1 SCOPE

1.1 Scope. Provide rental and service for stand-alone unisex portable toilets and hand wash stations with surge capability on Naval Air Warfare Center Weapons Division (NAWCWD) China

Lake Ranges. In addition, provide service, maintenance, and repair for the Range’s fleet of executive restroom trailers.

2 APPLICABLE DOCUMENTS

None applicable.

3 WORK ELEMENTS

3.1 Unisex Portable Toilets. The Contractor shall provide stand-alone unisex portable toilets that meet the following criteria, at a minimum, but not limited to:

a. Shall not be more than 10 years old

b. Shall contain hand sanitizer

c. Shall contain sanitary seat covers

d. Shall contain toilet paper

e. Shall be staked to the ground when deployed due to the possibility of high winds; the stakes shall go no deeper than eighteen inches into the ground

3.2 Hand Wash Stations. The Contractor shall provide hand wash stations that meet the following criteria, at a minimum, but not limited to:

a. Shall not be more than 10 years old

b. Shall contain hand soap

c. Shall contain paper towels

d. Shall be staked to the ground when deployed due to the possibility of high winds; the stakes shall go no deeper than eighteen inches into the ground

3.3 Service. The Contractor shall clean and restock unisex portable toilet units and hand wash stations on a weekly or bi-weekly basis (as defined in Sections 3.6.2 and 3.6.3).

3.4 Maintenance. The Contractor shall repair or replace any damaged or malfunctioning unisex portable toilet units and hand wash stations.

3.5 Change in Total Quantities. If a change in the total quantity of on hand unisex portable toilets or hand wash stations is required, the Government shall provide a 30 day written notice of the change.

3.6 Locations. The China Lake Ranges have unisex portable toilets and hand-wash stations deployed in locations on both the North Range and the South Range. Access to some locations require a 4x4 vehicle as indicated in Figure 1 and Figure 2.

3.6.1 Spares Pools. Both the North and South Range have a “Spares Pool”, which will be used to store extra unisex portable toilets and hand-wash stations that will be deployed throughout the

Range on an as-needed basis by Range personnel. When the units are located in the Spares Pool, or at a location regularly serviced, they should be serviced and maintained as usual. If the units are deployed to a location that is not regularly serviced, they do not need to be serviced until they return to the Spares Pool.

3.6.2 North Range Locations. The North Range currently has 22 unisex portable toilets and 2 hand wash stations deployed in the following fixed locations (see Figure 1):

a. Two (2) toilets at UAV Site – weekly service

b. One (1) toilets at J75 Site – weekly service

c. One (1) toilets at STAR Site – weekly service

d. One (1) toilets at Stormville/Sam’s Town – weekly service

e. One (1) toilets at Airport Lake (East end) – weekly service

f. One (1) toilets at FAE/X3 Target area (Road Crossing) – weekly service

g. One (1) toilets at DZ North – weekly service

h. One (1) toilets at Midas East – weekly service

i. One (1) toilets at ALAST Site/Lower Mountain Springs Road – weekly service

j. Three (3) toilets at G6 – weekly service

k. Two (2) toilets at J60/J62 – weekly service

l. One (1) toilets at Top of Mountain Springs Road gate – weekly service

m. One (1) toilets at Coal’s Spring – weekly service

n. Two (2) toilets at G2 (BQM) – weekly service

3.6.3 South Range Locations. The South Range currently has 18 unisex portable toilets and 2 hand wash stations deployed in the following fixed locations (see Figure 2):

a. One (1) toilets at Tower 9 (J29) – weekly service

b. Two (2) toilets at South Tower (J17, J25) – weekly service

c. Two (2) toilets at UAV– weekly service

d. One (1) toilets at North West Site – weekly service

e. One (1) toilets at Y-Site – weekly service

f. Two (2) toilets at Slate Range Facility – weekly service

g. One (1) toilets at Sea Site 1 – weekly service

h. One (1) toilets at AC Shop (Central Site) – weekly service

i. One (1) toilets at Bear Site (H08) – weekly service

j. Six (6) toilets and two (2) hand wash stations at Bunker Site (Spares Pool) – weekly service

3.6.4 Relocation. The Contractor shall relocate the unisex portable toilets and hand wash stations as verbally requested by the Government. The Government shall give at least 48 hours notice for relocations.

3.7 Executive Restroom Trailers. The Contractor shall maintain and repair the eleven (11)

China Lake Ranges executive restroom trailers (shown in Figure 3).

3.7.1 Sustainment. The Contractor shall sustain the executive restroom trailers in operational status.

3.7.2 Service. The Contractor shall provide semi-monthly and overall annual maintenance service for the executive restroom trailers.

3.7.2.1 Semi-Monthly Service. The Contractor shall provide semi-monthly service to include, but not be limited to the following:

a. Pump the 400-gallon black tank on each trailer. Typically, tanks are 1/3 full, but can be closer to the 400-gallon capacity during periodic events.

b. Fill the 100-gallon fresh water tanks. Typically, tanks are more than half full, but can be closer to empty during periodic events.

c. Inspect and clean the sink drain water bilge pump strainer located in the utility space.

Replace units if damaged or broken.

d. Check, adjust, and/or repair stairs, jacks, doors and locks.

e. Add deodorizer to the black tank.

3.7.2.2 Annual System Service. The Contractor shall perform an end-to-end inspection and repair to include, but not be limited to the following:

1. Pump the black water tank.

2. Turn off the fresh water pump and empty the fresh water holding tank into the black water tank.

3. Mix RV fresh water tank cleaner with 5 gallons of water, and pour into the empty fresh water tank.

4. Turn the water pump on. Run water in both sinks until the tank cleaner runs through the system completely. Turn off the pump when the tank is empty.

5. Ensure that the sink bilge pump is working correctly (i.e., not running out the overflow) and that the urinal is draining. Clean the p-trap and service the bilge pump as needed.

6. Fill the fresh water tank, and turn back on the water pump. Run 5 gallons of water through each sink.

7. Turn off the water pump and drain the fresh water tank into the black tank.

8. Pump the black tank.

9. Refill the fresh water tank and turn back on the water pump.

10. Check, adjust, and/or repair the following items to include, but not be limited to, stairs, jacks, air conditioning units, locks, tires, wheels, and doors.

3.7.3 Location. The China Lake Ranges have executive restroom trailers deployed in locations on both the North Range and the South Range. Access to some locations require a 4x4 vehicle

(refer to the call outs in Figure 1 and Figure 2).

3.7.3.1 North Range Locations. The North Range has executive restroom trailers currently deployed in the following locations (see Figure 1):

a. One (1) UAV (G-32) – weekly service

b. Two (2) JCIF (82477, 82448) – weekly service

c. One (1) Bunker Site (ER#487) – weekly service

d. Two (2) at SWEF/Ground Ops (777152, 777131) – twice weekly service

3.7.3.2 South Range Locations. The South Range has executive restroom trailers currently deployed in the following locations (see Figure 2):

a. One (1) Bear East (J-18) (ER#485) (Spare) – weekly service

b. One (1) Black Mountain (MOM) (ER#486) – weekly service

c. One (1) TSPI (J31) (ER#482) – weekly service

d. One (1) Land Site 4 (CO4) (ER#483) – weekly service

e. One (1) Bear Site (H08) (ER#484) – weekly service

3.8 Range Scheduling, Access, and Escorts. All Contractor personnel accessing the Range shall be United States Citizens and have a valid driver’s license.

Prior to accessing the Range for the first time, Contractor personnel shall attend a CLR Range

Safety brief, and a Range Security brief. The Range Safety brief is generally offered the first

Wednesday of each month. Arrangements for attending briefings shall be made by contacting one of the following points of contact (POCs):

Upon completion of training, the Contractor will be issued an area access badge with an escorted

“R” (denoted in red). Range access shall be controlled and badging shall be returned to the technical point of contact (TPOC) within 30 days when no longer in use (employee turnover or end of contract). The Contractor shall have a Government escort at all times while on the Range.

3.8.2 North Range. The units are located on ordnance test ranges where there is a possibility of being shut out up to 25% of the time due to the testing schedule. The Contractor shall coordinate their work schedule with their escort or POC.

The North Range is only available from 0730-1730 Monday through Thursday and 0730-1630 on working Fridays.

3.8.3 South Range. South Range uses a bi-weekly flex work schedule. Work at the South Range consists of four, 10-hour days per week. Operational work days’ alternate weekly, Monday through

Thursday the first week and Tuesday through Friday the second week. Scheduled work hours are from 0630 to 1630 per workday. The Contractor shall coordinate their work schedule with their with their escort or POC. Range test operations requiring a range closure or personnel evacuation from the work site will have a notification of a week or more. Range test schedules are subject to change. Limited special arrangements for weekend or after hour work can be made (Flex Mondays, Flex Fridays, Saturdays, and Sundays) with South Range staff. Each request will be determined on a case-by-case basis as the Range test operations schedule allows.

3.8.3.1 Exclusions. Persons wearing pacemakers or other electronic health devices must understand that there is a risk to the operation of these medical devices due to high electromagnetic fields. If the Contractor chooses to allow personnel with electronic devices to work on projects on the South Range, the Contractor shall certify, in writing, to the Contracting Officer acceptance of this risk.

Possession of cellular phones, unauthorized land mobile radios, and photography equipment is prohibited on the South Range. If in possession of any of these devices, the Contractor is to leave them at the Christmas Canyon Gate Guard Shack prior to entry onto the Range.

3.9 Monthly Report. Contractor shall provide a monthly status and financial report to the

TPOC. The report shall contain details such as the type of service performed and if any remediation was done. In addition, the report shall contain a schedule of when each toilet is to be serviced.

Reports are due no later than 5 days after the end of the month. (CDRL A001)

4 DOCUMENTATION

4.1 Deliverables. A monthly report to include, but not limited to:

a. Total Costs

b. Total Units

c. Costs/consumable parts issued and/or replenished

d. Repair by unit and parts repaired

e. Issues/concerns

f. Report by Government Furnished Equipment (GFE) identification number

The Contractor shall provide a sample monthly report at the beginning of the contract period for

Government approval.

5 SPECIAL CONSIDERATIONS

5.1 Security Classification.

5.1.1 Citizenship and Identification. Each worker shall be a United States Citizen and is required to have a photo ID and Naval Air Warfare Center Weapons Division (NAWCWD) visitor’s pass.

5.1.2 Photography. Photography is not allowed, except by an authorized NAWCWD Ranges representative.

5.1.3 Range Access. The Contractor shall only have access to those areas necessary to complete the deliveries unless those areas are temporally restricted due to Range Testing. The Contractor shall only access the roads indicated on the map(s).

5.1.4 Classified Material. The Contractor shall not have access to classified material.

5.2 Safety. All work will be done in accordance with NAWCWD safety regulations and the

Down Range Access for Land Range Areas R-2505 and R-2524 Standard Operating Procedure.

The Contractor shall abide by all applicable safety and security regulations and directives of the

Department of the Navy and Occupational Safety and Health Administration (OSHA).

5.3 Mission Schedule. Range missions may limit access to the range.

6 GOVERNMENT-PROVIDED PORTABLE TOILETS

China Lake Ranges will provide eleven (11) executive restroom trailers.

a. UAV (G-32)

b. JCIF (82477 East side, 82448 West side)

c. Bunker Site (ER#487) (temporarily at building 20195 until Feb.28,2020)

d. 2 at SWEF (777152, 777131)

e. Bear East (J-18) (ER#485) - Spare

6.1 Off-Site Repairs. Repairs of Government-provided portable toilets shall be made on-site. If the repairs cannot be made on-site, and the Government-provided portable toilets have to be taken off site for repair, the Contractor shall receive approval in writing from the Technical Point of

Contact prior to removal. The Government-provided portable toilets shall be treated as

Government-furnished property and the repairs will be purchased under a repair Contract Line

Item Number (CLIN).
