About this file

This is a Question and Answer Log for Amendment 1 to RFQ N6883626Q0039 issued by the Department of the Navy Naval Supply Systems Command for the procurement of Underwater Remotely Operated Vehicles (ROVs).

The document addresses four clarifications regarding technical specifications for the ROV systems. First, the government confirmed that the 600N closing force requirement for the electric manipulator arm was a typographical error, and the Reach Robotics Alpha series with 22 lbs grab force is acceptable. Second, the minimum degrees of freedom requirement for the manipulator arm was clarified as 2 DOF, with no preference specified beyond that minimum. Third, the multi-beam sonar specification was refined to require an operating frequency between 500 kHz and 1.2 MHz with a range capability of 1-50 meters. Finally, regarding warranty pricing, the government specified that a two-year warranty covering parts and labor shall be included and priced within CLIN 0001 rather than as a separate option line item. These clarifications provide vendors with essential technical and commercial guidance for submitting compliant proposals for the two-ROV requirement.

QUESTION & ANSWER LOG
AMEDMENT 1
QUESTIONANSWER
1In section C 2.0 of RFQ N6883626Q0039, it specifies an electric manipulator arm per ROV with a minimum lift capacity of 2kg at full reach and 600N of closing force. Additionally, it stipulates that the arm must be capable of interchangeable quad jaws and soft jaws. I am looking for clarification on the closing force requirements. A number of ROVs utilize Reach Robotics as the standard for electronic actuated manipulator arms; however, none are sold with a grab force of 600N (~135lbs). Reach Robotics sells three arm styles, the Alpha (22lbs grab force), Bravo (44lbs grab force), and X (55lbs grab force) series arms with only the Alpha series capable of the specific interchangeable end-effectors (quad jaws and soft jaws). Is it possible that the 600N closing force is a typo?Yes that is a typo. Reach Robotics Alpha series @22LBS grab force is adequate.
2Manipulator Arm (Section C, 2.0, p. 4): The spec mentions lift and closing-force minimums but no degrees of freedom. Is there a preferred number of degrees of freedom? (e.g., 2, 3, or 5 DOF)A minimum of 2 DOF required.
3Multi-Beam Sonar (Section C, 2.0, p. 4): The spec requires multi-beam sonar but no frequency or range. Is there a preferred operating frequency or range?Prefered frequency is 500kHz - 1.2MHz. Range 1-50 meters.
4Extended Warranty Pricing (Section C, 2.0, p. 4 / Section B, p. 3): The DOR calls for a one-year warranty plus a one-year extended-warranty option, but the Schedule has no option line item. How should the option be priced and presented (separate CLIN, line on the quote, or other)?Two-year warranty to cover parts and labor, the warranty shall be priced on CLIN 0001 with requirements”.
