1 SCOPE

1.1 Scope. The Contractor shall provide the rental and service of forty-five (45) stand-alone unisex portable toilets to be placed at locations designated by the Government on Naval Air Warfare Center Weapons Division (NAWCWD) China Lake Ranges. On average, 40 units will be in service at a time, with the additional units kept in reserve to be deployed as needed.

In addition, the Contractor shall sustain nine (9) executive restroom trailers.

2 APPLICABLE DOCUMENTS

2.1 Range Maps. The Government shall provide maps of the North Range and the South Range with current toilet locations marked.

3 WORK ELEMENTS

3.1 Unisex Portable Toilets. The Contractor shall provide stand-alone unisex portable toilets that meet the following criteria:

a. Shall not be more than 10 years’ old

b. Shall contain hand sanitizer

c. Shall contain sanitary seat covers

d. Shall contain toilet paper

e. Shall be provided with weekly service

f. Shall be staked to the ground when deployed due to the possibility of high winds; the stakes shall go no deeper than eighteen inches into the ground

3.1.1 Weekly Service. The Contractor shall clean and restock unisex portable toilet units on a weekly basis.

3.1.2 Maintenance. The Contractor shall replace any damaged or malfunctioning unisex portable toilet units.

3.1.3 Location. The China Lake Ranges have unisex portable toilets deployed in locations on both the North Range and the South Range. Access to some locations require a 4x4 vehicle (refer to the call outs in Figure 1 and Figure 2).

3.1.3.1 North Range Locations. The North Range currently has 19 unisex portable toilets deployed in the following locations (see Figure 1):

a. 2 at UAV

b. 1 at J75

c. 1 at STAR Site

d. 1 at Stormville/Sam’s Town

e. 1 at East End of Airport Lake

f. 1 at FAE/X3 Road Crossing

g. 1 at DZ North

h. 1 at Midus East

i. 1 at ALAST Site/Lower Mountain Springs Road

j. 3 at G6

k. 2 at J60/J62

l. 1 at Top of Mountain Springs Road

m. 1 at Coal’s Spring

3.1.3.2 South Range Locations. The South Range currently has 18 unisex portable toilets deployed in the following locations (see Figure 2):

a. 1 at Tower 9 (J29)

b. 2 at South Tower (J17, J25)

c. 2 at UAV

d. 1 at North West Site

e. 1 at Y-Site

f. 2 at Slate Range Facility

g. 1 at Sea Site 1

h. 1 at AC Shop (Central Site)

i. 1 at Bear Site (H08)

j. 6 at Bunker Site

The 6 units stored at Bunker site are not in use, and should be kept empty. These units are staged for immediate movement to meet mission requirements.

3.1.3.3 Relocation. The Contractor shall relocate the unisex portable toilets as required.

Relocation must be coordinated through China Lake Ranges Ground Operations, 939- 9077.

3.2 Executive Restroom Trailers. The Contractor shall maintain the nine (9) China Lake Ranges executive restroom trailers (shown in Figure 3).

3.2.1 Sustainment. The Contractor shall sustain the executive restroom trailers in a “ready for issue” status.

3.2.2 Service. The Contractor shall provide semi-monthly and annual maintenance service for the executive restroom trailers.

3.2.2.1 Semi-Monthly Service. The Contractor shall provide semi-monthly service to include the following:

a. Pump the 400-gallon black tank on each trailer. Typically, tanks are 1/3 full, but can be closer to the 400-gallon capacity during periodic events.

b. Fill the 100-gallon fresh water tanks. Typically, tanks are more than half full, but can be closer to empty during periodic events.

c. Inspect and clean the sink drain water bilge pump strainer located in the utility space.

Replace units as required.

d. Check, and adjust as necessary, the stairs, jacks, and doors as required.

e. Add deodorizer to the black tank.

3.2.2.2 Annual System Service. The Contractor shall perform the following tasks on each executive restroom trailer once a year:

1. Pump the black water tank.

2. Turn off the fresh water pump and empty the fresh water holding tank into the black water tank.

3. Mix RV fresh water tank cleaner with 5 gallons of water, and pour into the empty fresh water tank.

4. Turn the water pump on. Run water in both sinks until the tank cleaner runs through the system completely. Turn off the pump when the tank is empty.

5. Ensure that the sink bilge pump is working correctly (i.e., not running out the overflow) and that the urinal is draining. Clean the p-trap and service the bilge pump as needed.

6. Fill the fresh water tank, and turn back on the water pump. Run 5 gallons of water through each sink.

7. Turn off the water pump and drain the fresh water tank into the black tank.

8. Pump the black tank.

9. Refill the fresh water tank and turn back on the water pump.

3.2.3 Location. The China Lake Ranges have executive restroom trailers deployed in locations on both the North Range and the South Range. Access to some locations require a 4x4 vehicle (refer to the call outs in Figure 1 and Figure 2).

3.2.3.1 North Range Locations. The North Range has executive restroom trailers currently deployed in the following locations (see Figure 1):

a. UAV (G-32)

b. JCIF (2 need #s)

3.2.3.2 South Range Locations. The South Range has executive restroom trailers currently deployed in the following locations (see Figure 2):

a. Bear East (J-18) (ER#485)

b. Black Mountain (MOM) (ER#486)

c. TSPI (J31) (ER#482)

d. Land Site 4 (CO4) (ER#483)

e. Bear Site (H08) (ER#484)

f. Bunker Site (ER#487)

3.3 Range Scheduling and Access. All drivers must be U.S. Citizens and have a valid driver’s license.

3.3.1 North Range. The portable toilets are located on ordnance test ranges where there is a possibility of being shut out up to 25% of the time due to the testing schedule. The Contractor will have the ability to call Thursday of the prior week to obtain a tentative North Range schedule for the following week. The tentative schedule is subject to change without prior notice.

The North Range is only available from 0730-1730 Monday through Thursday and 0730-1630 on working Fridays.

Range Training will be required prior to accessing the range. The point of contact (POC) for training is Harley Williams, (760) 793-4059.

3.3.2 South Range. South Range uses a bi-weekly flex work schedule. Work at the South Range consists of 4, 10 hour days per week. Operational work days’ alternate weekly, Monday through Thursday the first week and Tuesday through Friday the second week. Scheduled work hours are from 0630 to 1630 per work day. The Contractor is required to coordinate their work schedule with their range POC. Range test operations requiring a range closure or personnel evacuation from the work site will have a notification of a week or more.

Range test schedules are subject to change and should be monitored daily. Limited special arrangements for weekend or after hour work can be made (Flex Mondays, Flex Fridays, Saturdays, and Sundays) with South Range staff. Each request will be determined on a case-by-case basis as the range test operations schedule allows.

Range Training will be required prior to accessing the range. The POC for training is Tom Dorfmeister, (760) 428-4454.

3.3.2.1 Escorts. Portions of the South Range require continuous properly cleared escorts for Contractor personnel. The Contractor will be provided 7 calendar days’ notice for all work in areas indicated as requiring a continuous escort.

During the initial delivery and setup of the restrooms, a government escort will be provided. An escort will also be provided for the first five service visits, or until the government escort is comfortable with the service provider’s knowledge of the routes, radio procedures, and safety protocols.

3.3.2.2 Exclusions. Persons wearing pacemakers or other electronic health devices must understand that there is a risk to the operation of these medical devices due to high electromagnetic fields. If the Contractor chooses to allow personnel with electronic devices to work on projects on the South Range, the Contractor shall certify, in writing, to the Contracting Officer acceptance of this risk.

Possession of cellular phones, unauthorized land mobile radios, and photography equipment is prohibited on the South Range. If in possession of any of these devices, the Contractor is to leave them at the Christmas Canyon Gate Guard Shack prior to entry onto the Range.

3.4 Configuration Management (CM). Contractor will maintain CM as required for this effort.

3.5 Data Management (DM). Not applicable.

3.6 Monthly Report. Contractor shall provide a monthly status and financial report. The report shall contain details such as the type of service performed and if any remediation was done.

Report is due no later than 5 days after the end of the month.

3.7 J-TECH Description. Annex 4 (Naval Air Warfare Center Weapons Division) Performance Work Statement (PWS) for Joint Range Technical Services II FA8240-18-C-7218 and Annex 4 (Naval Air Warfare Center Weapons Division) Technical Description Document (TDD)-17 for Joint Range Technical Services II. 3.7.1 Functional Description. Establish, maintain and operate a formal logistics system. This service applies to radar, telemetry, optical, flight termination, global satellite positioning system spare parts and upgrades, upgraded parts and equipment to audio and communications systems, electro/mechanical equipment, computers and repair parts, targets, foreign military equipment/parts, and maintenance services.

3.8 Additional Requirements. Not Applicable.

5 SPECIAL CONSIDERATIONS

5.1 Security Classification.

5.1.1 Citizenship and Identification. Each worker shall be a United States Citizen and is required to have a photo ID and Naval Air Warfare Center Weapons Division (NAWCWD) visitor’s pass.

5.1.2 Photography. Photographing is not allowed, except by an authorized NAWCWD Ranges representative.

5.1.3 Range Access. The Contractor shall only have access to those areas necessary to complete the deliveries unless those areas are temporally restricted due to Range Testing.

5.1.4 Security Clearances. All Contractors shall obtain a secret level clearance.

5.1.5 Classified Material. The Contractor shall not have access to classified material.

5.2 Safety. All work will be done in accordance with NAWCWD safety regulations and Standard Operating Procedures (SOPs) for these facilities and the type of work being performed. The Contractor shall abide by all applicable safety and security regulations and directives of the Department of the Navy and Occupational Safety and Health Administration (OSHA).

5.3 Mission Schedule.

5.3.1 Range Access. Range missions may limit access to the range.
