About this file

This file contains Questions and Answers (Q&A) clarifications for a federal solicitation regarding waste management and container disposal services at Corry Station, with a submission deadline of 17 September at 1200 EST.

The requirement involves two 40-cubic-yard roll-off containers: one permanent stationary container at Building 3776 with a maximum of 15 dumps per year (CLIN 0001), and additional on-call containers for various base locations with a maximum of 12 dumps per year (CLIN 0002). The waste stream consists of mixed general solid waste and construction debris only, with no hazardous materials, asbestos, chemicals, liquids, batteries, tires, appliances, heavy materials, or regulated waste permitted. Containers remain onsite until full or needed at another location, with no predetermined timeframe or weight limits. CLIN 0001 is priced as a firm fixed price regardless of whether all 15 dumps are utilized, while CLIN 0002 is billed only for actual usage not to exceed 12 dumps. The solicitation is a 100% Small Business set-aside, and there is an existing vendor providing this service but in lesser quantities. The contractor assumes full responsibility for container retrieval, storage, and replacement during extreme weather or hurricane preparation at no additional cost. The Government will not provide historical weight data, but historical usage indicates all 15 warehouse dumps and all available various-location dumps were utilized under the incumbent contractor (Mark-Dunning Industries). No specific container requirements regarding color, markings, lids, locks, drain plugs, condition, maintenance, or advertising restrictions are mandated beyond standard 40-cubic-yard dumpster specifications.

See attached questions and answers regarding this requirement. The due date for this solicitation is 17 September at 1200 EST.

Q: What type of material will be placed in the permanent 40-yard container at Building 3776 and the additional on-call containers? Please confirm whether it will be general solid waste, construction and demolition debris, mixed debris, or another material type, and whether any hazardous or restricted materials are anticipated.

A: Waste will be mixed general solid waste and/or construction debris. No HAZMAT.

Q. PWS, Page 1, Paragraph 1.1.4: About how long should we expect the additional 40-yard containers to stay onsite before they're picked up?

A: Until full or needed at a different location. No specific timeframe.

Q. PWS, Page 1, Paragraphs 1.1.3-1.1.4: Do you have an estimated or average weight per haul for the Building 3776 container and the additional containers?

A: No way to provide container weights of past dumps

Q: Could you please confirm whether this requirement is restricted to WOSB concerns, or whether a qualified small business that is not WOSB may also submit a quote and be considered for award?

A: This requirement is a 100% Small Business set-aside.

Q: The PWS requires one stationary 40-cubic-yard roll-off container at Building 3776 for the 12-month performance period and provides for a maximum of fifteen (15) dumps/haul-offs during the year. For Firm-Fixed-Price planning purposes, does the Government anticipate requesting a dump-and-return, exchange, or removal of the stationary container at least once every thirty

(30) calendar days while the container remains onsite?

A: Container to remain onsite until full and dump is required. No time limits set. Will not have more than 2 containers onsite at any one time...One for warehouse, one for various locations.

Q: If available, please provide the Government's anticipated or historical maximum number of consecutive days the stationary container may remain onsite between service events.

A: Not available.

Q: If the stationary container is required to remain onsite for more than thirty (30) consecutive calendar days without a dump, exchange, or removal, please clarify whether offerors should account for such extended container retention within the annual Firm-Fixed-Price CLIN.

A: Fixed price will include any timelines needed. Operations differ month to month.

Q: For the additional twelve (12) 40-cubic-yard container hauls/dumps required on an as-needed basis at various Corry Station buildings, please clarify whether an individual requirement may consist of:

• delivery/placement followed by pickup and disposal;

A: Disposal when container is full.

• dump-and-return or container exchange at the same location; or either service configuration depending upon the Government's requirement

If the additional containers may remain onsite prior to pick up, please provide the anticipated or maximum duration of each temporary container placement.

A: Will remain until full or needed for another location.

Q: CLINs 0001 and 0002 are identified as Firm Fixed Price, Quantity 1 Job, while the PWS identifies a maximum of fifteen (15) hauls/dumps under the stationary-container requirement and up to twelve (12) additional hauls/dumps. Please confirm whether the awarded annual

Firm-Fixed-Price amount for each CLIN will be payable based upon successful performance of the annual CLIN requirement regardless of whether the Government utilizes the maximum number of authorized hauls/dumps, or whether payment will be based upon the actual quantity of haul/dump services ordered and performed.

A: 15 Warehouse dumps 1 price whether all 15 are used or not. 12 Various location dumps billed only as utilized not to exceed 12 dumps.

Q: Please confirm whether the waste stream is limited to non-hazardous warehouse refuse and project-related debris only, and excludes hazardous waste, asbestos-containing material, liquids, chemicals, appliances, tires, propane tanks, drums, special waste, and other regulated materials.

A: No Hazardous materials to be in this dumpster.

Q: For the 40-cubic-yard roll-off container dumps/haul-offs, should quoters include disposal costs based on a reasonable tonnage allowance per haul, or will overweight/special handling charges caused by Government-loaded materials be handled separately if they occur?

A: No weight data available. Firm fixed price per dump.

Q: In the event of extreme weather or hurricane preparation, will retrieval, storage, and replacement of containers be coordinated with the DGR in advance, and should quoters include this contingency in the firm fixed price?

A: Contractor will be responsible to retrieve, store and replace at no additional cost to the contract.

Q: PWS 1.1 says "up to an additional twelve (12) 40-Cubic Yard Container drop-offs and dumps per year," while 1.1.4/1.3/5.4 says "hauls/dumps." For CLIN 0002, does each of the 12 events include delivery/placement of a container plus one dump, or dump only?

A: One container only on a as needed basis. Can be put anywhere on base at various locations.

Q: Do the fifteen (15) dumps at Bldg 3776 (CLIN 0001) represent a maximum not-to-exceed for which the quoter prices a firm fixed annual amount, or will the Government pay per-dump as ordered? Same question for the twelve (12) as-needed events.

A: For Fixed price not exceeding 15 dumps total per year. For the 12 dumps, billed on per usage not to exceed 12 dumps per year.

Q: Historical usage: how many dumps were actually performed at Bldg 3776, and how many additional hauls at other buildings, in each of the last 2-3 years under the incumbent (Mark-

Dunning Industries)? Please also provide the incumbent contract number and total value.

A: All 15 dumps were utilized for the warehouse. For the various locations, all dumps utilized per contract limits. Any additional requirements were paid for via other means.

Q: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A: There is an existing vendor suppling this service, but not in the requested quantities, but this solicitation is open to all.

• Any other regulated or special-handling waste.

A. No to the above listed items, the material to be disposed will be a minor amount general construction material, sheetrock, chairs and desks etc.

Q: Will the contractor receive the full annual CLIN amount regardless of the actual number of dumps/hauls requested, or will payment be adjusted according to the number of services performed during the contract period?

• Color;

• Government or contractor markings;

• Lids or covers;

• Locks;

• Drain plugs;

• Condition or age;

• Maintenance standards; or

A: No to the above, a 40 foot dumpster is a dumpster

Q: Will the incumbent's container be removed before the successor contractor's performance begins, or should the incoming contractor account for a coordinated same-day removal and replacement?

A: No coordination requirement, it is ok to overlap dumpster, the customer will coordinate with vendor placement and removal of dumpsters.

Q: Do you have any additional information regarding the specific types of refuse, debris, or materials that are expected to be placed in the 40-foot containers? We would like to confirm whether the material will consist primarily of general construction/maintenance debris or if there are any prohibited, restricted, hazardous, or unusually heavy materials anticipated.

A: No, as prohibitive items WILL NOT be placed in dumpster. The material to be disposed will be common house office furniture, a minor amount of general construction material, (sheetrock/studs).
