Section A - Solicitation/Contract Form

QUESTIONS AND ANSWERS

1. Question: What is the desired monthly and annual delivery rate Yr. 1 - 5 and what is the minimum annual requirement?

Answer: The minimum monthly delivery rate is 5 per month. There is no minimum annual requirement.

2. Question: How many units are currently in the field?

Answer: 6

3. Question: What is the typical monthly/annual rate for teardown and evaluation?

Answer: 6 annually

4. Question: Please provide the three most common failure modes.

Answer: 1) Amp fails to operate after being in storage 2) Tube gone bad 3) Power supply gone bad

5. Question: Must the design meet all of the requirements of the outline drawing No. 1611AS12205 Rev. C or can an alternative mechanical configuration be proposed?

Answer: Yes, mechanical configuration is imperative unless smaller footprint is being proposed.

6. Question: Rather than hard copy submission could we submit electronically via DoD safe.

Answer: Yes. Section L has been updated accordingly.

7. Question: Responses to the first round of questions may generate additional questions and so will a second round of questions be permitted and if so, what is the due date?

Answer: Yes. Section L has been updated accordingly.

8. Question: Will the due date for proposals be extended in order to address the responses to questions?

Answer: Yes, the due date for proposals is extended to 26 OCT 2020.

9. Question: 1611AS12205 Rev A para. 3.3.17 Fault Protection: Is it permissible for the MPM to enter a permanent fault state if certain damaging fault conditions are continuously present each time the MPM attempts to restart after a fault? (Manual reset would be required to continue. Fault override function would still apply) Answer: Some applications we would require fault override function and Gov’t assume the risk of fault.

10. Question: 1611AS12205 Rev A para. 3.7.2 First Article Tests, 3.7.2.5 First Article Reliability Test - Is it necessary to perform both environmental testing and reliability testing on the same First Article Unit? Harsh environmental testing could impact reliability.

Answer: Yes, reliability tests would be run on the same first article sample that has gone through environmental testing.

11. Question: 1611AS12205 Rev A para. 4.2.3 Operating Conditions - Since RF output connector J2006 is WR-28 waveguide, a 50 ohm load would be difficult to achieve. We assume this is not intended to be a mismatched load requirement. Would a WR-28 waveguide load be acceptable?

Answer: WR-28 waveguide load is acceptable.

QUESTIONS AND ANSWERS

1. Question: In response to a previous question the minimum monthly delivery rate is 5 per month. This would suggest a total of 60 units per year however the solicitation lists a maximum quantity over the 5 year period of only 125 units (average of 25/year). Please can you explain this discrepancy and confirm the total requirements as this will significantly impact the pricing?

Answer: The Government’s response to Question 1 regarding desired delivery rate was inadvertently inaccurate. In accordance with FAR Clause 52.211-8, the Government’s minimum required delivery rate for CLIN 0002 is 3 units per month to commence within 300 days after issuance of delivery order, or upon completion of prior delivery order. The rate of delivery has no impact on the maximum number of units the Government plans to order over the 5 year period, which remains 125 for CLIN 0002.

1. Question: For first article test, is it expected that this price would include any non-recurring engineering costs necessary to meet the updated specifications?

Answer: Yes.

1. Question: If any non-recurring engineering costs are allowed is there any method for making payments against these costs or would it be paid upon completion of first article testing?

Answer: FAR Clause 52.232-16 is included in the solicitation, so offerors may propose Progress Payments. Otherwise, the price of the First Article would be paid upon completion of testing.

1. Question: Are you able to provide any details of the system that this device will be used in?

Answer: All pertinent information is included in the SOW. Vendors are encouraged to carefully read the SOW.

1. Question: Will the due date for proposals be extended in order to address the responses to questions? We would request at least an additional 14 days.

Answer: Yes, the due date for proposals is extended to 10 NOV 2020.

QUESTIONS AND ANSWERS 3

Questions and Answers

1. Question: Ref. 3.7.2.2 As CS101, as well as CS114 (curve 5) through CS118 are new requirements for this program, would it be acceptable to add external filter circuits to an MPM that would otherwise meet the specified requirements in this solicitation? The outline of the MPM would meet the outline drawing in the RFP. The filters would likely take the form of a connectorized pigtail that would be placed between the MPM and the aircrafts wiring harness, other form factors could be discussed as well.

Answer: This is an acceptable approach to meet specified requirements.

2. Question: Table 3.7.4 Acceptance Test Requirements refers to paragraphs 3.6.3.1, 3.6.3.2.1, and

3.6.3.2.2. These paragraphs do not exist in specification 1611AS12205 Rev. A. Please state what this table actually is meant to refer to? A reproduction of the table is below.

Answer: Updated Table is uploaded and attached.
