SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
SOLICITATION AMENDMENT 0001
ADJUSTMENT TO THE SPECIFICATION
As seen below in the text highlighted in yellow, the Specification for the X-ray Cabinet has been updated as follows:
Section 13.e.iii of the specification has been updated in order to allow greater flexibility in meeting the requirement.
Section 13.f.ii of the specification has had the “at least” verbiage removed.
Section 13.g.vi of the specification has been updated to adjust the y and z direction values, which were inadvertently swapped.
RESPONSE TO INDUSTRY QUESTIONS
1. Must the X-ray cabinet be capable of being transported through a 70” wide by 83” tall door?
Government Answer:
The components of the X-ray cabinet must fit through the external doorways of the facility the cabinet will be housed in, which are 70” wide and 83” tall. The X-ray cabinet may be assembled on site once the pieces fit through the doorway, but the manufacturer must fully assemble the x-ray cabinet.
2. Must the assembled X-ray cabinet not exceed the 95” wide, 51” deep, 87” tall dimensions?
Government Answer:
The X-ray cabinet must not exceed the 95” wide, 51” deep, 87” tall dimensions, as these dimensions are defined by the space allotted for the X-ray cabinet.
3. What parameters are expected for the source to maintain for 60 hours?
Government Answer:
The X-ray beam must be stable over long periods of scanning. As such, the X-ray cabinet must be able to do at least a 60-hour continuous computerized tomography (CT) scan.
4. Must the X-ray cabinet have a focal spot size of 3 µm or less at up to 7 W?
Government Answer:
The focal spot size of 3 µm or less at up to 7 W is a requirement for this procurement, as higher wattage or focal spot size would create issues for the anticipated testing.
5. Must the X-ray cabinet have the ability to select and change targets without opening the x-ray tube (with target options of molybdenum, tungsten, silver, and copper)?
Government Answer:
Section 13.e.iii of the specification has been updated to allow additional options of meeting the requirement. The multiple material option is still prefered over digital filters due to the potential of losing data when filters are applied.
6. What does the “unlimited life cycle” requirement mean?
Government Answer:
The intent of the unlimited life cycle requirement (as seen on page 7 of the Solicitation in Section C) is to have an open source tube. The government desires to be able to use its own personnel to replace consumables like O-rings and filaments, without having to contract for the replacement of the entire x-ray tube every time there is a minor issue of maintenance.
7. Is it acceptable to respond to the solicitation via email and what is the submission date for responses?
Government Answer:
The due date for submission of proposals has been updated to September 7th, 2020, however offerors may submit proposals any time before that. Responses to the solicitation may be submitted via email to the email addresses listed in the solicitation (the preferred point of contact email is luke.s.kelley@navy.mil).
8. Is this procurement ITAR restricted?
Government Answer:
At this time, this procurement is not anticipated to be ITAR restricted.
9. Is this a 6 axis system with tube to detector magnification? Per the original solicitation it was 4 or 5 axis.
Government Answer:
The following axis information found at 13.g.vi of the specification is the minimum requirement:
vi. Axes travel must be at least:
0. 17” in X direction (front wall, window, to back wall)
0. 28.5” in Y direction (between detector and tube)
0. 13” in Z direction (floor to ceiling)
0. 30° in tilt (both positive and negative)
0. 360° in rotation Range of movement beyond those listed above is welcome, but not required.
10. Is there any anticipation of growing the part envelope size above the 12”x12” envelope?
Government Answer:
The 12”x12” envelope is the minimum requirement, as seen in following portions of the specification:
Section 13.f.vi of the specification states that the X-ray machine mut be capable of scanning “at least 16x16 inch panel dimensions, 12-inch diameter cylindrical CT envelope”.
Section 14 of the specification also states that the “CT collection must be capable of producing a CT scan of an item at least 12” diameter x 12” length”.
11. Is there a preference between reflection and transmission sources?
Government Answer:
A reflection source is preferred unless the manufacturer can provide information related to why a transmission source is recommended for use in their particular system.
