SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 06-Oct-2020 10:00 AM to 05-Nov-2020 10:00 AM.
The following have been modified:
N68936-18-R-0051, ALQ167 / ULQ24-C RFP Questions and Answers
Q.1. Will the Government provide a digital indentured Bill of Materials (BOM) as part of this Solicitation?
A.1. ATSO will NOT provide a digital indentured BOM.
Q.2. Request the 52.232-16 Alt I Progress Payments (Apr 2012) – Alternate I MAR 2000, as referenced in Section I, be replaced with FAR Clause 52.232-16 PROGRESS PAYMENTS (MAR 2020) (DEVIATION 2020-O0010) in response to the Coronavirus Disease (COVID 19). Per this Class Deviation, the Progress Payment rates at DFARS 232.501-1 are increased to 90% for large business concerns and 95% for small business concerns.
A.2. See change in Section I of the solicitation.
Q.3. Request that SF-33, Block 9 and solicitation Section L, 4.0 be revised to make Proposal Submission an electronic submission, via email or via DoD Safe, due to the uncertain and extended delivery times from shipping companies, including USPS, Fed Ex and UPS, as being experienced in direct response to COVID 19.
A.3. Change was made via solicitation amendment 0001.
Q.4. (a) After a review of the TDP that was provided for Solicitation Number N6893618R0051 for the ALQ-167 Pods and ULQ-24C, it was noted that the SOW, section 2.1.1 and the Stepladder Pricing Matrix call out several part numbers and their drawings which do not appear in the TDP that was downloaded. Is it possible to receive access to the drawings for the following part numbers:
A000013-1, A000013-2, A000013-3, A000013-4, A000013-5, A000013-8, A000013-9, A000013-7, A000013-6, A000013-10, A000014-6, A000014-7, A000015-1, A000015-2, A000016-1, A000016-2, A000016-3, A000016-4, A000016-5, A000016-6
(b) Additionally, we would like to request a Drawing Matrix or Drawing Tree, if available, as that was also not in the TDP that was received.
A.4. (a) The missing drawings are uploaded and attached.
(b) A Drawing tree was not provided as ATSO is not buying a full up system (WRA’s – not included), we are only buying the metal work.
Q.5. (a) With regards to Solicitation N68936-18-R-0051, ALQ-167 Pods and ULQ-24Cs, we hereby submit the following additional questions, and requests the proposal date be extended a minimum of three (3) weeks after receipt of ALL requested documentation, to allow sufficient time to evaluate the drawings and price the required material.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
CONTENT OF PROPOSALS
Section L - Instructions, Conditions and Notices to Bidders
LA1-[1] CONTENT OF PROPOSALS
PART A GENERAL INSTRUCTIONS
1.0 GENERAL
The Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The Offeror is advised that the Government may incorporate any portions of the Offeror’s proposal into the resulting contract.
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization shall be emphasized during proposal preparation. Statements that the prospective Offeror understands, can comply with, or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may result in assessing the proposal as unacceptable.
The Offeror must include any data that illustrates technical acceptability. Failure to address a specific technical factor clearly may render the proposal unacceptable. Conversely, unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present technical acceptability is neither necessary nor desired.
The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may result in the assessment of an unacceptable proposal. Alternate proposals will not be accepted.
Throughout these instructions, a “principal subcontractor” is defined as a subcontractor used to meet the offeror’s Limitation on Subcontracting and Notice of Service-Disabled Veteran-Owned Small Business Set-Aside in accordance with FAR 52.219-14 and FAR 52.219-27 respectively, or who provides at least 20% of the proposed total price/cost (excluding the Offeror’s profit/fee) for the contract, is so integral to an offeror’s business strategy that exclusion from Past Performance evaluation would weaken an offerors proposal, or provides one or more Key Personnel. “JV Team member” is defined as one of the entities that make up a joint venture (JV) formed for the purpose of responding to this solicitation.
Questions: Offerors may submit questions requesting clarification of solicitation requirements by emailing the contract specialist at beth.steude@navy.mil. It is required that all questions be received within 10 calendar days of the date this solicitation is issued.
2.0 ELECTRONIC PROPOSAL FORMAT
This section is intended to provide information to the Offeror on the electronic format and application software to be used for submitting proposals. Do not submit hardcopy proposals for this solicitation. Use of the software and procedures described in this section will reduce the amount of time and effort needed to receive and upload proposals and will ensure the proposals received are suitable for reading electronically during evaluation.
Proposals must be formatted using a Times New Roman 12 pt Normal font (no reduction permitted), single-spaced with 1-inch margins all around, and formatted for standard 8.5 x 11 inch paper. All pages should be numbered with section and page numbers. Graphs and tables shall be presented in no smaller than a 10 pt font and should contain a grid, which allows values to be read directly from the graph. Graphs and Tables that fit on an 8.5” X 14” printed page will be counted as one page. Drawings may be of any size and will count as one page. Graphic resolution, including such data as tables or charts, should be consistent with the purpose of the data presented.
The offeror shall submit all volumes of its proposal electronically via DoD Safe (https://safe.apps.mil/). All proposal documents must be compatible with the Microsoft Office 2016 and/or the latest Adobe Acrobat Reader Portable Document Format (PDF), where applicable. An email shall be submitted to beth.steude@navy.mil no later than 10:00 AM Pacific Time on 29 October 2020 requesting a “Drop-Off Request Code.” The “Drop-Off Request Code” email must specify a point of contact name and email address for the Prime contractor and for each individual Subcontractor. The Prime and Subcontractor(s) will each be provided a unique “Drop-Off Request Code” which will allow them to submit proposal documents to the Government independently as needed. The Prime and Subcontractor points of contact will receive an email that contains their unique “Drop-Off Request Code” no less than 3 days prior to the proposal due date. This code authorizes access to submit proposal documents securely via DoD SAFE.
The Offeror is responsible for ensuring electronic proposals are virus free. Offerors may use hyperlinks within and among proposal volumes that do not include price information. However, there shall be no links from any other volume into the Price Volume or into any other portion of the proposal that contains price information. In order to reduce file sizes, the Offeror shall not embed sound or video (e.g., MPEG) files within the proposal submission. The Offeror is encouraged to simplify the color palette used in creating figures; and minimize size of graphics files; and avoid scanned images.
3.0 PROPOSAL CONTENT AND VOLUMES
