
1.2 General Scope of Work
The Contractor shall provide reutilization and disposal, DLA disposition, command artifacts support, secure shredding, and shipping and receiving services to support NAWCWD, Navy Supply, Navy Region Southwest, and Moral, Welfare and Recreation employees located at NAWCWD China Lake, and NBVC Point Mugu, Port Hueneme, and SNI.

3.0 REQUIREMENTS
3.1 General
3.1.1 Compatibility
3.1.1.1 The Contractor shall prepare documents compatible with the Government Information Technology (IT) environment through the security classification specified in the DD-254. The current operating environment required for this contract includes:
· Microsoft Windows 10
· Adobe Acrobat (reader)
· Microsoft 365
The Contractor shall interface with and transfer data to and from requiring office software applications and their upgraded versions. The Contractor shall maintain state-of the-art anti-virus software and ensure that all media are virus free when delivered. Contractor personnel shall be capable of real-time communications, both voice and data transfer capabilities with the COR during working hours whether at Contractor work site or on travel.
3.1.2 Work Locations and Facilities
3.1.2.1 Work location: 95% of work will be performed at a Government site. Government site(s) include NAWCWD and NBVC. Contractors performing on-site support will be provided, but are not limited to: access to workspaces, telephones, printers, facsimile machines, copy machines, shredders, computers, and network access, including web servers and applicable databases or other applications necessary to carry out assigned tasks.
3.1.3 Contract Status reporting. The Contractor shall provide the following documentation.
3.1.3.1 Monthly Progress and Financial Status Report: The Contractor shall provide a progress and financial status report in accordance with the Contract Data Requirement List (CDRL) A002. The report shall include work accomplished since submittal of the last report and both monthly and cumulative man-hour labor costs expended by labor category and travel costs.
3.1.3.2.3 Telework: The Contractor, upon notification to and concurrence from, the Contracting Officer's Representative (COR) that an employees' work tasking is eligible for telework, may utilize alternate worksites/locations and telework to support continued performance of this contract in accordance with company policy. Contractor discretion is required when making alternate worksite and telework decisions based upon the nature of support provided by the employees. In the event telework is utilized, the Contractor remains responsible for performance, and compliance with any applicable cost accounting standards and contract cost principles / procedures.
3.1.4 Work Schedule
3.1.4.1 Work schedule:
(a) The Holidays applicable to this contract are: New Year's Day, Martin Luther King's Birthday, President's Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day.
(b) In the event that any of the above holidays occur on a Saturday or Sunday, or alternate Friday, then such holiday shall be observed as they are by the assigned Government employees at the using activity.
(c) NAWCWD works a 4/5/9 work schedule. Therefore alternate Fridays (a.k.a. “flex Fridays”) are not a part of the normal workweek for work performed at a NAWCWD site. The majority of NAWCWD offices are closed on alternate Fridays.
(d) No deviation in the normal workweek will be permitted without express advance approval by the designated Contracting Officer.
The Contractor may allow its employees to work the installation work schedule provided the requirements of this SOW are met. If the contractor chooses to allow its employees to work an alternate schedule in support of this contract, any additional costs associated with the implementation of the alternate schedule vice the standard schedule are unallowable costs under this contract and will not be reimbursed by the Government. Additionally, the alternate schedule shall not prevent Contractor employees from providing necessary staffing and services coverage required by this SOW.
3.1.4.2 Holidays: The Government observes the following holidays:
New Year’s Day, January 1 Martin Luther King’s Birthday, the third Monday in January President’s Birthday, the third Monday in February Memorial Day, the last Monday in May Juneteenth, June 19 Independence Day, July 4 Labor Day, the first Monday in September Columbus Day, the second Monday in October Veteran’s Day, November 11 Thanksgiving Day, the fourth Thursday in November Christmas Day, December 25
3.1.4.32 Shift Work: The Contractor may be required to perform shift work during the performance of this contract. Shift work will be on an as-needed basis, as requested by the Government. The following shift schedule applies:

3.1.4.43 Installation closure: When Federal facilities are closed by the Government, or when Federal employees are officially excused from work due to a holiday or a special event, severe weather, a security threat, or any other Government facility related problem that prevents Federal personnel from working at the Government facility, Contractor personnel assigned to work at that facility in support of such Federal employees shall follow their parent company’s policies.
While generally, Contractor personnel may not perform work at a Government facility without oversight from Federal personnel, in very limited circumstances, work being performed by Contractor personnel may be deemed mission essential and performance of such mission essential work may be authorized to continue at the Government facility despite the facility being otherwise closed for normal operations. The circumstances permitting work being performed by Contractor personnel deemed mission essential are extremely limited and generally only apply to performance of efforts related to public health, safety, or matters related to national security. The cognizant Contracting Officer must concur with any determination that work being performed by Contractor personnel is mission essential.
3.1.5 Other Direct Costs
3.1.5.1 Travel: Travel may include general and administrative expenses, but shall not include profit. Temporary travel to other locations in support of program tasking is required. Contractors will be required to travel between sites to support the workload. If required, temporary travel locations are listed in the table below. This list is not all-inclusive as locations may change over the life of the contract.

For each instance of travel, the Contractor will submit a travel authorization request form to be approved by the TPOC and COR at least five days prior to travel date.
3.1.5.2 Material: The Contractor shall provide consumables for the performance of this contract. Examples of consumables include, but are not limited to, the following:
· Shrink wrap
· Pallets
· Shipping sleeves
· Corrugated boxes of various sizes
· Banding straps
3.1.5.2.1 The Contractor shall obtain prior approval from the COR/TPOC for all purchases. All COR/TPOC approved purchased shall be documented and filed for Contracting Officer post action review. The Contractor shall obtain prior approval from the Contracting Officer for any purchases valued over $5,000. To receive approval for the purchases, the Contractor shall submit a consent package providing a description, price, evidence of adequate price competition or, if unavailable, a justification for use of a single source, and a determination that the price is fair and reasonable.
3.1.5.2.2 All materials not depleted during the performance of this contract shall become Government property upon completion of this contract. The Contractor shall transfer all materials not depleted to the COR by way of Material Inspection and Receiving Report (DD Form 250). Material costs may include general and administrative expenses but shall not include profit/fee.
3.1.6 Subcontractors and Consultants: Provisions stated herein shall be clearly and effectively communicated and shall flow down to all subcontractors providing support under this contract.
3.1.7 Management of Contractor Personnel: The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances will the Government assign tasks to, or prepare work schedules for, individual Contractor employees. The Contractor shall manage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal services
3.1.8 Transition Out Strategy: The Contractor shall deliver a Phase-Out Transition Plan. The Phase-Out Transition Plan shall describe the transition between the incumbent Contractor and the follow-on Contractor and shall include the following information: employee names, contact information, date of hire, security clearance information, certification and licensing information to ensure job requirements are met, as well as a comprehensive plan of action with milestones and a critical path schedule for risk mitigation of the transition period. The Phase-Out Transition Plan (draft and final) shall be delivered to the Contracting Officer and the COR as an E-mail and attachment. (CDRL A003). The Phase-Out Transition Plan should also include the following elements:
- Work Turnover. The Contractor shall provide a plan of action to effectively transfer tasked work that is in process at the expiration or termination of the contract to the successor company. Establish and maintain effective communication with the incoming Contractor or Government personnel for the period of transition via weekly status meetings.
- Quality Assurance. The Contractor shall provide a plan of action to ensure continuation of quality review processes during the transition period to the successor company.
- Risk Mitigation Strategies. The Contractor shall provide a plan of action to mitigate contract performance risks (quality and schedule) encountered during the transition period.
- Data/Information Transfer. The Contractor shall provide a plan of action for the efficient inventory and transfer of program data to the successor company.
3.2 Security Requirements
3.2.1 Citizenship Requirements: Only U.S. citizens may perform under this contract. If the Contractor cannot find qualified U.S. citizens to perform the work, the Contractor shall submit a citizenship waiver request with justification to the Government Security Office. The waiver request should include:
1) The individual's name, date and place of birth, position title, and current citizenship.
2) A statement that a qualified U.S. citizen cannot be hired in sufficient time to meet the contractual requirements.
3) A statement of the unusual expertise possessed by the applicant.
4) A statement that access will be limited to a specific Government contract (specify contract number).
5) A statement that the Contractor has obtained an export license for the information required to perform the contract.
3.2.2 Investigative Requirements:
Classified: All Contractor personnel shall maintain security clearance eligibility commensurate with the level of classification of the work performed as annotated in the Contract's DD-254, Contract Security Classification Specification Form.
Contractor personnel shall require access to classified information in performance of this contract up to and including Secret. The Contractor is responsible for ensuring that all personnel receive the requisite investigation and are favorably adjudicated in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM). Contractor employees who fail to meet security clearance requirements may not access classified information or perform sensitive duties. In such cases, the Contractor employee may not perform on the contract.
The Contractor shall comply with security requirements specified in the DD-254 attached to this contract. Information or data that the Contractor accesses shall be handled at the appropriate classification level. Unclassified information shall be handled in accordance with the appropriate designation (Controlled Unclassified Information; For Official Use Only; Covered Defense Information). Distribution is authorized to the Requiring Office's Organization and supported Activity only. Other requests for deliverables under this contract shall be referred to the COR of this contract for approval.
Controlled Unclassified Information, including For Official Use Only and Covered Defense Information (meeting the definition of 48 CFR 252.204–7012(a)), generated and/or provided under this contract shall be marked and safeguarded as specified in DoD Instruction 5200.48, Controlled Unclassified Information (CUI) available at https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/520048p.PDF. Any product containing Covered Defense Information shall be assigned a distribution statement (distribution statements B through F) using the criteria set forth in DoDI 5230.24 (Distribution Statements on Technical Documents); and have this statement displayed per DoDI 5230.24, Enclosure 3.
3.2.3 Common Access Card (CAC)/Public Key Infrastructure (PKI), System Authorization Access Request
(SAAR-N).
3.2.3.1 SAAR-N: All Contractor personnel requiring access to Government IT systems shall have an approved SAAR-N Form OPNAV 5239/14 (Rev Sep 2011) on file, and complete required Annual Information Awareness Training. New employees must submit their SAAR forms within thirty (30) days of their first day of work. Instructions for processing the SAAR-N forms are available at: http://www.cnrc.navy.mil/publications/Forms/OPNAV_5239_14_SAAR_N.pdf.
SAAR-N forms shall be submitted to the COR, Government TPOC, or to the assigned Government Trusted Associate Sponsorship System (TASS) Trusted Associate.
3.2.3.2 Command Access Cards (CAC) / Local Badges: Contractor CACs and facility specific identification badges will be issued by the Government to on-site Contractor personnel and shall be visible at all times while personnel are at the Government site, unless wearing of identification badges would violate site policies at a job site, i.e. Foreign Object Damage (FOD). The Contractor shall furnish all requested information required to facilitate issuance of identification badges. All CACs and identification badges issued to Contractor employees shall be returned to the Government Security Department at the Government site following completion of the contract, relocation or termination of an employee, or upon request from the COR. The Government will provide the Contractor access to Government facilities, as required, for performance of tasks under this contract.
3.2.3.3 DD-254: The Contractor shall comply with security requirements specified in the DD-254 attached to this contract. Information or data that the Contractor accesses shall be handled at the appropriate classification level, unclassified information shall be handled as “For Official Use Only”. Distribution is authorized to the Requiring Office’s Organization and supported Activity only. Other requests for deliverables under this contract shall be referred to the COR of this contract for approval.
3.2.4 Information Security: Direct Support Contractor personnel working under the purview of a DoN Commanding Officer/Commander shall comply with the local security provisions and the requirements of SECNAV M-5510.36 (series). The Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified information and to control distribution of controlled unclassified information in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), and SECNAV M-5510.36
For Official Use Only information generated and/or provided under this contract shall be marked and safeguarded as specified in DoDM 5200.48, Controlled Unclassified Information (CUI). Contractor shall not store or transmit CUI on personal information technology systems or via personal e-mail. Unclassified e-mail containing any DoD CUI shall be encrypted. Prior to sending CUI to any non-Navy Marine Corps Internet (NMCI) addressees, the sender must first positively verify all recipients are authorized access to CUI and have need-to-know. Non-NMCI recipients must have a DoD compliant Private Key Infrastructure (PKI) certificate that enables electronic transmission via unclassified networks while protecting the CUI with a digital signature and encryption.
3.2.4.1 Marking: All information generated by the Contractor shall be properly marked. For Official Use Only information generated and/or provided under this contract shall be marked in accordance with DoDM 5200.01. Technical information shall also be marked with appropriate Distribution Statements and Export Control warnings in accordance with DoD 5230.24 and program Security Classification Guidance.
3.2.4.2 Public Release for Classified and Unclassified Information: Public Release. Disclosure of information is covered by DFARS 252.204-7000 Disclosure of Information, incorporated in Section I of the contract. Concerning subsection (a) (2), “information otherwise in the public domain” is information officially released into the public domain, e.g. via Distribution Statement A, and does not include information in the public domain that has not been officially released. For disclosure of unclassified information that has not been officially released, the Contractor must seek specific approval from the Contracting Officer, with approval from the NAWCWD Public Affairs Office (PAO).
3.2.4.3 Loss, Compromise and/or Electronic Spillage of Classified or Controlled Unclassified Information: All instances of loss, compromise and electronic spillage of classified or controlled unclassified information shall be reported to the COR, TPOC and Government Security Office within 24 hours of the incident occurring.
3.2.5 Operations Security (OPSEC). The contractor shall comply with the OPSEC requirements outlined within the DD Form 254.
The Contractor shall develop, implement, and maintain an OPSEC program to protect controlled unclassified activities, information, equipment, and material used or developed by the contractor and any subcontractor during performance of the contract. The contractor shall be responsible for the subcontractor implementation of the OPSEC requirements. The OPSEC program shall be in accordance with DoD and DON operations security (OPSEC) requirements, to include:
1) Assignment of responsibility for OPSEC direction and implementation
2) Planning guidance for the use of the OPSEC Process to identify vulnerabilities and apply applicable countermeasures (Contact NAWCWD Industrial Security Office for a current OPSEC Annex and CI Guide)
3) Establishment of OPSEC education and awareness training
4) Provisions for management, annual review, and evaluation of OPSEC programs
5) Oversight for accountability of OPSEC requirements to subcontractors
3.2.5.12. If the contractor cannot resolve an issue concerning OPSEC Measures, they will contact the Contracting Officer’s Representative (COR), who shall consult with the appropriate NAWCWD Security Officer, Security Coordinator, or Technical Point of Contact (TPOC).
3.2.6 Anti-Terrorism Force Protection and Emergency Management: The work performed on this contract is not Emergency Essential in accordance with OPNAVINST 3440.17A and Government Emergency Management, Antiterrorism and/or Continuity of Operations Plans. Contractor personnel shall comply with all Government Emergency Management, Antiterrorism and/or Continuity of Operations Plans and directives. Contractor personnel shall not report for work at Government facilities upon declaration of Force Protection Condition CHARLIE or in any event or emergency where Government officials direct curtailment of operations to “Mission Essential Only”. All Contractor personnel assigned to a Government facility shall complete annual Antiterrorism (Level 1) and Active Shooter training.
3.2.7 Non-Disclosure Agreements: In the performance of this contract, the Contractor may have access to non-public proprietary information. The Contractor shall require that any employee performing services under this contract execute a non-disclosure agreement satisfactory to the Contracting Officer. The non-disclosure agreement shall acknowledge the Contractor and employee’s duties with respect to non-public, proprietary information and promise to comply with those obligations.
3.2.8 Personnel Security. The Contractor shall provide personnel with the appropriate personnel security clearance levels for the work to be performed. Access to Secret information is required in the performance of this contract and shall be in accordance with the DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), incorporating change 2, 18 May 2016, applicable DoD personnel security regulations, and DoD Contract Security Classification Specification (DD Form 254). The Contractor shall maintain sufficiently cleared personnel to perform the tasks required by this SOW in accordance with the DD Form 254 and the contract. All Contractor personnel shall possess the requisite security clearance, accesses, and need-to-know commensurate with the requirements of their positions.
All Contractor personnel with access to unclassified information systems, including e-mail, shall have at a minimum a favorable Tier 3 (T3) investigation.
3.3 Detailed Support Requirements: This section provides the detailed support to be provided by the Contractor.
3.3.1 General
3.3.1.1 Reutilization and Disposal Services: The Contractor shall sort, transport, categorize, package, palletize, document and disassemble furniture/equipment. The Government may prepare and ship property from SNI or the Contractor shall prepare, ship, off-load from barge and transport to warehouse or other holding site. Examples of property include but are not limited to:
· Electronic test equipment
· Broken metal and wood furniture
· Aircraft assemblies, components, parts
· Scrap metal, copper and other property of reclamation value
· Rolling Stock to include trailers, vans, vehicles , forklifts,
· Paper documents
· Electronic media
· Computers
· Hard drives
· Computer Monitors
· Computer Peripherals
· Telephones
· Televisions
· Safes
3.3.1.2 The Contractor shall complete the following documentary tasks during the processing of a job:
3.3.1.2.1 The Contractor shall complete the following documentary forms, command forms and other Government required forms in accordance with the SOP, e.g. DD form 1348, DD 2500, NAWCWD 7320/10. (CDRL A001)
3.3.1.2.2 The Contractor shall package all items destined for DLA for proper loading/delivery to DLA.
3.3.2 DLA Disposition Services Process: The Contractor will prepare for transport items destined for DLA and create documents associated with those items. The Contractor shall preprocess property before disposing of or transporting to DLA Disposition Services, such as, removal of batteries, circuit cards, etc. The Contractor shall produce completed DD 1348s for each item designated for DLA Disposition Services and shall attach the DD 1348s to corresponding equipment and prepare property for transport to DLA Disposition Services facility. To create DD 1348s, the Government will grant the Contractor access to Electronic Turn-In Documents (ETIDs) database.
3.3.2.1 The Contractor shall contact the DLA Disposition Services to schedule a time for drop-off. The Contractor may be required to transport property designated for DLA Disposition Services.
3.3.2.2 The Contractor shall prepare the property for shipping to include palletizing, wrapping, and preparing for disposal in accordance IAW section 2.0 of this document. The Contractor shall move property as necessary for storage or lading onto transportation vehicles.
3.3.3 Command Artifacts Support: The Contractor shall assist with pickup and transportation of Navy property located on center and off center that has been identified by the Government as being of historical value.
3.3.3.1 Items of historical value to the Command are sometimes located off Center and at private residences. The Contractor shall perform pickup and transport of items from these locations within a 400-mile radius of either China Lake or Point Mugu.
3.3.3.2 The Contractor shall assist with the transport of items being used either for display at command sponsored events or for Artifacts display.
3.3.3.3 The Contractor shall take appropriate precautions to ensure the items are not broken. In the event of an accident, the Contractor may be held liable for damages.
3.3.3.4 Prior to moving Command Artifacts, the Contractor shall submit a moving plan to the Government for approval. The moving plan shall include the proposed number of movers, type of equipment, and strategy for securing/wrapping the Command Artifact(s), and other actions that will be taken to mitigate risk of damage. Government supervision will be required for Command Artifact moves.
3.3.4 Disposal of Classified Material: The Contractor shall assist with destruction of classified and unclassified material, such as paper, hard drives, film, etc. In accordance with Security Procedures, Government users will identify classified property that the Contractor shall prepare from current location for transport to an appropriate disposal site. The Contractor shall package and wrap in accordance with the security requirements referenced in Section 2.0 of this SOW. The Contractor shall possess an identification card (courier card) issued by the Contractor in order to transport classified property.
3.3.4.1 The Contractor shall package Classified Documents/Equipment in accordance with regulations listed in Section 2.0 of this document.
3.3.4.2 The Contractor shall remove hard drives and transport to Shred Facility. The Contractor shall properly wrap and mark in accordance with security requirements detailed in DoD 5220.22-M in Section 2.0 of this SOW.
3.3.5 Secure Shredding Service: The Contractor shall assist with shredding of bins of FOUO, CUI and PII picked up from customers at China Lake and Point Mugu. The Contractor shall maintain a schedule of service for all bins placed under this contract. The Contractor shall pickup and replace bins based on the schedule or when a special pickup is requested upon determining that the bin is at least half-full. Typically, the material destruct facility is operated by Government material destruct technicians. In the absence of a Government material destruct technicians, the contactor shall run the material destruct facility.
3.3.5.1 The Contractor shall not intermingle contents of bins from multiple customers until after they have been checked for classified material. If combining bins from the same location, the Contractor shall annotate bin numbers on the NAWCWD 7320/16 (ShredEx Route Log).
3.3.5.2 The Contractor shall examine all material picked up during removal to determine if there is classified material inside the bin. If classified material is found, Contractor is to stop immediately, secure the bin, and notify the TPOC for further direction. After examining the bin and verifying there is no classified material inside, the Contractor shall deliver the bins to the Material Destruct Facility for destruction of contents.
3.3.5.3 The Contractor shall maintain the ShredEx metrics in the Government data system. Metrics consist of poundage, number of bins and date of pick-up.
3.3.5.4 The Government will determine the placement of bins. The Contractor shall maintain a listing of all bins, their current location and Government POCs. The Government and Contractor will work together to determine the pickup routes to ensure the most efficient use of labor and material. The Contractor shall ensure that all collection bins have an easily identified unique number. The Contractor shall affix the Government supplied ShredEx label on the top near the slot of each bin. Underutilized bins shall be retrieved and redistributed based on operational need. The Contractor shall not leave non-empty bins unattended unless secured in a designated location.
3.3.5.5 The Contractor shall monitor Government provided database for out of cycle pick-ups, and shall schedule accordingly.
3.3.6 Shipping and Receiving: The Contractor shall assist in delivery of packages in excess of 70 lbs. This includes loading, transporting and unloading packages at various facilities at China Lake. The Contractor may be required to deliver large packages between NAWCWD sites. The Contractor may be required to load customer trucks at the China Lake shipping facility.
3.3.6.1 The Government will notify the Contractor of the need for these services via the Government TPOC.
3.4 Labor Category Definition: The Contractor shall be responsible for employing personnel having at least the minimum level of education and security clearance as stated under each Bureau of Labor Statistics (BLS) Standard Occupational Classification (SOC) or Service Contract Labor Standards (SCLS) (formerly Service Contract Act (SCA)) Labor categories as specified herein. If the qualification (i.e. education/experience) does not readily or easily compare to the minimum qualification stated below, the Contractor shall provide an explanation as to the equality of the proposed qualification to meet the minimum qualification.
3.4.1 General Capabilities: For all labor categories, the Contractor shall provide personnel with the capability of:
· Lifting up to 55 pounds
· Removing, identifying, sorting, and replacing similar property in tri-wall storage containers
· Operating hand moving equipment such as, but not limited to, pallet jacks, floor dollies and hand trucks
· Operating forklifts, stake body trucks and pallet movers
· Disassemble furniture, computer equipment and electronic assemblies
· Operating/driving forklift up to 20,000 pounds
· Computer skills
· Using computers for research including but not limited to part numbers, National Stock Numbers and Local Stock Numbers

Material Handing Laborer

This person will perform physical tasks to transport or store materials or merchandise. Duties involve one or more of the following: manually loading or unloading freight cars, trucks, or other transporting devices; unpacking, shelving, or placing items in proper storage locations; or transporting goods by hand truck, cart, or wheelbarrow. Excluded from this definition are workers whose primary function involves: a. 3.4.3 Experience Requirements: The General and Operations Manager shall meet the following experience requirements:
· Minimum of 2 years degree in business or related field or 5 years’ experience in warehouse related field
· Minimum 2 years of experience in estimating (including, but not limited to: # of crew, # of trucks and special equipment) for same/similar jobs
· Experienced with computers and Microsoft Office programs: Word, Excel and Outlook.
3.4.3.1 The Government may check educational background to verify degrees and/or certifications received for proposed personnel.
3.4.4 Security Clearance Requirements: The contractor shall apply the levels of security clearances for the work to be performed to their workforce in support of the SOW as indicated in the below table and shall maintain sufficiently cleared personnel to perform the tasks required by this contract and DD Form 254. All contractor personnel shall possess the requisite security clearance, accesses, and need-to-know commensurate with the requirements of their positions at the time of award. All personnel working under this contract shall have a minimum SECRET security clearance.

4.0 SPECIAL CONSIDERATIONS
4.1 Transportation
4.1.1 General: The Contractor shall provide all vehicles required for the performance of this contract unless shared access is authorized by the Government. The Contractor shall have the capability and/or resources to fulfill the requirements in Section 3.0 of this SOW including, but not limited to, half of the trucks hauling 5 tons (each crew shall have a truck), carrying a 2-man crew, having a lift gate, and licensed personnel to travel on California highways and interstates. The Contractor shall provide a minimum of one (1) “boxed” or enclosed vehicle (like a van) for each site for transporting classified or sensitive documents or to be used as the ShredEx vehicle. Some areas are very remote and may require four-wheel drive vehicles.
4.1.2 Government Owned Government Operated (GOGO) Vehicles: Contractor personnel may use Government Owned Government Operated (GOGO) vehicles managed through the Transportation Office, NAVFAC Southwest, Code 270, under the following conditions: TPOC concurrence with the Contractor’s need to use GOGO vehicle(s); TPOC oversight to ensure compliance with DoDM 4500.36; clause 5252.228-9501, LIABILITY INSURANCE is included in this contract and applies to the use of GOGO vehicles; the Contractor shall meet all training and licensing requirements to operate the GOGO vehicles and equipment, as defined in NAVFAC P-300; the Contractor need for GOGO vehicles and equipment shall not interfere with Government use of those vehicles and equipment; and use of GOGO vehicles is for work on a Government site and is for official use only for specific contract requirements.
4.1.3 License: All Contractor personnel shall have, at a minimum, a current Class C California driver’s license. All Contractor personnel shall have current license to drive forklifts on federal property. The Contractor is liable for any costs in obtaining license. At no time shall any Contractor personnel operate forklift on federal property without current license.
4.1.3.1 The Contractor shall ensure that new employees are forklift certified within 4 weeks of beginning employment.
4.1.4 Fueling. The Government will provide gas/diesel card for fuel for Contractor use for refueling vehicles used in support of this contract. Mileage log shall be required for any vehicle used for contract support.
4.1.5 Ride Sharing: The Government may require the Contractor to rideshare with Government personnel to remote sites, test facilities, and other Government facilities only for the performance of the Contractor’s official duties. Ridesharing while the Contractor is on official travel is not included in this paragraph, but is covered under NAWCWD policy memos. The Government may provide vehicles, including pickup trucks and vans. Ridesharing may include the use of code owned vehicles, Contractor acquired property (CAP), and Contractor owned Government operated (COGO) vehicles.
4.2 Specialized Training: The Contractor is required to complete all required Government training such as, but not limited to Safety, Environmental, HAZMAT, Range access and site familiarization tours. The Contractor will be notified by the TPOC for each site of specialized training required and dates/time for each training. The Government will provide this training to the Contractor.
4.3 Extreme Conditions: Some buildings are in remote locations and may have no heat/air conditioner; as a result, the buildings may be extremely hot or cold. The Contractor shall be prepared for all weather conditions. Additionally, bugs, spiders, rodents, snakes and other insects/animals may inhabit some buildings and the Contractor needs to dress appropriately and take caution, as situation requires.
4.4 Hazardous Waste and Energetics Handling: The Contractor may be required to handle hazardous waste and energetics during performance of this contract.
