SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been modified:
INDUSTRY Q&A
Duplicate questions are consolidated and questions are edited for brevity
Amendment 0002
1. Will the Government provide the Statement of Work (SOW)?
a. Government Response: The SOW is incorporated into Section C of Amendment 0001.
2. Will the Government consider extending the Request for Proposal (RFP) response due date to at least 30 days after the SOW information is released, which would provide the standard response window typically allotted to RFPs of this nature?
a. Government Response: The RFP is extended as indicated.
3. Will the Government provide Annex A Contract Data Requirements List referenced in Section J?
a. Government Response: The attachments are uploaded on the Federal Business Opportunities (FBO) site under packages and require secure access.
4. Will a cost proposal be required?
a. Government Response: No. Section L states that no price/cost volume is requested. Price and cost will be evaluated at the individual order level.
5. Will a Small Business Plan be required?
a. Government Response: Yes. Please see Section I 52.219-9 (Dev) Small Business Subcontracting Plan (Deviation 2018-O0018)
6. Will a Sample Task Order be provided or required?
a. Government Response: No sample task order will be provided or required.
7. Is there a DD254 that accompanies this solicitation?
a. Government Response: Yes. Please see Section J Attachment 1.
8. Will a Past Performance Information Form be provided?
a. Government Response: Yes. Please see Section J Attachment 2.
9. The previous contract was a Small Business Set-Aside. What changed in the original contract scope that resulted in the follow-on contract being solicited as a Full and Open Competition?
a. Government Response: Based on updated Market Research, the change was made in order to ensure continued competition and achieve the best value.
10. Will the Government clarify if the contract ceiling at award will be for each individual award or is it a shared ceiling?
a. Government Response: The contract ceiling will be a shared ceiling across all awards.
11. It appears the table in Section B is incomplete. Can you please provide the maximum quantity and maximum amount?
a. Government Response: Maximum quantity is 1 Lot and the maximum amount is indicated in Section L at approximately $40M.
12. Past Performance Relevancy “Magnitude” has a requirement for a Minimum contract total value $30M and/or minimum annual contract value $10M. Is this meant to discourage Small Businesses from submitting bids?
a. Government Response: Small business participation is always encouraged. To better estimate the magnitude amount the minimum contract value is adjusted to a total $30M or $5M annually. This is more in line proportionally with the previous contract which has a total of $40M or $8M annually.
13. Will the Government confirm that the “best value” using the “trade-off method” includes price/cost?
a. Government Response: The evaluation method is a trade-off evaluation as described in Section M. Section L states that no price/cost volume is requested. Price and cost will be evaluated at the individual order level.
14. Will the Government confirm that Organizational Conflicts of Interest (OCI) clauses are applicable to this contract?
a. Government Response: The OCI clauses will be applicable and any mitigation must be addressed prior to award.
15. The Clause 52.215-17 Waiver of Facilities Capital Cost of Money OCT 1997 is in the solicitation. If a contractor proposes FCCM, will clause 52.215-16 be substituted instead of FAR clause 52.215-17 upon award?
a. Government Response: 52.215-17 has been replaced with 52.215-16. If 52.215-16 is not applicable, then it will be substituted with 52.215-17.
16. Does the Government plan to extend the question period deadline for the RFP solicitation by at least 10 days upon release of RFP Amendment?
a. Government Response: The Q&A period is extended as indicated in this amendment description.
17. In Section L the volume requirements table has an asterisk and no footnote.
a. Government Response: Erroneous asterisk removed.
18. DFARS 252.219-7003 & FAR 52.219-9 are included in the RFP; does the Government intend to negotiate a Small Business Subcontracting Plan with large businesses after submittal of the proposal and prior to contract award?
a. Government Response: Yes. A Small Business Subcontracting Plan is required.
19. The solicitation defines a Principal Subcontractor as a sub. who provides at least 20% of the proposed total price/cost … or provides one or more Key Personnel. If there are no Key Personnel requirements or cost proposals required, does the Government intend for this this paragraph to be deleted?
a. Government Response: Cost/price in this sense refers to subcontracting goals based on the estimated ceiling and limited to the context of a subcontracting plan. Key personnel may be required for some orders although there are no specific requirements at the basic. Best estimates should be used based on the Performance Work Statement.
20. Will the Government provide the methodology for evaluating small business utilization?
a. Government Response: Review of the subcontracting plan will be in accordance with FAR 19.7, 52.219-9, DFARS 219.7, 252.219-7003 AND NMCARS 5219.704 AND 5219.705
21. We already have completed CPARs for relevant Past Performance contracts, but these CPARs are not in the same format as Attachment 3. Do we still need to have the sponsor complete Attachment 3?
a. Government Response: Yes. Attachment 3 is required.
22. Is it the Government's intent that offerors submit both a Narrative and PPIF for each past performance referenced in the narrative, or does the Government only require a PPIF to be submitted for each past performance citation submitted and in total not to exceed 15 pages using only the PPIFs?"
a. Government Response: The Government requires a narrative in the PPIF under “Contract Effort Description”.
23. If the PPIF forms are included towards page count, are we allowed to modify the “Content Effort Description” block to add additional content? The current .pdf does not allow for adding information beyond a few lines at the bottom of Page 1.
a. Government Response: These documents are intended to be reviewed electronically. If more content is required than can fit in the block, up to a 1 page attachment is allowed as now indicated in Section L.
24. If a subcontractor is not a principal subcontractor, are they allowed to submit a PPIR? If so what is the limit?
a. Government Response: Section L is revised to indicate the two forms are allowed for other subcontractors.
25. Would the Government clarify whether a hard copy or electronic submission is required?
a. Government Response: References to hard copies are removed. Only electronic copies are required.
26. Shall each volume of the proposal be delivered on separate CD-ROMs, or should all volumes be delivered on a single CD-ROM?
a. Government Response: Only an email submission will be required.
27. Would the Government kindly confirm that a risk assessment and mitigation strategy, cost and schedule management methodologies and any appropriate resources for the contract PWS are required content in both Element 1: Management Approach and Mission Accomplishment Capability and Element 2: Technical Approach and Capabilities of the Technical Volume?
a. Government Response: The subject requirements apply to both the Management and Technical Elements.
28. What is the NAICS code for this solicitation?
a. Government Response: NAICS is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).
29. RFP Section L, 3.0 PROPOSAL CONTENT AND VOLUMES, the table showing Page Limits has only 5 pages for the Executive Summary. As items iv. Signed Reps and Certs and vii. Written Consent from Principal Subcontractors could exceed the 5-page limit by themselves or together, are these two items excluded from the 5-page limit?"
a. Government Response: Due to page limitations, items iii, iv, and vii may be provided as Annex 2
30. Section L Volume 1: Executive Summary - the Table under item ii. states "% of Total Proposed Price." If cost is not being proposed should this be deleted?
a. Government Response: The table is changed to % Total of Estimated Ceiling.
31. Section L of the RFP has clause 52.215-20 - as no cost/pricing data is being requested, should this be deleted from this Section?
a. Government Response: The clause is included for the applicability to the subsequent priced orders which exceed the certified cost and pricing data thresholds.
32. The RFP states all written proposals must be formatted in Times New Roman 12-pt font; however, the PPIF is in Calibri 11-pt font. Please confirm that we can use the default font of Calibri 11-pt font on the form.
a. Government Response: Section J attachments will be accepted in their original formats as the Government supplied them.
33. If in Volume 1 Item v., it is affirmed that there are no exceptions, deviations or waivers, please confirm Volume 4 is not required.
a. Government Response: Section L has been revised to clarify the following: “As indicated in Volume 1: Executive Summary, the proposal shall include an affirmation of no Exceptions, Deviations, or Waivers if Volume 4 is not being submitted as part of the proposal. If the affirmation is included, then Volume 4 is not required.”

The Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The Offeror is advised that the Government may incorporate any portions of the Offeror’s proposal into the resulting contract.
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization shall be emphasized during proposal preparation. Statements that the prospective Offeror understands, can comply with, or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may result in assessing weaknesses and/or deficiencies.
The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor or element clearly may be considered a deficiency. Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.
The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may result in the assessment of a deficiency to the proposal.
Throughout these instructions, a “principal subcontractor” is defined as a subcontractor who is anticipated to provide at least 20% of the costs for the contract or anticipates providing one or more Key Personnel during the performance period. “JV Team member” is defined as one of the entities that make up a joint venture (JV) formed for the purpose of responding to this solicitation.

The Offeror shall demonstrate, in the context of the Performance Work Statement requirements, its capability to plan, organize, and direct/control performance at the Prime and Subcontract level to assure compliance with requirements of multiple delivery orders that require concurrent effort (for purposes of this section of the proposal, assume that 3-5 delivery orders similar in delivery, size, scope, and complexity will be concurrently performed). This description shall clearly demonstrate how the company’s management efforts will enable fulfillment of performance, cost, and schedule goals.
The offeror shall provide a narrative description of its management experience on projects with scientific and technical efforts similar to those required in the Performance Work Statement. This description shall clearly demonstrate the how the company’s management efforts resulted in its ability to meet instrument performance, cost, and schedule goals on projects of similar, or as similar as possible, size and complexity.

Additionally, the Offeror shall provide one electronic copy of the Performance Work Statement/Statement of Work for each contract reference as Annex 1 to this Past Performance Volume.
The primary source of past performance information will be PPIRS. If a Contractor Performance Assessment Report (CPAR) exists for multiple years for the same contract/order, all periods of performance within the recency period specified above, for that contract/order, will be used for evaluation. In the event a CPAR does not exist for a past performance reference, the Offeror shall submit a Contractor Performance Assessment Questionnaire (CPAQ), Attachment 3, to the Program Manager who is the Assessing Official. The Offeror shall include instructions for the Program Manager to send completed questionnaires within two weeks of its receipt via email to Contracting Officer, Agapito Santana at agapito.santana@navy.mil and Contract Specialist Christopher Purvis at christopher.a.purvis@navy.mil thereby allowing the customer approximately two weeks to complete their response.
